(Chinhphu.vn) - At the 3rd session of the 10th Provincial People's Council on the morning of December 10th, looking back at a turbulent 2025, summarizing the 2021-2025 period and outlining directions for 2026 and the 2026-2030 period, Chairman of the Vinh Long Provincial People's Committee Tran Tri Quang sent a strong message about the spirit of decisive action, using effectiveness as a measure and placing the interests of the people first.

2025 will be a year of change, but it will still retain a 'bright outlook'.

Speaking at the session, Chairman of the People's Committee of Vinh Long province Tran Tri Quang emphasized that 2025 is a particularly important year, marking both the end of the 2021-2025 five-year plan and a pivotal stage for a new transformation of the province.

Over the past year, the global economic landscape has been bleak: inflation has pressured supply chains, global growth has slowed, and extreme weather events have increased, including saltwater intrusion, riverbank and coastal erosion, and unusual tidal surges. Domestically and within the province, prolonged agricultural diseases have caused significant damage; inadequate infrastructure, small economic scale, and weak competitiveness continue to pose major challenges.

In this context, the close guidance of the Provincial Party Committee, the supervision of the Provincial People's Council, the coordination of the Fatherland Front , departments, localities, and the support of the business community and the people have helped the Provincial People's Committee maintain flexible and effective management. The spirit of "clear objectives - correct focus - timeliness - effectiveness" has been emphasized throughout, creating a solid foundation to help the province achieve positive results in 2025. 18 out of 24 key targets were completed or exceeded the plan, with many important economic, social, and environmental indicators achieving favorable results.

However, the Chairman of the People's Committee of Vinh Long province acknowledged that six indicators have not yet met the targets of the Resolution, including GRDP growth rate, GRDP per capita, the proportion of agricultural and non-agricultural economy, social housing targets, the percentage of school-aged children attending school, and the poverty rate. According to estimates from the General Statistics Office, GRDP in 2025 will reach 5.84%, lower than the target of 8%. Nevertheless, the province is still striving in the final days of the year to achieve the highest possible target.

Furthermore, budget revenue faces significant pressure, with high tax arrears; many key projects are being implemented slowly; disbursement of public investment capital has not met expectations; and renewable energy production has not met targets.

Chairman of the Vinh Long Provincial People's Committee, Tran Tri Quang, acknowledged the sense of responsibility shown by the heads of departments and agencies who directly explained the causes and committed to specific solutions. He affirmed that after the meeting, the Provincial People's Committee will conduct serious inspections and supervision, and the head of each unit will be held directly responsible if the problems persist.

Impressive highlights and remaining challenges

Chairman of the People's Committee of Vinh Long province, Tran Tri Quang, assessed the period 2021–2025 as a period of unprecedented challenges, beginning with the COVID-19 pandemic with its profound impact on all aspects of life. For the three provinces of Vinh Long, Ben Tre, and Tra Vinh before their merger, this was a tense period but also demonstrated their resilience, determination, and strong upward momentum.

In particular, the former Vinh Long province achieved and exceeded 21 out of 22 targets, with an average GRDP growth rate of 6.0%, and the size of the economy increasing 1.7 times compared to 2020. GRDP per capita reached 96.8 million VND, an increase of 68.6% compared to the previous period. The entire province had 77 communes meeting the new rural standards, an increase of 40%.

Besides the outstanding achievements, the Chairman of the People's Committee of Vinh Long province frankly acknowledged many long-standing limitations. The restructuring of the economy and the innovation of the growth model are still slow; the economic scale of each locality remains small and fragmented. Many sectors with potential, such as tourism, have not attracted strategic investors and have not fully exploited their advantages. The business environment still has barriers that make it difficult for businesses. Meanwhile, the impact of climate change is becoming increasingly evident, but the capacity to respond remains limited. Waste and wastewater treatment is ineffective; poverty reduction lacks sustainability; social issues such as healthcare and education have not kept pace with new development requirements. Some types of crime, mass complaints, and appeals to higher authorities remain complex.

