Thuan Nam District currently has 21,072 ethnic minority people, accounting for approximately 29% of the population, mainly Cham, Raglai, Hoa, and Muong ethnic groups, living primarily in three communes: Phuoc Nam, Phuoc Ninh, and Phuoc Ha. From 2019 to 2024, through state programs and projects, the district received and invested approximately 360 billion VND to build 33 infrastructure projects, provide vocational training for 2,025 workers, offer job placement advice to over 11,000 workers, and support 4,582 ethnic minority households with loans for economic development, production expansion, job creation, housing construction, and other supporting facilities.

Simultaneously, policies have been implemented to care for the people's education and health, and to preserve, maintain, and promote the cultural values of ethnic minority communities. As a result, the material and spiritual lives of the majority of people in ethnic minority areas have improved, and the appearance of new rural areas is becoming increasingly modern. To date, 2 out of 3 communes in the district are ethnic minority communes that have met the standards for new rural areas. By the end of 2023, the number of poor households belonging to ethnic minorities in the district was 521.

Delivering a keynote address at the Congress, Comrade Nguyen Long Bien, Vice Chairman of the Provincial People's Committee, highly appreciated the determined leadership and guidance of the Party committees, government, and mass organizations of the locality, especially the unity, response, and development of internal resources by the ethnic minority people in Thuan Nam district.

In the coming period, the Vice Chairman of the Provincial People's Committee requested that the Party Committee, government, and departments, agencies, and mass organizations of the district focus on effectively disseminating the Party's guidelines and policies, and the State's laws on ethnic affairs and national unity; raising awareness and responsibility of all levels, sectors, and the entire society regarding the role and position of ethnic affairs, and the importance of ethnic minority areas for the comprehensive development of the district in particular and Ninh Thuan province in general; closely adhering to the guidelines and resolutions of the Central Government and the province to concretize them into action programs that are relevant to the practical conditions of each ethnic minority area in the district. At the same time, proactively and effectively utilize resources and policy support under the National Target Program for socio-economic development of ethnic minority areas in the 2021-2030 period for the comprehensive development of ethnic minority areas in the district. Investing in improving transportation, irrigation, electricity, and telecommunications infrastructure, as well as projects to enhance public education; strengthening vocational training linked to job placement, labor export, and creating new jobs for ethnic minority communities; and focusing on preserving, maintaining, and promoting fine traditional cultural identities.
