The Congress was conducted under the motto: "Solidarity - Democracy - Discipline - Creativity - Development", with the main theme: "Strengthening the building and rectification of the Party and the political system in the Party to be truly clean and strong; improving the leadership capacity and fighting strength of the Party organization and the quality of cadres and Party members; promoting innovation, stability and sustainable development of the Agriculture and Environment sector associated with building a prosperous and civilized new countryside".
Outstanding results of the 2020-2025 term
The political report presented to the Congress stated: during the past term, despite the domestic and international context having many fluctuations, natural disasters and epidemics greatly affecting agricultural production, the Party Committee of the Department has led the entire sector to successfully complete most of the set targets. The agricultural and environmental sectors of the two provinces (before the merger) have made comprehensive development in both scale and quality.
In Quang Ngai , the estimated value of agricultural, forestry and fishery production in 2025 is 20,282 billion VND, with an average growth rate of 3.47% per year in the 2021-2025 period. Food output reached 516,094 tons, exceeding the set plan. Forest cover remained stable at 52%. The proportion of rural people using clean water increased from 53.38% (2020) to 70% (2025). The OCOP program achieved many positive results with 282 products, including 2 potential 5-star products, 16 4-star products and 264 3-star products.
In Kon Tum, the total livestock herd reached 339,230, the coffee area was stable at 25,000 hectares, and the output reached 60,705 tons. The medicinal plant area was expanded, especially Ngoc Linh ginseng, which was invested by businesses. The new rural construction program achieved impressive results: by the end of 2024, the whole province had 51 communes meeting new rural standards, and it is expected that by the end of 2025, there will be 60 communes meeting standards, 20 advanced communes, and 06 model communes. The total number of valid OCOP products is 280 products.
Along with that, the work of resource management, environmental protection, natural disaster prevention, and climate change response has been focused. The industry has advised on many important policies on land use planning, exploitation and protection of water resources, marine environment, forests and minerals, etc., contributing to improving the effectiveness of state management and sustainable development.
Party building work has achieved many positive changes.
During the term, the Department Party Committee has promoted its role as a comprehensive leadership nucleus. Up to now, the Party Committee has 21 affiliated Party cells with 616 Party members, of which women account for 38.47%, ethnic minority Party members 1.3%. The Party Committee focuses on innovating political and ideological work; effectively implementing the Resolution of the 4th Central Committee, Session XII and XIII, and Directive No. 05-CT/TW on studying and following Ho Chi Minh's thought, morality and lifestyle. Inspection and supervision work has been carried out regularly and with focus. During the term, 38 Party cells and Party members have been inspected and supervised.
Organizations such as the Trade Union, Youth Union, and Veterans Association continue to play an active role in taking care of material and spiritual life and launching many exciting emulation movements.
Promoting the spirit of innovation and high consensus on the Resolution for the 2025-2030 term
The Congress highly agreed on the general goal: "Continue to improve the leadership capacity and fighting strength of the Party Committee and Party cells; build comprehensively strong agencies and units; promote administrative reform and digital transformation; improve the effectiveness of industry management, meeting development requirements in the new situation".
Some key targets by 2030:
The industry growth rate reached an average of 5.94%/year;
Over 65% of communes meet new rural standards, over 12.5% of communes meet model standards;
Maintain forest cover rate of 60%;
Over 70% of the rural population uses clean water that meets standards;
100% of cadres and party members fully study the Party's resolutions and directives;
Admit at least 80 new party members, 90% of party members in the planning are trained in political theory from intermediate level or higher.
At the Congress, the representative of the Standing Committee of the Provincial People's Committee Party Committee announced the Decision of the Standing Committee of the Provincial People's Committee Party Committee on appointing the Party Executive Committee, Standing Committee, Secretary, Deputy Secretary, Inspection Committee, Chairman of the Inspection Committee of the Party Committee of the Department of Agriculture and Environment for the first term, 2025 - 2030. Accordingly, the Department's Party Executive Committee consists of 23 members; Comrade Ho Trong Phuong, Director of the Department of Agriculture and Environment, was appointed to hold the position of Secretary of the Department's Party Committee.
