President Luong Cuong: The Office of the President needs to promote the spirit of '4 proactiveness'

At the working session, the leaders of the Office of the President reported to the President on the work results in April 2025, and the directions and key tasks in May 2025.

After listening to the reports and comments, President Luong Cuong highly appreciated the efforts of the Office of the President in proactively planning and preparing timely and thoughtful content.

The President emphasized that in the context of the world , regional and domestic situation posing many challenges, difficulties, many new important tasks and requirements, a huge amount of work, directly related to the implementation of domestic and foreign affairs tasks, and major tasks of the country, the Office of the President has carried out the work with an urgent and proactive spirit, effectively coordinating with central and local departments, ministries and branches, and successfully completing the assigned tasks in April.

Effective leadership and direction have promoted consensus, solidarity, responsibility, and high unity in personnel work, as well as in tasks and work areas, contributing to the effective implementation of the agency's political tasks.

President Luong Cuong acknowledged and commended the Office of the President for advising the President on the decision to present gifts to meritorious people across the country on the occasion of the 50th anniversary of the Liberation of the South, National Reunification, and the 80th anniversary of the founding of the country; at the same time, promptly proposed to the President to decide to posthumously award exemplary soldiers who sacrificed their lives while on duty for security, social order and safety, for a peaceful life; and timely commendations to serve the occasion of the April 30 anniversary of provinces, cities, collectives and individuals across the country.

The Office of the President also conducts research and processes amnesty files to advise the President on amnesty decisions.

Regarding directions and tasks, the President noted that in the coming time, the country will witness many important events, as well as implement major policies, with a huge amount of work, requiring the Office of the President to maximize its capacity, respond flexibly, and proactively: Develop a plan; grasp the situation; research - analyze and coordinate - prepare to promptly advise on practical and in-depth contents, ensuring progress and quality of work serving the Party and State leadership.

The President requested the Office to promptly develop a specific work program, assign tasks clearly, promote close coordination within and outside the agency, and the sense of responsibility of each individual. At the same time, focus on doing a good job of personnel work and personnel policies, especially in conjunction with the implementation of Resolution 18-CT/TW on streamlining the apparatus after the reorganization.

Along with that, the President also requested the Office to seriously grasp the Central Committee's directive documents, especially Resolution 45-CT/TW dated April 14, 2025, which was just issued, focusing on successfully organizing the 9th Party Congress of the Office of the President, term 2025 - 2030. The preparation of Congress documents must closely follow the requirements; personnel work must be of real quality, selecting worthy cadres and party members for the Executive Committee.

On the other hand, President Luong Cuong requested the Office to mobilize human resources and time, with the highest spirit, to review and consider carefully and in accordance with legal regulations to soon complete the appraisal of the amnesty dossier, serve the President to sign the decision to issue and actively propagate widely, organize the announcement of the President's Amnesty Decision 2025 (on the occasion of April 30) on schedule, ensuring the meaning and solemnity, demonstrating the superiority and humanity of the regime and leniency policy of our Party and State.
