Review the method for calculating priority points.
The Standing Committee of the Vietnam Fatherland Front Committee of Hanoi City has just released a report summarizing the opinions and recommendations of voters and the public at the 6th session of the 15th National Assembly.
Accordingly, Hanoi voters requested that the National Assembly find solutions to alleviate and reduce pressure on students, their families, and society regarding admission to public high schools in the area. They also requested priority in building more schools and classrooms, and purchasing better facilities for students, especially preschool and primary school students.
Voters continue to raise concerns about the implementation of the general education curriculum and textbooks, noting that in some localities and schools, multiple sets of textbooks are used for teaching, leading to waste and expense when a set of textbooks is not used repeatedly.
This leads to inconsistency in curriculum content; the same knowledge content is presented in different sets of textbooks, some in the first semester and others in the second. Voters agree with the development of a single set of state-issued textbooks.
In addition, voters suggested adding life skills as a compulsory subject in schools. Appropriate lesson plans are needed, and they should be adapted to suit different localities and regions.
The report also noted that there have recently been many complaints about the collection of fees at the beginning of the school year by schools in the capital city. The situation of excessive fees being "disguised" as voluntary contributions is always a concern for parents every time a new school year begins.
Regarding university admissions in 2023, there were also many suggestions to review the method of calculating priority points at universities, to avoid situations where candidates with high scores of 29 or 30 points still fail to get into their first choice because they don't receive priority points, which could easily lead to the overlooking of talented individuals.
Resolving definitively all stalled projects that have been pending for 10-20 years.
In the field of transportation and urban development, voters petitioned National Assembly representatives to prioritize investment in transportation projects to reduce traffic congestion and flooding. They also requested a definitive resolution to stalled projects that have dragged on for 10-20 years, detracting from urban aesthetics, causing significant economic losses, and eroding public trust in government policies.
We propose that relevant agencies take decisive measures to address slow-developing land projects. The National Assembly should expedite the amendment of the Land Law to help resolve difficulties in land management caused by inconsistent policies, which affect the interests of citizens and businesses, especially in land clearance for projects.
In addition, the management and use of apartment buildings still have many shortcomings; the renovation of old apartment buildings is slow to implement; social housing is insufficient to meet demand; and fire prevention and control still has many loopholes, especially the particularly serious fire that occurred in a mini-apartment building in Khuong Dinh ward, Thanh Xuan district, which resulted in many deaths and injuries.
Therefore, the people request that the Government issue specific regulations on the management, use, and fire safety regulations for mini-apartment buildings.
