According to the President , it is necessary to continue to effectively address policies and regulations, especially resolving the consequences of the war, searching for and collecting the remains of fallen soldiers; and those who have rendered meritorious service but have not yet received the full benefits of the policies.

On the occasion of the 77th anniversary of the Day of War Invalids and Martyrs (July 27, 1947 - July 27, 2024), on the afternoon of July 22, at the Presidential Palace, President To Lam held a cordial meeting with the delegation of outstanding individuals who have rendered meritorious services to the revolution from across the country in 2024.
Attending the meeting were members of the Central Committee of the Party: Le Khanh Hai, Head of the Office of the President; Dao Ngoc Dung, Minister of Labor, War Invalids and Social Affairs; Lieutenant General Tran Quoc To, Deputy Minister of Public Security ; Lieutenant General Vo Minh Luong, Deputy Minister of National Defense; Le Quoc Minh, Editor-in-Chief of Nhan Dan newspaper; and representatives of the leadership of several central and Hanoi ministries and agencies.
Also present were 91 delegates, including Vietnamese Heroic Mothers, Heroes of the People's Armed Forces, Labor Heroes, wounded soldiers, sick soldiers, and exemplary family members of martyrs from across the country in 2024.
Before the meeting began, President To Lam and the delegates observed a minute of silence in memory of General Secretary of the Central Committee of the Communist Party of Vietnam Nguyen Phu Trong.
According to a report by the Ministry of Labour, Invalids and Social Affairs, for the past 77 years, following the teachings of beloved President Ho Chi Minh, the Party, the State, and the people of Vietnam have always paid attention to and effectively carried out the work of showing gratitude to those who have rendered meritorious services to the revolution and their families.
To date, the country has recognized 9.2 million people who have rendered meritorious services and their relatives, with preferential treatment being increasingly improved while ensuring fairness and gaining the consensus of the entire society.
Activities expressing gratitude and appreciation, such as the movement "All citizens care for families of wounded soldiers, martyrs, and those who have rendered meritorious services to the revolution," are increasingly developing and spreading, gaining the support and participation of society, becoming a beautiful tradition of the nation.
From 2013 to the present, the whole country has mobilized nearly 7,900 billion VND to support families of war heroes; built 67,700 new houses and repaired nearly 45,900 houses of gratitude with a total support fund of over 12,700 billion VND; donated more than 110,000 savings accounts to policy beneficiary families with over 403 billion VND and supported a number of particularly difficult cases, 2,412 living Vietnamese Heroic Mothers are cared for and supported for life by various organizations.
The work of reviewing and resolving outstanding cases is one of the outstanding results in implementing the policy of preferential treatment for people who have rendered meritorious services to the revolution in recent times. More than 7,000 outstanding cases have been reviewed and resolved, and the Prime Minister has recognized and awarded Certificates of Recognition for National Service to over 2,400 martyrs and over 2,700 wounded soldiers and those entitled to policies similar to wounded soldiers.
Over the past period, the Ministry of Labour, Invalids and Social Affairs has implemented the Project to identify the remains of martyrs with incomplete information (Project 150), which is mainly carried out using DNA testing and evidence methods.
DNA testing has been conducted on nearly 10,000 samples of fallen soldiers' remains and over 3,000 biological samples from their relatives. The results have matched the identities of over 1,000 fallen soldiers, allowing their families to be notified.

Expressing joy and emotion at meeting the delegates of outstanding national heroes and martyrs, and on behalf of the Party and State leaders, respectfully commemorating the heroic martyrs who sacrificed for the Fatherland, President To Lam respectfully sent his sincere greetings, deep affection, and profound gratitude to the Heroic Vietnamese Mothers, Heroes of the Armed Forces, wounded soldiers, sick soldiers, relatives of martyrs, and those who have rendered meritorious services to the revolution.
