Hanoi police announce plan to abolish district-level police.

(NLĐO) - Plan 270 of the Hanoi City Police has outlined the overall tasks to be carried out revolving around three issues: "tasks - personnel - finance and assets".


On February 11th, the Party Committee of the Hanoi City Police Department held a conference to disseminate and implement Plan No. 282-KH/ĐUCA dated January 25, 2025, of the Party Committee of the Central Public Security Department on implementing the conclusions of the Central Committee and the Politburo on continuing to reorganize and streamline the local police apparatus to operate effectively and efficiently to meet the requirements of the tasks in the new situation.

Lieutenant General Nguyen Hai Trung, Director of the Hanoi City Police, chaired the conference. The conference was also connected online to 44 locations within the city's police force.

According to the Hanoi City Police, with the exemplary and leading spirit of the entire Hanoi Police force in implementing the major policies of the Party, the State, and the Central Party Committee of Public Security, from the beginning of January 2025, the Standing Committee of the Party Committee and the leadership of the City Police directed the Personnel and Organization Department and other functional departments to proactively research and draft implementation plans, ensuring that they can be deployed immediately when the Ministry of Public Security issues the plan.

In the spirit of urgency, "running and queuing at the same time," immediately after the Central Party Committee of the Public Security Ministry issued Plan No. 282-KH/ĐUCA, the Hanoi City Party Committee of the Public Security Ministry issued Plan No. 270, dated January 31, 2025, to implement it.

According to the Hanoi City Police, Plan No. 270 of the Hanoi City Police has defined specific tasks for Party committees and organizations at all levels, especially the roles and responsibilities of the heads of units and members of the Party committees of each unit; ensuring a high degree of unity within the Hanoi Police force in both will and action. Plan 270 has outlined the overall tasks to be performed revolving around three issues: "tasks - personnel - finance and assets" in three stages:

Phase 1: Review, count, and compile statistics on the work, records, personnel, finances, and assets of the district-level police.

Phase 2: Transferring personnel, finances, and assets from the district-level police to the relevant departments according to their functions and responsibilities.

Phase 3: Transfer of work, personnel, finances, and assets between the Departments and the Commune-level Police according to the new functions, tasks, organizational structure, assignments, and decentralization.

"To date, the units have basically completed the assigned tasks in Phase 1 of Plan 270," the Hanoi City Police informed.

Identifying the process of organizational restructuring associated with personnel reassignment as an important, complex, and sensitive task, the Party Committee and Board of Directors of the Hanoi City Police Department directed units to effectively carry out political and ideological propaganda and education, thereby creating high consensus and unity in awareness and action throughout the Hanoi City Police Department.

Directing the conference, Lieutenant General Nguyen Hai Trung requested that the implementation of the new model for the organization and operation of the Hanoi City Police ensure speed, efficiency, interconnectedness, and synchronization in terms of functions, tasks, assignment, decentralization, force deployment, party work, personnel placement plans, finance, assets, and records.

Ensure that the new organizational structure operates immediately, without interruption or disruption, leaving no areas unoccupied, and without overlooking any cases or individuals; prevent loss or misplacement, and maintain the integrity of finances, assets, vehicles, equipment, weapons, support tools, professional records, and documents; and avoid creating any complex issues. Simultaneously, ensure improved security and order within the city.

The Director of the Hanoi City Police also directed functional units to best implement policies and regulations for officers and soldiers affected by the situation; promptly and thoroughly address the legitimate concerns and aspirations of officers and soldiers in accordance with the policies of the Ministry of Public Security and the Hanoi City Police; and resolutely handle any abuse of this policy for negative purposes or corruption.
