Voters and people send many thoughts to the 6th session of the 15th National Assembly

On the morning of October 23, at the opening session of the 6th Session of the 15th National Assembly , Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien presented a report on voters' opinions and recommendations sent to the Session.

People have absolute confidence in the leadership of the Party and State.

Through synthesizing the opinions and recommendations of voters and people sent to the 6th Session of the 15th National Assembly, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien said that voters and people are happy and excited about the results and very important significance of the 8th Central Conference of the 13th Term. At the same time, he highly appreciated the Party Central Committee, the Politburo , and the Secretariat for promptly directing all issues of socio-economics, national defense and security, foreign affairs, Party building and the political system, achieving important and comprehensive results in all fields, the economy was restored and developed, social security was ensured, people's lives were stable and gradually improved, our country's prestige and position in the international arena were raised; People absolutely trust in the leadership of the Party and State.

Voters and people highly appreciate the activities of the National Assembly and elected bodies that are increasingly innovative, promoting democracy and improving quality. The sessions of the National Assembly and the meetings of the National Assembly Standing Committee receive great attention from voters and people.

Voters and people were excited to be able to widely contribute opinions to the draft Land Law (amended); highly appreciated the National Assembly for supervising the implementation of 3 National Target Programs, supervising the innovation of general education programs and textbooks; considering and giving opinions on the results of implementing the promises of ministers and members of the Government ; successfully organizing the 9th Global Young Parliamentarians Conference, spreading the image of the country and people of Vietnam to international friends.

Voters and people acknowledged and highly appreciated the Government and the Prime Minister for their resolute direction and effective implementation of the resolutions and conclusions of the Party Central Committee and the National Assembly, focusing on the work of building and perfecting institutions and laws; removing difficulties and obstacles, supporting people and businesses to develop production and business; establishing inspection teams to remove difficulties for localities, promoting the recovery of production and business of economic sectors. Focusing on directing administrative reform, digital transformation, promoting disbursement of public investment capital and speeding up the implementation of key national projects and works; promptly directing the overcoming of damage caused by natural disasters, storms, floods, fires and explosions.

Extend the implementation time of policies to support production and business

Regarding economic recovery and development, voters and people highly appreciate that in the context of more difficulties than advantages, with the wise leadership and direction of the Party and State, the efforts of all levels, sectors, the business community and the support of all classes of people, our country's economy continues to grow, social security is guaranteed; the value of the Vietnamese currency is maintained; public investment disbursement, although not reaching the plan, increased by 5% (equivalent to 110 trillion VND), more than 650 km of highways have been completed; sufficient finance (more than 500 trillion VND) has been accumulated to implement salary reform according to the policy of the Party Central Committee.

However, voters and people are still concerned and worried about the unstable production and business situation of enterprises, the narrowing market for product consumption; difficulties in collecting the state budget; and the implementation of the three national target programs and the socio-economic recovery and development program has not met practical requirements.

Voters and people hope that the Party and State will continue to extend the implementation of policies to support production and business of enterprises and people; promote disbursement of public investment capital, promote economic growth, create jobs for workers; and have more effective solutions to support small and medium-sized enterprises to recover and develop production and business.

It is necessary to thoroughly overcome the shortage of drugs and medical supplies.

In the field of education, training and vocational training, voters and people acknowledge and highly appreciate the efforts of the teaching staff nationwide in overcoming all difficulties and challenges, determined to successfully implement the policy of fundamental and comprehensive innovation in education and training; and innovation of general education textbooks.

However, voters and people are still concerned and worried about the shortage of teachers, schools and classrooms; some educational institutions charge excessive fees, causing frustration for parents and students; vocational training and job creation programs for workers still have many shortcomings; only teaching occupations that have teachers, not teaching occupations that society needs, vocational training is not linked to job creation.

According to the Report presented by the Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien, voters and people highly appreciated the Party, the State, and the health sector for having many solutions to remove difficulties, basically overcoming the shortage of medicine and consumables for medical examination and treatment for the people; acknowledged the great efforts of doctors, cadres and employees of the health sector in medical examination and treatment, health care for the people, especially in difficult areas; promptly rescued victims of natural disasters and fires.

However, many people expressed concern about dengue fever and pink eye; the consequences of the COVID-19 pandemic; and at the same time hoped that the Party, the State and the health sector would continue to overcome current difficulties and shortcomings, especially thoroughly overcoming the shortage of drugs and medical supplies, meeting the people's needs for medical examination and treatment.

