Voters and people send many thoughts to the 6th session of the 15th National Assembly

On the morning of October 23, at the opening session of the 6th Session of the 15th National Assembly , Do Van Chien, Secretary of the Central Committee of the Communist Party of Vietnam and Chairman of the Central Committee of the Vietnam Fatherland Front, presented a report on the opinions and recommendations of voters submitted to the Session.

The people have absolute confidence in the leadership of the Party and the State.

Based on the opinions and recommendations of voters and the people submitted to the Sixth Session of the 15th National Assembly, Chairman of the Central Committee of the Vietnam Fatherland Front, Do Van Chien, stated that voters and the people are pleased and excited about the very important results and significance of the Eighth Central Committee Meeting of the 13th Party Congress. They also highly appreciate the Party Central Committee, the Politburo , and the Secretariat for their timely and comprehensive guidance on socio-economic issues, national defense and security, foreign affairs, Party building, and the political system, achieving important and comprehensive results in all fields. The economy has recovered and developed, social security has been ensured, people's lives are stable and gradually improving, and the prestige and position of our country in the international arena have been enhanced. The people have absolute confidence in the leadership of the Party and the State.

Voters and the public highly appreciate the increasingly innovative activities of the National Assembly and elected bodies, which promote democracy and improve quality. Sessions of the National Assembly and meetings of the Standing Committee of the National Assembly receive great attention from voters and the public.

Voters and the public were delighted to have the opportunity to widely contribute their opinions to the draft amended Land Law; they highly appreciated the National Assembly's oversight of the implementation of three national target programs, its oversight of the reform of the general education curriculum and textbooks; its consideration and feedback on the fulfillment of promises made by ministers and members of the Government ; and its successful organization of the 9th Global Young Parliamentarians Conference, spreading the image of Vietnam and its people to international friends.

Voters and the public acknowledge and highly appreciate the Government and the Prime Minister for their decisive leadership and effective implementation of resolutions and conclusions of the Central Party Committee and the National Assembly. They have focused on building and perfecting institutions and laws; removing difficulties and obstacles; supporting people and businesses in developing production and business; establishing inspection teams to address difficulties in localities; and promoting the recovery of production and business activities of all economic sectors. They have also focused on directing administrative reform, digital transformation, promoting the disbursement of public investment capital, and accelerating the progress of key national projects; and promptly directing efforts to mitigate damage caused by natural disasters, storms, floods, and fires.

Extend the implementation period of policies supporting production and business.

Regarding economic recovery and development, voters and the people highly appreciate that, despite facing more difficulties than advantages, with the wise leadership and guidance of the Party and State, the efforts of all levels and sectors, the business community, and the support of all strata of the people, our country's economy continues to grow, social security is ensured; the value of the Vietnamese currency is maintained; disbursement of public investment capital, although not yet meeting the plan, increased by 5% (equivalent to 110 trillion VND), more than 650 km of expressways have been completed; and sufficient financial resources (more than 500,000 billion VND) have been accumulated to implement salary reform according to the policy of the Central Committee of the Party.

However, voters and the public remain concerned about the precarious state of business operations, the shrinking market for products, difficulties in state budget revenue collection, and the fact that the implementation of the three national target programs and the socio-economic recovery and development program has not met practical requirements.

Voters and the public hope that the Party and the State will continue to extend the implementation of policies supporting production and business activities of enterprises and people; accelerate the disbursement of public investment capital, promote economic growth, and create jobs for workers; and have more effective solutions to support small and medium-sized enterprises in recovering and developing their production and business activities.

The shortage of medicines and medical supplies needs to be completely resolved.

In the field of education, training, and vocational training, voters and the public acknowledge and highly appreciate the efforts of teachers nationwide in overcoming all difficulties and challenges, and are determined to successfully implement the policy of fundamental and comprehensive reform of the education and training system; and the reform of the general education curriculum and textbooks.

However, voters and the public remain concerned about the shortage of teachers, schools, and classrooms; the excessive fees charged by some educational institutions, causing resentment among parents and students; and the many shortcomings in vocational training and job creation programs. Vocational training only covers professions for which teachers are available, failing to teach professions that society needs, and vocational training is not yet linked to job creation.

According to the report presented by Do Van Chien, Chairman of the Central Committee of the Vietnam Fatherland Front, voters and the people highly appreciate the Party, the State, and the health sector for implementing many solutions to overcome difficulties and basically resolving the shortage of medicines and consumables for medical examination and treatment for the people; they acknowledge the high efforts of doctors, cadres, and staff of the health sector in medical examination and treatment and health care for the people, especially in difficult areas; and the timely rescue of victims in natural disasters and fires.

