On behalf of the Chairman of the Provincial People's Committee, the Standing Vice Chairman of the Provincial People's Committee Nguyen Hong Linh has just signed and issued an official dispatch to the directors (heads) of relevant departments, agencies and units; Chairmen of the People's Committees of districts, cities and towns on strengthening urgent measures to prevent and fight forest fires.

Currently, the whole province has experienced 6 severe heat waves, with temperatures always at a high level of 39 - 42 degrees Celsius. According to the forecast of the Ha Tinh Hydrometeorological Station, due to the influence of the El Nino phenomenon, from now until the end of the year, Ha Tinh province will have 5 - 6 severe heat waves, with the number of sunny days higher than the average of many years and many unusual developments, heat accompanied by lack of rainfall, low humidity, and a very high risk of forest fires in the province, especially in late June.

In order to proactively carry out forest fire prevention and fighting (hereinafter referred to as PCCCR), minimize damage when forest fires occur; at the same time, strictly implement the direction of the Prime Minister in Official Dispatch No. 441/CD-TTg dated May 22, 2023 of the Ministry of Agriculture and Rural Development in Official Dispatch No. 2547/CD-BNN-TCLN dated April 24, 2023 and of the Provincial Party Committee in Document No. 1772-CV/TU dated June 6, 2023, the Chairman of the Provincial People's Committee requests the Chairmen of the People's Committees of districts, cities and towns to be responsible for PCCCR work in the area, urgently direct the implementation of a number of key and urgent tasks.

The Chairman of the District People's Committee directs the Commune People's Committee, functional departments and branches to strictly implement the responsibility of State management on fire prevention and fighting; strengthen inspection and supervision of fire prevention and fighting in localities and units, considering this a key task, absolutely not being subjective, negligent, or losing vigilance;

Direct localities and forest owners to inspect and review fire prevention and control plans and projects to ensure they are realistic and feasible, especially in localities and forest owners with concentrated pine forests and natural forests depleted of flammable bamboo and rattan; proactively arrange forces, means, materials and funds to effectively implement the "four on-site" motto; assign forces to be on duty 24/7 at guard posts, forest gates, and camera surveillance points to detect forest fires early, closely monitor people and vehicles entering and exiting key forest areas prone to fires during peak hot weather; detect forest fires early, mobilize forces to promptly extinguish fires, and prevent large fires from occurring; strictly implement the reporting regime, ensuring completeness, accuracy and timeliness to serve the direction, operation and timely and effective organization of fire prevention and control.

Thanks to the synchronous implementation of measures and maximum mobilization of forces, the forest fire on May 31 in the Doong No area, Thuong Phu village, Hong Loc commune (Loc Ha) was quickly extinguished.

Strengthen propaganda, disseminationand education to raise people's awareness and responsibility in forest fire prevention and control; continuously announce daily forest fire warning levels (when the warning level is at Level IV-V); inspect, urge and guide people's use of fire in and near forests; immediately stop using fire to treat vegetation and other fire-using behaviors that pose a risk of forest fires;

Have a plan ready to proactively evacuate people from dangerous areas when necessary, ensuring the safety of people's lives and property and the State.

When a forest fire occurs, the Chairman of the District People's Committee is required to immediately report to the Provincial Steering Committee Office at the phone numbers: 0913310611, 02393855 571 to coordinate direction and mobilize rescue forces promptly when necessary; direct relevant agencies to promptly investigate and clarify the cause and the subject causing the forest fire to strictly handle it according to the law and handle the management responsibility of the head when a forest fire occurs.

Heads of localities and units who fail to implement and are irresponsible in causing forest fires must be held responsible before the Chairman of the Provincial People's Committee and before the law.

The Department of Agriculture and Rural Development regularly monitors, inspects, urges, and guides the implementation of localities and units; synthesizes and reports to the Provincial People's Committee before June 20, 2023; during peak hot weather, periodically reports weekly to the Provincial People's Committee on the results of forest fire prevention and fighting in the province - in case of difficulties, problems, or situations beyond its authority, promptly report and advise the Provincial People's Committee to direct handling.

Directly monitor weather developments closely, proactively coordinate with provincial departments, branches and relevant units to strengthen propaganda and daily forest fire forecast warnings (when warning level IV-V).

Direct the forest rangers to increase their forces to stay close to the base, guide and support localities to be on duty, strictly implement the 24/24 duty regime and be ready to "on the spot" to promptly participate in forest fire fighting; monitor forest fire warning information on the early warning system at the website: kiemlam.org.vn to check and detect forest fires early; summarize the implementation status of units, advise the Department of Agriculture and Rural Development to promptly report to the Chairman of the Provincial People's Committee.

The Department of Industry and Trade directed Ha Tinh Electricity Company and power transmission units to coordinate with local authorities and relevant agencies to implement measures to ensure absolute safety for the power transmission system in the management area, to prevent incidents, especially for the transmission system passing through key fire-prone forests.

The Provincial Police, the Provincial Military Command and the Provincial Border Guard Command proactively prepare forces and means to participate in forest fire fighting according to Plan No. 165/PA-UBND dated May 12, 2023 of the Provincial People's Committee; direct affiliated units to prepare forces, means and materials to promptly respond to forest fire emergencies when requested by the locality.

At the same time, the Provincial Police directed its departments and affiliated units to preside over and coordinate with local authorities, forest rangers, forest owners, and related units to organize investigations, verify, and clarify the causes and perpetrators of forest fires for strict handling according to the provisions of law.

The Department of Planning and Investment and the Department of Finance review, balance, and arrange funds to ensure the implementation of PCCCR work, and advise the Provincial People's Committee to consider and decide.

The Department of Information and Communications, the provincial Radio and Television Station, and Ha Tinh Newspaper, according to their functions and tasks, continue to do a good job of information and propaganda on forest protection and forest fire prevention and fighting; promptly provide warnings and daily forest fire forecasts during the peak of hot weather so that people know, take the initiative, and prevent.

The Department of Education and Training and the Department of Culture, Sports and Tourism shall strengthen propaganda and education on regulations on safe use of fire for students and tourists at historical sites and scenic spots with forests; proactively prepare forces and means to participate in forest fire fighting when required.

Members of the Provincial Steering Committee for Sustainable Forestry Development Program shall arrange time to directly go to assigned areas to direct, urge, inspect and supervise the implementation of forest fire prevention and control work in localities and units according to regulations; promptly report any problems, difficulties and obstacles to the Head of the Provincial Steering Committee for direction and handling according to regulations.

Propose that the Provincial Fatherland Front Committee, mass organizations closely coordinate with the Forestry Department, local authorities, and forest owners to promote propaganda on forest protection, forest fire prevention and fighting so that all people clearly understand, voluntarily comply, and are ready to participate in responding to forest fires, searching and rescuing when required...
