The 500 kV circuit 3 transmission line project contributes to preventing a recurrence of the local power outage situation in 2023.
Speaking at the online meeting of the Government Standing Committee with ministries, sectors, and 9 localities to accelerate the progress of the 500 kV circuit 3 transmission line project from Quang Trach ( Quang Binh ) to Pho Noi (Hung Yen) on the morning of January 28, Prime Minister Pham Minh Chinh said that the 500 kV circuit 3 transmission line project "should have been built many years ago" but due to objective and subjective conditions, it has not been done. In particular, this is a key national project, urgent, with a relatively large scale (nearly 1 billion USD), passing through many localities, playing an important role in national energy security, contributing to preventing a repeat of the localized power shortages in 2023, especially in the North.
"This is in the interest of the nation, of the people, of all citizens, not the responsibility of any one individual. Therefore, along with the key and core units, the entire political system, ministries, sectors, and localities where the project passes through must get involved. The people and socio-political organizations must participate, thereby mobilizing total strength to implement the project and compensate for the previous delays. The greater the pressure, the greater the effort, the higher the determination, the more decisive action, and the more thoroughly each task must be completed," the Prime Minister emphasized.

The Prime Minister emphasized the need to ensure project progress, improve project quality, guarantee labor safety and environmental hygiene, prevent unfortunate incidents, avoid negative impacts on the people, and combat corruption, negative practices, and vested interests.
According to the Prime Minister, with the current improved conditions in terms of experience, technology, and expertise, the construction time should be even shorter to meet the country's development requirements. The Government and the Standing Committee of the Government are determined to complete and put the project into operation in June 2024.
The Prime Minister assigned Deputy Prime Minister Tran Hong Ha, Minister of Industry and Trade Nguyen Hong Dien, and leaders of relevant agencies to hold monthly meetings to review and accelerate the project's progress; Deputy Prime Minister Tran Luu Quang directly supervised the handling of issues related to forest land use and the amendment of Government Decree 156 of 2018 detailing the implementation of some articles of the Forestry Law.
The Prime Minister noted that agencies, localities, and the Vietnam General Confederation of Labor need to closely monitor the situation, pay attention to, encourage, and care for the lives of workers and laborers on construction sites, especially during the Lunar New Year.

Regarding specific tasks, according to the Prime Minister, to build the power line, there are 5 basic tasks including: (1) Land clearance; (2) logistics work, building logistics roads, ensuring the line corridor; (3) digging holes, building pole foundations; (4) erecting poles; (5) pulling wires. After listening to Mr. Nguyen Tuan Tung, Chairman of the Board of Members of EVNNPT, report, the Prime Minister said that the current situation is that EVNNPT is basically doing everything and if they continue this way, it will be difficult to ensure the set progress.
The Prime Minister requested that the approach be reformed to ensure close coordination among relevant stakeholders; and that the tasks in which local entities and businesses can participate or provide partial support (such as land clearance, creating construction space, building logistics roads, excavating foundation pits, and casting foundations according to design) be clearly defined; and those requiring higher expertise where EVNNPT must play the leading role or perform 100% of the work (such as erecting poles and pulling wires).
"When it comes to sourcing the best materials, no one is better than local people. Excavating and constructing foundations isn't complicated, so local businesses can handle it. This also helps create jobs for local businesses and people, while simultaneously improving the capacity of businesses and workers. Direct contracting is possible, as long as there is no corruption or malpractice," the Prime Minister said.

The Prime Minister emphasized the need for very careful and specific planning for each task. "The land clearance is complete, but as I observed during my survey yesterday afternoon, there are areas surrounded on all sides by rice paddies being prepared by local people. How will we transport materials and equipment to the construction site then?" the Prime Minister cited as an example.
The Prime Minister also instructed EVN and EVNNPT to coordinate with local authorities to develop plans and timelines for each task in each province for implementation; to build substations, extend power lines, and supply electricity to industrial zones, service areas, and urban areas... in a manner that is appropriate and meets the needs of socio-economic development.
The Prime Minister encouraged and presented gifts to workers at construction site number 13 in Nghia Hong commune, Nghia Hung district, Nam Dinh province.
The Prime Minister stated that, based on information from the working sessions and on-site surveys, and discussions with district and commune-level leaders, there is a very high level of consensus among all levels, sectors, agencies, and local people regarding the project's construction.
Local authorities are urged to expedite the handover of land for the project; ensure security, order, and construction safety in the project area; provide fair and lawful compensation to people who have relinquished their land for the project; encourage local people to participate in related stages and tasks such as digging foundation pits, building access roads, and providing support services... and contribute ideas and suggestions, creating a competitive movement to implement the project.
Regarding construction materials, the Ministry of Construction manages prices and ensures timely supply; local authorities must also participate in securing materials. Agencies and localities should do a good job of publicizing and mobilizing people so that they continue to support and actively participate when called upon, assisting construction forces for the benefit of the nation, the development of each locality, and the benefit of each individual citizen.
