Outstanding policies taking effect in September

Increasing allowances and subsidies for war veterans and retired commune officials, and establishing regulations for temporary suspension of airline employees are among the policies implemented in September.

New allowance rates for people with meritorious service.

Effective from September 5th, Decree No. 55/2023 amends and supplements several articles of Decree No. 75/2021 regulating the levels of allowances, subsidies, and preferential treatment for people who have rendered meritorious services to the revolution. Accordingly, the standard allowance for people who have rendered meritorious services to the revolution has increased from VND 1.624 million to VND 2.055 million per month, starting from July.

The monthly allowances and preferential benefits for those who have rendered meritorious services to the revolution have also been adjusted. Specifically, those who participated in revolutionary activities before 1945 and were part-time workers will receive an allowance of 2.3 million VND per month and an additional allowance of 390,000 VND for each year of service. Those who participated in revolutionary activities before 1945 and were not part-time workers will receive 3.9 million VND per month. For deceased individuals, their relatives will receive a maximum allowance of 2 million VND per month.

Those who participated in the resistance from 1945 until the August Revolution receive 2.1 million dong per month. Relatives receive a maximum allowance of 1.6 million dong per month. Relatives of one martyr receive 2 million dong; two martyrs 4.1 million dong; three martyrs 6.1 million dong per month. Heroic Vietnamese mothers receive an allowance of 6.1 million dong and an additional 1.7 million dong per month. Disabled veterans receive a maximum allowance of 5.3 million dong per month. Those who participated in the resistance and were exposed to chemical toxins receive a maximum allowance of 4.6 million dong per month.

Retired commune officials receive severance pay of up to 3 million VND.

Circular 11/2023 of the Ministry of Interior , effective from September 15th, provides guidance on adjusting the monthly allowance for elderly and infirm retired commune, ward, and town officials. From July 1st, retired elderly and infirm commune officials will receive an additional 300,000 VND per month if their current allowance is below 2.7 million VND; and an increase to 3 million VND if their allowance is between 2.7 million and less than 3 million VND.

With the above adjustment policy, officials who were formerly Party Committee Secretaries, Chairmen of People's Committees, Deputy Secretaries, Deputy Chairmen, Standing Committee members of Party Committees, Secretaries of People's Committees, Secretaries of People's Councils, Commune Militia Commanders, and Commune Police Chiefs will receive 3 million VND/month. Other positions will receive 2.817 million VND.

Cases of temporary suspension for airline personnel.

Effective from September 1st, Circular 23/2023 of the Ministry of Transport stipulates specific labor and disciplinary regulations for aviation personnel. Accordingly, aviation personnel will be immediately suspended from work in cases of violating regulations and labor rules that cause incidents, accidents, or threaten aviation safety and security; being investigated or prosecuted in criminal cases; or leaving their work post without permission.

In addition, temporary suspension is also applied to those who consume alcohol or have alcohol in their blood or breath while on duty; commit theft or illegal appropriation of property; abuse their position to smuggle or illegally transport people, property, or goods; use or test positive for narcotics or stimulants; gamble, cause disturbances, or disrupt security and order at the workplace.

Change the way civil servants and public employees are evaluated.

Decree 48/2023, effective from September 15th, stipulates several new points regarding the evaluation and classification of the quality of cadres, civil servants, and public employees. Accordingly, those who have been subjected to Party disciplinary action or administrative disciplinary action during the evaluation year will be classified as failing to complete their duties.

In cases where officials, civil servants, and public employees are Party members and have been subjected to both Party disciplinary action and administrative disciplinary action for the same violation, but the Party disciplinary decision and the administrative disciplinary decision are not effective within the same evaluation year, only the performance rating for that evaluation year will be considered.

Furthermore, the Decree also stipulates that the percentage of officials, civil servants, and public employees classified as "Outstanding Performance" within the total number of officials, civil servants, and public employees in the same agency, organization, or unit, and for each group of individuals with similar duties, shall not exceed the percentage of Party members classified as "Outstanding Performance" as prescribed by the Party.
