
Professional activities at Thuy An Customs, Customs Branch Region IX.
In order to concretize the policy of the Party, the State and the Customs Department on promoting innovation, applying science and technology and digital transformation in customs activities, the Customs Branch of Region IX has issued a Plan to implement the emulation movement "The whole country competes in innovation and digital transformation" and the movement "Digital literacy" to spread the spirit of innovation, raise awareness and digital skills for all civil servants and workers, and link the emulation movement with the reform and modernization goals and assigned political tasks.
The plan sets a target that by 2025, about 80% of civil servants and workers will have mastered digital knowledge and skills and effectively used digital service platforms in their work; by 2026, this rate will reach 100%, with the entire unit proficiently using digital tools in performing public duties.
* Some outstanding results of digital transformation in business management and public services at Customs Branch Region IX:
- Applying the feature of assigning civil servants to automatically check customs records achieved a general rate of over 93%.
- The rate of online exploitation of specialized inspection results information reaches over 90%; the rate of exploitation of eC/O form D reaches over 80%; the rate of implementation of the national single window by sea reaches 100%; the rate of electronic tax and fee payment reaches 100%.
- Providing level 4 online public services reached 88%; 100% of arising records were done online.
To achieve the above goals, the Department has been implementing many practical activities associated with the unit's political tasks.
The Unit has promptly issued and implemented the Plan for Science , Technology Development and Digital Transformation in 2025, with a vision for 2026-2030. Accordingly, the Steering Committee and Working Group on Science, Technology Development, Innovation and Digital Transformation were established to strengthen the implementation of digital transformation activities of the Department.
The representative of the Customs Branch of Region IX said that, along with upgrading and converting the information technology system to meet the requirements of the new organizational structure, the Branch has researched and built an application to manage daily reports, upgraded the software developed by the unit in a timely manner to serve the management and operation of the unit; deployed the CCES document management system, currently the rate of electronic document issuance is nearly 80%.
Along with that, the Department also sent officers and civil servants to participate in building the Customs sector's import and export vehicle management system; completing WAN connection to all customs clearance points; investing in and upgrading server rooms and information technology equipment.
Specifically, since July 1, 2025, the Customs Branch of Region IX has deployed the feature of automatically assigning document inspection on the Automatic Customs Clearance System (VNACCS/VCIS). Bringing automation into the business process helps limit human intervention, ensuring publicity, transparency, and fairness for businesses.
In addition, the Department researches and upgrades internal software to serve management and operation; builds a Daily Report application and a periodic reporting subsystem on border residents' import and export in an integrated and synchronous manner.
From June 9, 2025, the Branch officially put into operation the Centralized Document Management and Operation System of the Customs sector (CCES). The system allows creating, signing, managing and exchanging documents in the network environment, saving time, costs and stationery; at the same time, it has the ability to connect with agencies and units inside and outside the sector.
In September 2025, the Customs Branch of Region IX coordinated with the Information Technology and Customs Statistics Department (Customs Department) to conduct a survey and evaluate self-built software at the unit, including software for selecting and managing screening, applications for managing vehicles that frequently cross the border, and a number of other professional support tools. The survey results showed that some applications have the potential to be expanded to the entire industry, contributing to promoting the digital transformation process.
The above efforts of the Customs Branch of Region IX not only improve management efficiency but also contribute to forming a digital Customs model.
