Deploy electronic invoices generated from cash registers
Implementing the Ministry of Finance's administrative reform policy, 7 tax administrative reform tasks according to the General Department of Taxation's regulations in 2023, and the administrative reform program of Nghe An province, Nghe An Tax Department regularly directs, disseminates and urges departments and Tax branches to well implement the contents of administrative reform, considering this an important and continuous task.
Nghe An Tax Department has built and fully and promptly implemented plans and documents on administrative reform; promoted the implementation of electronic invoices; deployed electronic invoices generated from cash registers for businesses, households, and individuals who pay taxes according to the declaration method. Through many drastic implementations in localities with the participation of organizations and unions, in 2023, 131% of the plan was achieved.

The Tax Department also deployed the application of Managing electronic alcohol stamps and electronic cigarette stamps to serve the management work in printing, issuing to organizations and individuals for use, transmitting electronic stamp data from organizations and individuals using electronic stamps to the electronic stamp management system. At the same time, synchronizing processes and management software to serve tax management, meeting the requirements of reform, modernization of tax work and the digital transformation process of the Tax sector in particular, the Finance sector in general according to the Government 's requirements.
The application of managing electronic alcohol stamps and electronic cigarette stamps to serve the management work in printing, issuing to organizations and individuals for use, transmitting electronic stamp data from organizations and individuals using electronic stamps to the electronic stamp management system is a new initiative of the General Department of Taxation deployed in 63 provinces and cities. In phase 1, tax authorities of provinces enter the stamp list, enter contracts for electronic alcohol and cigarette stamps produced for domestic consumption; enter electronic alcohol and cigarette stamps produced for domestic consumption from printing companies to the warehouse of the General Department of Taxation.

This management software meets the requirements of receiving and processing registration/change of information on the use of electronic stamps (form 01/TEM). Application for purchasing electronic stamps for alcohol, electronic stamps for cigarettes produced for domestic consumption (form 03/TEM), Summary table of electronic stamp data sent to tax authorities (form 07/TEM). All information on electronic stamp management will be compiled in the general data system of the General Department of Taxation to serve the general management as well as the direction and operation from the General Department to the locality, thereby managing this field.
Deploying risk monitoring tool of Nghe An Tax Department
In 2023, Nghe An Tax Department was highly appreciated for building and completing the Risk Monitoring Tool (TDRR) at the Tax Department and Tax Branches. This is a breakthrough application of Nghe An Provincial Tax Department, one of 19 tools selected by the General Department of Taxation from more than 80 tools and information technology applications of Tax Departments across the country to introduce and apply nationwide. The application was built and deployed based on practical management requirements with a scale to meet the needs of many users, with no limit on the number of visitors for the purpose. The application updates and manages information to serve the purpose of assessing the risk level of taxpayers;
Update the survey results and assess the initial risk level for taxpayers in the registration and use of electronic invoices; Update and monitor information on handling risky invoices sent by other tax authorities. At the same time, clearly define the responsibilities of each department and each tax official in handling businesses with invoice risks; Assign monitoring of the results of urging tax declaration and payment for out-of-province construction contractors (projects not using state budget capital).
Nghe An Tax Department also continues to deploy the eTax Mobile application for mobile devices (eTax Mobile) to implement Decision No. 1874 of the Ministry of Finance on the action plan of the Ministry of Finance. Promote the implementation of data connection, electronic file circulation between Tax Departments and Land Registration Offices, creating maximum convenience for people when performing administrative procedures related to land, minimizing the time to handle administrative procedures.

Regarding import and export taxes, the Customs authority has developed and effectively implemented the Plans on administrative reform and customs modernization in 2023 and the Digital Transformation Plan until 2025, with a vision to 2030. Well operating industry programs, ensuring that 100% of customs procedures for import and export of goods are carried out through the VNACSS/VCIS system (automatic customs clearance system and national single window mechanism) and through online public services.
Nghe An Customs has expanded the implementation of tax and customs fee payments through the 24/7 Electronic Tax Payment and Customs Clearance System. Promote the implementation of the Regulation on coordination with the Post Office in receiving and returning administrative procedure results. Well implement the work of developing customs-business partnerships. Implement the reception and return of administrative procedure settlement results according to the one-stop mechanism, ensuring that 100% of records are settled on time as prescribed, completing 100% of tasks according to the administrative reform plan for 2023.
In 2023, Nghe An's budget revenue will reach VND 21,259 billion/VND 15,836 billion plan, reaching 134.24% of the plan. Of which: Domestic revenue: VND 19,981 billion/VND 14,586 billion, reaching 136.99% of the plan; Import-export tax revenue: VND 1,278 billion/VND 1,250 billion, reaching 102.24% of the plan.