The President stated that, imbued with the Vietnamese people's moral principles of "Remembering the source when drinking water" and "Showing gratitude and repaying kindness," and the aspirations of President Ho Chi Minh, over the past 77 years, especially during the nearly 40 years of implementing the reform process, the Party and State have issued many policies and guidelines to support wounded soldiers, sick soldiers, relatives of martyrs, and those who have rendered meritorious services to the revolution.
Party committees and government agencies have consistently paid attention to leading and directing the work of showing gratitude to wounded soldiers, martyrs, and those who have made contributions to the revolution, expressing deep gratitude and appreciation to those who have sacrificed their lives and blood for the independence and freedom of the Fatherland and the happiness of the people.
The President commended the spirit of self-reliance and self-improvement that has helped many wounded soldiers, sick soldiers, relatives of martyrs, and meritorious individuals overcome their disabilities and difficulties, reintegrate into life, and continue to contribute their strength and intellect, setting a shining example in labor, production, work, combat, and study, thereby contributing to the protection and construction of a more prosperous, beautiful, and civilized homeland.
On behalf of the Party and State leaders, the President highly appreciated and commended the ministries, departments, localities, agencies, units, and individuals both domestically and internationally who have actively responded to and effectively implemented the Party and State's guidelines and policies, actively participating in and contributing to the work related to war invalids and people with meritorious services; implementing many meaningful programs, in which the Association for Supporting Martyrs has actively participated in the "Gratitude and Repayment" and "All People Care for Families of War Invalids, Martyrs and People with Meritorious Services to the Revolution" movements with many specific and practical activities.
To continue effectively carrying out the work of showing gratitude and caring for meritorious individuals and families of war invalids and martyrs, the President requested that Party committees, government agencies, the Fatherland Front, and mass organizations continue to seriously implement the Party and State's guidelines and policies so that meritorious individuals, relatives of martyrs, and policy beneficiary families always fully enjoy the fruits of the country's renewal, ensuring that no one is left behind, and fulfilling President Ho Chi Minh's teachings: "The blood of the martyrs has dyed the revolutionary flag even brighter red. The sacrifices of the martyrs have prepared the ground for our country to blossom with independence and bear the fruits of freedom," and "How should the Government and the people repay these loyal and devoted sons and daughters in a worthy manner?"
According to the President, it is necessary to continue to effectively address policies and regulations, especially the work of resolving the consequences of the war, searching for and collecting the remains of martyrs, and addressing outstanding cases of meritorious individuals who have not yet received full benefits; paying attention to improving the lives and healthcare of lonely and destitute people; striving to ensure that 100% of meritorious individuals have a living standard above the average for the population in the same area and receive the fullest benefits and policies; and prioritizing the resolution of difficulties and poverty reduction for vulnerable groups, remote areas, ethnic minority regions, border areas, and islands nationwide.
Along with that, the President emphasized the need to improve the quality of education on revolutionary traditions and ideals, and the moral principles of "remembering the source when drinking water" and "showing gratitude" for future generations, in order to cultivate national pride and faith, promote patriotism, self-reliance, and self-strength, and continue writing the glorious history for which generations of ancestors shed blood and sacrificed for national independence, territorial integrity, and the building and protection of the socialist Vietnamese Fatherland. The President also requested the Ministry of Labor, Invalids and Social Affairs to continue to effectively fulfill its role as the state management agency for war invalids, martyrs, and people with meritorious services.
At the same time, we will continue to build upon the achievements already made, focusing on researching, advising, and perfecting policies and laws on people who have rendered meritorious services to the revolution, ensuring consistency, uniformity, and suitability to practical requirements, contributing to compensating for the pain, losses, and consequences after the war, considering it a duty and an expression of profound gratitude to those who have contributed to the cause of national liberation, national reunification, and the firm protection of the Fatherland.
The President expressed confidence that, with the achievements made in the past, the work of caring for those who have rendered meritorious services to the revolution will always be actively supported and participated in by all levels, sectors, businesses, and the people, so that those who have rendered meritorious services to the revolution will receive increasingly thorough care, both materially and spiritually.