However, many people expressed concerns about dengue fever and conjunctivitis; the aftermath of the COVID-19 pandemic; and hoped that the Party, the State, and the health sector would continue to overcome current difficulties and shortcomings, especially thoroughly addressing the shortage of medicines and medical supplies to meet the people's healthcare needs.

There are no forbidden areas in the fight against corruption and malpractice.

Expressing strong support for the Party and State's fight against corruption and negative practices, voters and the people trust in the results of investigations and trials of corruption and negative practices, believing that there are truly no forbidden zones, no exceptions, ensuring strictness but also humanity. The results of the fight against corruption and negative practices have made a significant contribution to consolidating and strengthening the people's trust in the Party and State, headed by General Secretary Nguyen Phu Trong.

However, voters and the public remain concerned and worried about increasingly sophisticated acts of corruption and misconduct, even among some individuals tasked with preventing and combating corruption; they are frustrated with petty corruption and harassment of businesses and citizens.

Regarding security, order, and social safety, voters and the people are pleased and proud that the security, order, and social safety of our country are ensured, creating favorable conditions for economic sectors and people to feel secure in their work and in all aspects of social life.

However, voters and the public are particularly concerned about and strongly condemn the terrorist-related crimes that occurred in Cu Kuin district, Dak Lak province; they welcome the decisive and effective direction of the authorities in quickly stabilizing the situation; and they hope that the State will strictly punish the ringleaders and show leniency towards those who were naive and gullible.

Voters and the public are shocked, saddened, and share the immense loss of the families of the victims of the mini-apartment fire on Khuong Ha Street, Thanh Xuan District, Hanoi; they are concerned and worried about the complex developments in child abduction and abuse, and the occurrence of some particularly serious murder cases that cause public alarm; and the complex developments in fraud, usury, debt collection using gangster tactics, and online gambling.

Consider addressing the issue of "suspended planning" in many projects.

Regarding internal affairs, officials, civil servants, and those receiving salaries from the state budget are pleased and enthusiastic about the Party and State's policy on salary reform. Voters and the public agree with and support the policy of merging administrative units, but there are still many concerns because some localities have not truly paid attention to the arrangement and implementation of policies for officials who no longer have positions; some facilities are not being used and are being wasted; and in some cases, the arrangement is still heavily based on rational and mechanical methods, without paying adequate attention to cultural and social factors.

In the field of environmental protection and disaster prevention, voters and the public in many areas are still concerned about environmental pollution, the failure of some waste and wastewater treatment facilities to meet quality standards, and the risk of insecurity in some areas, especially in coastal, riverside, and mountainous regions. People are worried about landslides, natural disasters, and sudden storms and floods causing significant damage to lives and property. Voters and the public are also concerned about food safety issues, excessive use of pesticides, and the use of banned substances in livestock farming.

With the "suspended planning" situation in many unfinished investment projects affecting the normal lives of people, voters and citizens have expressed their frustration. Some people who invested in buying houses and land many years ago are now facing problems with the projects, such as projects being halted, not being handed over, or being handed over but not yet having received land use right certificates, leading to numerous complaints from the people.

Regarding agriculture, farmers, and rural areas, voters and the public are pleased and excited about the results of agricultural and forestry production. Some products have yielded good harvests and fetched good prices, truly a "lifeline" for many households during difficult times. However, rural residents and farmers are still concerned about the high prices of input materials, fertilizers, gasoline, and animal feed; some products are not yet sold; and many families worry that their children of working age are unemployed, leading to difficult living conditions.

We will resolutely deal with cases of irresponsibility in the performance of official duties.

Based on the issues in various fields, voters and the public petition the Party and the State to direct ministries, departments, and localities to conduct a comprehensive review and assessment of risks related to natural disasters, landslides, fires, dam safety, traffic safety, and safety when organizing events with large crowds... in order to develop appropriate solutions, proactively prevent and promptly handle incidents when they occur, ensuring the safety of the people; at the same time, resolutely handle cases of irresponsibility in management and public service, publicly disclosing the identities and addresses for the people to monitor.

In addition, voters and the public request that the Party and the State continue to implement more effective and efficient solutions to support businesses and people in economic recovery and development, boost public investment, promote economic growth, and contribute to job creation and stable livelihoods.

Voters and citizens have petitioned the National Assembly and the Government to adhere closely to the Resolution of the Central Committee of the Communist Party, thoroughly discuss the contents on which there are differing opinions in the draft amended Land Law, and study and incorporate the valid suggestions of voters and citizens, especially those directly related to the legitimate rights and interests of people when the state reclaims land.

Ministries, sectors, and state agencies assigned by the Prime Minister to address opinions and recommendations from voters and the public submitted to National Assembly sessions from the beginning of the term to the present shall send the results of their resolution to the Vietnam Fatherland Front Committee for feedback to voters and the public, thereby enabling oversight.
