(Dan Tri Newspaper) - Ho Chi Minh City is aggressively implementing various solutions to address the low birth rate in the city, including providing cash support to women who have two children.
For the past 20 years, Ho Chi Minh City's total fertility rate has consistently been below 1.7 children per woman. The total fertility rate in 2023 was 1.32 children per woman. In 2024, the estimated total fertility rate is 1.4 children per woman, a slight increase compared to 2023, but still very low compared to Vietnam's replacement fertility rate (2-2.1 children per woman).
A prolonged low fertility rate has led to numerous negative consequences for the city's socio -economic development, such as a rapid increase in population aging, impact on social security balance, and labor shortages.
Therefore, the Ho Chi Minh City People's Council issued Resolution No. 40/2024/NQ-HĐND stipulating policies on rewards and support for collectives and individuals who perform well in population work in the city.
In particular, the city has implemented many drastic policies to encourage women to have children, even providing financial support of 3 million VND for each woman who gives birth to two children before the age of 35.

Resolution No. 40/2024/NQ-HĐND takes effect from December 21, 2024. The Ho Chi Minh City People's Council has assigned the City People's Committee to issue regulations and organize the effective implementation of this resolution.