Accelerate action to build a solid foundation.

The Chairman of the People's Committee of Vinh Long province emphasized that 2026 is the first year of a new development phase, playing a foundational role for the entire 2026-2031 cycle. The Provincial People's Committee has set 29 targets across four groups of economic, social, environmental, and national defense-security sectors, with the most prominent goal being a 10% GRDP growth rate.

To achieve this goal, Vinh Long province focuses on three main pillars.

In agriculture, the province aims for a minimum growth rate of 3%, with a projected increase in vegetable production of 11%, coconut production of 5.5%, fruit tree production of 3.1%, pig production of 3.9%, poultry production of 1.7%, and aquaculture production of 5%. The province continues to develop smart agriculture, applying high technology, promoting large-scale commercial agriculture along the value chain, and replicating the model of 1 million hectares of high-quality, low-emission rice.

In the industrial and construction sector, 2026 will be a breakthrough year. At the beginning of the year, three wind power plants with a total capacity of 174 MW will come online. By the end of the year, five new projects with a capacity of 329.56 MW will be completed, contributing significantly to the region's clean energy supply. The province is also promoting industrial infrastructure development, striving to lease 50 hectares of land in the Phu Thuan Industrial Park, while simultaneously launching and expanding many new industrial clusters. A series of strategic infrastructure projects such as the Dinh Khao Bridge, the coastal road, and the road connecting National Highway 60 and National Highway 54 will be strongly implemented, contributing to the construction sector's growth target of 15.65%.

In the service sector, the province aims for total export turnover of 4.1 billion USD, an increase of 12%. Tourism is also expected to be a highlight with 9.8 million visitors, including 1.5 million international visitors, generating revenue of 9,400 billion VND. The province is strongly shifting towards promoting digital trade and supporting businesses in leveraging FTAs ​​to expand markets to the EU, the US, and Japan.

Breakthroughs in infrastructure, human resources, and innovation.

In addition to the target of an average annual GRDP growth of 10%, the Chairman of the People's Committee of Vinh Long province stated that the province will resolutely implement 6 key tasks and 3 strategic breakthroughs according to the Resolution of the 1st Provincial Party Congress. Among these, the breakthrough in socio-economic infrastructure is considered a crucial foundation, linked to the implementation of the Provincial Planning for the period 2021–2030, with a vision to 2050.

The second breakthrough is improving the quality of human resources, especially for emerging economic sectors such as the digital economy, logistics, renewable energy, and high-quality tourism. And the third breakthrough is perfecting the investment environment, innovating technology, and boosting productivity, thereby creating sustainable competitiveness for the province in the long term.

The province will also concretize tasks according to Resolutions No. 57-NQ/TW and 68-NQ/TW of the Politburo, ensuring synchronized development with the Mekong Delta region and the whole country.

The Chairman of the People's Committee of Vinh Long province emphasized the overarching principle of action of the Provincial People's Committee: "no backlog, no delays, and no stagnation." He requested that departments, agencies, and localities seriously consider the questions raised, promptly develop detailed action plans, clearly assign responsibilities, and define timelines and expected results.

In performing their duties, every official must be imbued with the spirit of serving the people, working alongside businesses, and resolving issues transparently, quickly, and effectively. Administrative reform must be implemented more decisively, and cases of stagnation that hinder development must be dealt with strictly. He pledged that the Provincial People's Committee will innovate its management methods and strengthen inspection and supervision to ensure that all tasks are implemented on schedule and effectively.

"The new phase presents many opportunities but also numerous challenges. This requires the entire political system to act more decisively, creatively, and responsibly. With the unity of the people, I am confident that we will successfully achieve our goals and build our province into a rapidly developing, sustainable, civilized, and prosperous place," the Chairman of the People's Committee of Vinh Long province emphasized.
