Implementing Plan No. 225/KH-UBND dated July 22, 2024 of the Hanoi People's Committee on the implementation of the Capital Law, the city's departments and branches have taken action and urgently prepared for the implementation of the Capital Law 2024 in Hanoi.

Reporting at the working session, Deputy Director of the Department of Labor, Invalids and Social Affairs Nguyen Tay Nam said that the Department has issued a decision to establish a Working Group to implement the Law on the Capital (amended) including the Director of the Department as the head of the group; Deputy Directors of the Department as deputy heads and heads of specialized and professional departments of the Department, and the Head of the Department of Prevention and Control of Social Evils as members.

The content of the detailed regulations of the Capital Law under the authority of the City People's Council, which the Department chaired and advised, includes 6 contents. At the same time, the Department was assigned to advise and propose a document of the City People's Committee to send to the ministries and branches under the Government assigned to preside over the implementation of the development of the Decision on the list, measures and roadmap for relocating vocational training establishments under the management authority of the Central organization.

In addition, the Department is assigned to coordinate with relevant departments, branches, sectors of the City, and People's Committees at district level to review and advise on the development of regulations on decentralization and authorization decisions according to the provisions of the Law on the Capital, documents detailing the implementation of the Law on the Capital to be submitted to the People's Council, the People's Committee, the Chairman of the People's Committee, etc.

According to Deputy Director of the Department of Education and Training Tran Luu Hoa, in order to implement new policies in the field of education and training stipulated in the Capital Law 2024, the Department issued a plan to implement Article 22 of the Capital Law on education and training development.

According to Deputy Director of the Department of Health Tran Van Chung, the Department of Health is responsible for presiding over the submission of 2 documents detailing the Law on the Capital City under the authority of the City People's Council; 2 documents detailing the Law under the authority of the City People's Committee. In addition, the Department of Health is responsible for reviewing and advising on the implementation of tasks to develop programs, projects, and individual documents to implement the regulations assigned in the Law on the Capital City (1 project)...

Review current regulations for amendment and supplementation

Basically agreeing with the proposals of the Department of Labor, Invalids and Social Affairs in implementing the tasks in Plan 225/KH-UBND, Standing Vice Chairman of the City People's Committee Le Hong Son suggested that the Department proactively review current regulations of the Central and the City on regimes, standards, and spending norms for spending tasks using the City budget; standards, regulations, economic-technical norms, cost norms, unit prices in the fields to propose the construction, issuance of new or amendments, supplements and replacements of related regulations to ensure transparency and efficiency.

Regarding the field of education and training, Permanent Vice Chairman of the Hanoi People's Committee Le Hong Son said that this is a very important field in the Capital Law. Hanoi is a typical locality of the whole country, so the education policy must thoroughly grasp this spirit, and implement the right goals, locations, and quality.

Improve the quality of medical examination and treatment and the capacity of the preventive health system, primary health care, and the family medicine examination and treatment network. Develop the public and non-public emergency care system...".

Therefore, Permanent Vice Chairman of the City People's Committee Le Hong Son emphasized that the health sector must develop a project to implement the Capital Law. In particular, how to improve the quality of medical examination and treatment - including human resources, facilities, equipment, operating costs, etc.