There are no forbidden zones in preventing and fighting corruption and negativity.

Expressing strong support for the Party and State's fight against corruption and negative practices, voters and people believe in the results of investigations and trials of corruption and negative practices, with no forbidden zones or exceptions, ensuring strictness but also humanity. The results of the fight against corruption and negative practices have significantly contributed to consolidating and strengthening people's trust in the Party and State, headed by General Secretary Nguyen Phu Trong.

However, voters and people are still concerned and worried about corruption and negative behavior that is becoming more and more sophisticated, even occurring among some people who are tasked with preventing and fighting corruption and negative behavior; they are frustrated with the situation of "petty corruption" and "harassment" of businesses and people.

Regarding the field of security, order and social safety, voters and people are happy and proud that the security, order and social safety of our country are guaranteed, creating favorable conditions for economic sectors and people to feel secure in doing business and in all activities of social life.

However, voters and people are particularly concerned and strongly condemn the terrorist crimes that occurred in Cu Kuin district, Dak Lak province; welcome the authorities for their decisive and effective direction, and soon stabilize the situation; at the same time, hope that the State will strictly handle the ringleaders and have a lenient policy towards those who are ignorant and gullible.

Voters and people are shocked, saddened, and share the great loss of the families of the victims of the mini apartment fire in Khuong Ha Street, Thanh Xuan District, Hanoi; are concerned and worried about the complicated developments of kidnapping and child abuse, and the occurrence of a number of particularly serious murder cases causing panic among the people; and the complicated developments of crimes of fraud, loan sharking, debt collection in the style of gangsters, and organized betting on the internet.

Consider resolving the "planning suspension" situation in many projects

In the field of internal affairs, cadres, civil servants, public employees, and people receiving salaries from the budget are happy and excited about the Party and State's policy on implementing salary reform. Voters and people agree and support the policy of merging administrative units, but there are still many concerns because some localities have not really paid attention to the arrangement and implementation of policies for cadres who no longer have jobs; some unused facilities are still wasteful; in some cases, there is still a heavy emphasis on rational and mechanical arrangements, without paying due attention to cultural and social factors.

In the field of environmental protection, natural disaster prevention and control, voters and people in many places are still upset with the environmental pollution, some waste and wastewater treatment areas do not ensure quality, and some places are at risk of being unsafe, especially in coastal areas, along rivers, and along high mountains. People are worried about landslides, natural disasters, sudden storms and floods causing great damage to people's lives and property. Voters and people are upset with the situation of food insecurity, excessive use of pesticides, use of banned substances in livestock farming...

With the situation of "suspended planning" in many unfinished investment projects, affecting the normal life of the people, voters and people expressed their indignation. Some people have invested in buying houses and land for many years, but now the project has violated, has been stopped, has not been assigned houses and land or has been assigned but has not been granted a certificate of land use rights, causing many complaints from the people.

In the agricultural sector, farmers, rural areas, voters and people are happy and excited about the results of agricultural and forestry production, some products have good harvests and prices, which is really a "savior" for many households in difficult times. However, rural residents and farmers are still worried and anxious about the high prices of input materials, fertilizers, gasoline, animal feed, some products have not been sold; many families are worried that their children will reach working age and will not have jobs, making life difficult.

Resolutely handle cases of irresponsibility in performing official duties.

From the above issues in various fields, voters and people recommend that the Party and the State direct ministries, branches and localities to inspect and comprehensively assess the risks of natural disasters, landslides, fires and explosions, dam safety, traffic safety, safety when organizing events with large crowds... to have appropriate solutions, proactively prevent and promptly handle incidents when they occur, ensuring safety for people; at the same time, resolutely handle cases of lack of responsibility in management and performance of public duties, and publicize identities and addresses for people to monitor.

In addition, voters and people requested the Party and State to continue to have more effective and efficient solutions to support businesses and people in economic recovery and development, promote public investment, promote economic growth, contribute to job creation and stabilize life.

Voters and people recommend that the National Assembly and the Government closely follow the Resolution of the Party Central Committee, thoroughly discuss the contents with different opinions in the draft Land Law (amended), study and absorb the valid comments of voters and people, especially the contents directly related to the rights and legitimate interests of people when the State reclaims land.

Ministries, branches and state agencies assigned by the Prime Minister to handle opinions and recommendations of voters and people sent to National Assembly sessions since the beginning of the term have sent the results of the handling to the Vietnam Fatherland Front Committee to respond to voters and people, thereby conducting supervision./.
