According to the National Center for Hydro-Meteorological Forecasting, at 4:00 p.m. on September 22, the center of super typhoon Ragasa was at about 19.5 degrees North latitude; 121.1 degrees East longitude, about 120 km north of Luzon Island (Philippines). The strongest wind near the center of the super typhoon was level 17 (202 - 221 km/h), gusting above level 17; moving in the West Northwest direction at a speed of 20 - 25 km/h.
This is a very strong storm with a wide range of influence. Although the storm is forecast to directly affect the mainland provinces of the North and North Central regions, its development is still very complicated.

In Dak Lak , it is forecasted that from now until the morning of September 24, the province will have moderate to heavy rain, with some places having very heavy rain. The average rainfall is from 70 - 140 mm/period, with some places having over 150 mm/period. Heavy rain will mainly be concentrated in the late afternoon and at night.
To proactively respond and minimize damage, the Department of Agriculture and Environment recommends that localities and relevant units seriously implement disaster response plans according to the "four on-site" motto.
For coastal localities, it is necessary to closely monitor the storm's developments, manage vessels going out to sea, notify ship owners of the storm's location and direction to proactively avoid it; prepare forces, means and equipment to promptly rescue when required. At the same time, deploy plans to ensure the safety of people, property, cages, aquaculture watchtowers in high-risk areas...
For localities in the plains and mountainous areas, it is necessary to review and prepare plans to evacuate people from dangerous areas, areas at risk of deep flooding, flash floods, and landslides. Localities need to proactively drain water to prevent flooding, protect agricultural production and organize early harvest of agricultural products according to the motto "green at home is better than old in the fields".
In addition, the authorities need to arrange forces to control and guide traffic at culverts, spillways, deep flooded areas, and areas with fast-flowing water; check, review, and ensure the safety of key works such as irrigation and hydroelectric reservoirs.
The Department of Agriculture and Environment also requested the Provincial Hydrometeorological Station, Dak Lak Newspaper, Radio and Television, and other media agencies to regularly update and increase information on dangerous weather developments so that the authorities and people can proactively prevent and respond promptly.
