On October 29, the Office of the Gia Lai Provincial People's Committee informed about the concluding opinion of the Chairman of the Provincial People's Committee Pham Anh Tuan at the recent specialized conference on financial management, budget and public investment at the commune level.
According to Mr. Tuan, after a period of implementing the 2-level government model, financial and budgetary work has basically operated stably, meeting the requirements of local development. However, this field still has many limitations that need to be overcome, especially the lack of initiative, waiting, and dependence on superiors in organizing budget collection.

Mr. Tuan pointed out that many localities have not effectively exploited revenue sources, budget collection progress is slow, and coordination between local authorities and tax agencies is still loose. Some commune and ward tax advisory councils have not attached responsibilities to assigned targets, resulting in low budget collection efficiency.
The organizational structure and staffing in many communes and wards are not yet in line with the new regulations. After the merger, some places have not yet completed their apparatus and lack specialized project management boards, leading to staff having to hold multiple positions and limited financial and investment management capacity.
The Chairman of the Gia Lai Provincial People's Committee assessed that a number of commune-level officials and leaders are still hesitant, afraid of making mistakes, and lack determination in leadership; the role and responsibility of leaders have not been clearly demonstrated.
To overcome this, Mr. Tuan requested to thoroughly grasp and strictly implement the motto "6 clear": clear people, clear work, clear time, clear responsibility, clear product, clear results; associated with the principle "Discipline comes first - Resources go together - Results are the measure".
“This is a comprehensive, revolutionary and unprecedented innovation. Perseverance, discipline and substantive action are needed so that the grassroots government can be truly close to the people, effective, efficient and develop sustainably,” Mr. Tuan emphasized.
The Provincial People's Committee will increase support and professional guidance for commune and ward levels, especially in the stages of budget preparation, allocation and settlement. Experienced staff will be transferred or temporarily seconded to the grassroots to "hold hands and guide work", helping to improve management capacity and reduce dependence on superiors.
Regarding management, the Chairman of the Provincial People's Committee requested that the Secretaries and Chairmen of the People's Committees at the commune level must directly inspect and urge progress in the fields of finance, budget, public investment, site clearance, planning, administrative reform, digital transformation, etc. All work must be resolved on time, thoroughly, and completed within the day, without shirking or avoiding responsibility.

The Chairman of the Gia Lai Provincial People's Committee also emphasized the task of ensuring social security, sustainable poverty reduction, eliminating temporary housing, and caring for the lives of people in difficult areas. The heads of Party committees and local authorities must take full responsibility for the results of implementing social security work and improving people's lives.
He requested localities to improve their apparatus, arrange the right people for the right jobs, overcome the situation of holding multiple positions and mismatching expertise; and not arbitrarily recruit or accept people against regulations.
In receiving citizens and handling administrative procedures, officials must be sympathetic and reasonable, demonstrate a spirit of service, and not harass or cause trouble for people and businesses.
“Commune leaders must set an example, dare to think, dare to do, dare to take responsibility for the common good. Absolutely do not accept the mindset of term-based office and clinging to local interests.
