On the afternoon of December 1, in Hanoi, the seminar "AI for humanity - AI Ethics and Safety in the new era" took place within the framework of VinFuture 2025 Science and Technology Week, bringing together scientists, politicians and inventors to discuss responsible AI development, towards humanistic values.

Vietnam develops AI technology according to open philosophy

AI is already transforming modern life, from education and healthcare to communication and governance. Rapid advances in AI offer growth opportunities, but also pose global ethical and safety challenges. Issues of fairness, accountability and public trust are now at the heart of international dialogue to ensure AI is used for the common good.

Speaking at the seminar, Deputy Minister of Science and Technology (MOST) Bui The Duy shared: Vietnam issued its first AI Strategy in 2021. But AI is developing at an extraordinary speed, so at the end of this year, it will announce an updated AI Strategy and AI Law.

"This is not only a legal framework but also a declaration of national vision, identifying that AI must become Vietnam's intellectual infrastructure, contributing to social welfare, sustainable development and enhancing national competitiveness," Deputy Minister Bui The Duy affirmed.

Sharing more, the Deputy Minister said that Vietnam is building a National AI Supercomputing Center, an open data ecosystem and Vietnam AI infrastructure towards autonomy, while at the same time implementing comprehensive AI at a fast pace, making AI a universal "intelligent assistant" for all people to improve social productivity and expand access to knowledge, a step forward that previously only high-ranking leaders had access to.

Vietnam is determined to develop AI technology according to the open philosophy: open standards, open data, open source. “Open” is the way to receive global knowledge, master technology, develop Make in Vietnam and contribute back to humanity. “Open” is also a condition to ensure safety and transparency in AI applications.

For AI to develop, the domestic market must be large enough; without applications, there is no market, and Vietnamese AI enterprises cannot mature. Therefore, the State will promote the application of AI in industries and state agencies, and at the same time, the National Technology Innovation Fund will allocate 30-40% of its support resources, including AI vouchers for small and medium-sized enterprises, so that the Vietnamese market can truly become the cradle of strong AI enterprises.

Three major directions of action for Vietnam

The Deputy Minister of Science and Technology shared the view with the delegates that AI can only truly serve humanity when it is developed on an ethical, transparent, verifiable and responsible basis. This requires that from the technical design stage to the legal framework, everything must be oriented towards protecting people and strengthening social trust.

From the international lessons shared at the seminar, the Deputy Minister emphasized that responsible innovation can only be achieved through a multi-disciplinary approach, public participation and cooperation between academia, businesses and the state. This is also an experience that Vietnam can learn from to perfect its AI ecosystem.

In the coming time, Deputy Minister Bui The Duy shared three major action directions for Vietnam, including:

Firstly, promoting education and developing AI talent, from popularizing AI knowledge to training a team of experts. Human resources will be the decisive factor for Vietnam's AI to develop responsibly and sustainably.

Second, promote multidisciplinary collaboration, bringing together scientists, experts, engineers, doctors, teachers and policymakers to design, test and monitor AI systems. Only by connecting intelligence from many fields can we translate ethical principles into practical operational standards.

Third, strengthen international cooperation, learn from governance models from leading countries and contribute to global efforts on safe and humane AI. Vietnam will continue to actively participate in international forums and coordinate with VinFuture Foundation to bring its voice to major discussions on the future of AI.
