On the morning of December 11th, with 100% of the attending delegates voting in favor, the National Assembly passed a Resolution on continuing to implement the resolutions of the 14th and 15th National Assemblies on specialized supervision and questioning.
The adopted resolution requires the Government , the Supreme People's Court, the Supreme People's Procuracy, and the State Audit Office to continue to effectively implement the tasks, targets, and deadlines set forth in the resolutions of the 14th and 15th National Assemblies on specialized supervision and questioning.
In the banking sector, the Resolution calls for focusing on removing difficulties and obstacles, and accelerating the implementation of credit programs for social housing projects, worker housing projects, and projects to renovate and rebuild old apartment buildings; and credit programs for young people under 35 years old to buy social housing.
The resolution also calls for urgent research and the development of appropriate solutions and a suitable roadmap for establishing a gold exchange.

In the financial sector, the Resolution calls for research, amendment, and supplementation of mechanisms, policies, and regulations to meet the requirements of securities market development; diversification of products, and increased supply of goods in the securities market to facilitate and enhance the mobilization of financial resources for the economy .
Issue regulations on the private placement and trading of corporate bonds in the domestic market and the international offering of corporate bonds; develop regulations guiding the organization of a specialized securities market for innovative startups.
Conduct a comprehensive assessment of the current state of headquarters and public assets of agencies, organizations, and units after the administrative unit reorganization.
In 2026, solutions will be implemented to address difficulties and obstacles, continue to reorganize and restructure state-owned enterprises, and improve their operational efficiency, ensuring they are streamlined, effective, and free from the loss and waste of state capital.
In the field of industry and trade, the Resolution requires striving to complete electricity supply to all households by 2027; and putting into operation a competitive retail electricity market. It also calls for accelerating the revision and improvement of regulations on tobacco production and trading; and on administrative penalties for violations in commercial activities, production, and trading of counterfeit and prohibited goods.
In the fields of agriculture and environment, emphasis is placed on the treatment of solid household waste, wastewater, and pollution remediation, as well as managing air quality in major cities.
In the field of education and training, the Resolution directs localities to recruit all teachers allocated by competent authorities, thoroughly resolving the issue of teacher surplus and shortage. It also mandates the development and approval of a plan for the development of teachers and management staff in preschool and general education institutions for the period 2026-2035.
Amend and supplement regulations on job position frameworks, minimum staffing levels, and implementation roadmaps in educational institutions, in accordance with the practical situation and specific characteristics of each region and locality.
Review and revise policies supporting vocational training at the elementary level and training lasting less than 3 months, expanding the scope of eligible beneficiaries and integrating policies for consistent implementation.
In the construction sector, by the second quarter of 2026 at the latest, a complete system of core construction standards will be issued. Research and policies will be developed to encourage and promote the application of green building materials and recycled materials to optimize resources and minimize environmental impact.
