The solemn session of the 13th National Congress of the Vietnam Trade Union brought together 1,100 official delegates, representing the will, aspirations, and wisdom of more than 11 million trade union members nationwide.

In his opening remarks at the Congress, Tran Thanh Hai, Standing Vice President of the Vietnam General Confederation of Labor, stated that the 13th Vietnam Trade Union Congress is a major political event, a grand celebration for the working class and the Vietnam Trade Union organization, discussing and deciding on important issues of the workers' movement and trade union activities.
Mr. Tran Thanh Hai stated that over the past five years, the Party and the State have continued to pay close attention, issuing many policies, laws, and regulations, especially Resolution No. 02 dated June 12, 2021, of the Politburo on "Renewing the organization and operation of the Vietnam Trade Union in the new situation," creating favorable conditions for the organization and operation of the Trade Union.

Along with the major socio-economic changes in the country, the contingent of cadres, civil servants, public employees, and workers continues to grow in quantity, their quality is improved, and they actively participate in labor and production emulation, overcoming all difficulties and challenges, especially during the Covid-19 pandemic. They have demonstrated the fine qualities of the Vietnamese working class and made many direct and significant contributions to the development of the country.
Fulfilling the tasks set forth by the 12th Congress of the Vietnam Trade Union, with a spirit of responsibility, dynamism, and creativity, trade unions at all levels continue to innovate in content and methods of operation to flexibly adapt to the changing practical situation; developing new models and effective approaches with widespread impact, recognized by union members, workers, Party committees, government, and employers, further affirming the important role of the Vietnam Trade Union in representing, caring for, and protecting the legitimate rights and interests of union members and workers, making worthy contributions to the development and renewal of the country; truly being a reliable support for workers, and a solid political and social foundation of our Party and State.
The Standing Vice President of the Vietnam General Confederation of Labor emphasized: The 13th Congress of the Vietnam Trade Union has the task of objectively and comprehensively evaluating the achievements, identifying limitations and shortcomings, and drawing lessons from the 2018-2023 term; building on the achievements of the previous term, and continuing to determine the goals, directions, tasks, and solutions of the Trade Union organization for the next five years.
The Congress will also review the leadership of the Executive Committee of the Vietnam General Confederation of Labor, 12th term; amend and supplement the Charter of the Vietnam Trade Union; and elect a new Executive Committee of the Vietnam General Confederation of Labor comprising members who are truly outstanding in terms of political qualities, ethics, work capacity, possess courage, intelligence, are always innovative, creative, dedicated, and responsible, representing the will and aspirations of union members and workers, meeting the requirements of leadership and implementation of the Resolution of the 13th Congress of the Vietnam Trade Union, and contributing to the successful implementation of the Resolution of the 13th Congress of the Party.

According to the Standing Vice President of the Vietnam General Confederation of Labor, over the past nearly two years, a widespread movement has taken place among union members and workers to celebrate the Congresses of Trade Unions at all levels and the 13th National Congress of the Vietnam Trade Union. The program "1 Million Initiatives, Efforts to Overcome Difficulties, Creativity and Determination to Defeat the Covid-19 Pandemic" has seen nearly 830,000 workers and employees participate, contributing over 2 million initiatives and generating over 33 trillion VND in benefits.
And, "during these days, millions of union members nationwide are looking towards the Congress, studying the reports presented to the Congress, placing their full trust, setting high expectations, and awaiting the Congress's decisions to strongly develop the Vietnam Trade Union in the new situation," said Mr. Tran Thanh Hai.
The 13th Congress of the Vietnam Trade Union is a significant political event for the working class and laborers, marking the beginning of a new phase of development for the Vietnam Trade Union organization.
The congresses of trade unions at all levels and the 13th National Congress of the Vietnam Trade Union were the first to be held in a single year. Trade unions at all levels made many creative efforts in carrying out their tasks, overcoming many difficulties. 110,081 grassroots trade unions held congresses, and 7,486 grassroots trade unions held conferences, ensuring progress and creating a foundation for higher-level trade unions to hold their congresses.
The congresses of trade unions at all levels and the 13th National Congress of the Vietnam Trade Union are the first congresses to concretize the Strategy for the Development of the Vietnam Trade Union until 2030, with a vision to 2045, according to Resolution No. 02 dated June 12, 2021, of the Politburo on "Renewing the organization and operation of the Vietnam Trade Union in the new situation". The spirit of proactiveness, creativity, and responsibility towards the country, union members, and workers was unanimously agreed upon in the congresses of provincial and city-level trade unions, industry trade unions, and in the contents presented to the 13th National Congress of the Vietnam Trade Union, aiming to create a new position and strength for the Vietnam Trade Union.
With the spirit of "Innovation - Democracy - Unity - Development," the 13th Congress of the Vietnam Trade Union is a congress that strongly shifts the focus of trade union activities, making breakthroughs in membership development, establishing grassroots trade unions, and continuing to cultivate the cultural values of the trade union organization towards the 100th anniversary of the Vietnam Trade Union. The decisions of the Congress reflect the will and aspirations of the entire workforce, including trade union members, workers, and employees nationwide, and of all levels of trade unions, contributing to the realization of the aspiration for a prosperous and happy nation, the Standing Vice President of the Vietnam General Confederation of Labor stated.
Next, the Congress heard a summary report presented by Nguyen Dinh Khang, Member of the Central Committee of the Communist Party of Vietnam and President of the Vietnam General Confederation of Labor, on the report of the Executive Committee of the 12th Congress of the Vietnam General Confederation of Labor to the 13th Congress of the Vietnam Trade Union.
The 13th Congress of the Vietnam Trade Union – a significant political event for the working class, laborers, and the Trade Union organization – took place at a time when union members and workers nationwide were striving to compete in labor and production, joining the entire Party, people, and army in successfully implementing the Resolution of the 13th National Congress of the Party.

Affirming this, the President of the Vietnam General Confederation of Labor stated that, looking back at the past term, we are excited and proud of the results achieved, firmly believing in the bright future of the country, and we are more fully aware of our responsibilities in the face of the opportunities, challenges, and demands placed on the trade union organization and the working class in the new development stage.
The above spirit has been thoroughly grasped and specified in the draft title of the Report of the Executive Committee of the Vietnam General Confederation of Labor, term XII, submitted to the 13th Congress of the Vietnam Trade Union, which is: Innovating organization and operation, building a strong and comprehensive Vietnam Trade Union; focusing on performing well the role of representing and protecting the legitimate and legal rights and interests of union members and workers; building a modern and strong working class, contributing to realizing the aspiration to develop a prosperous and happy country.
Regarding the results of implementing the Resolution of the 12th Congress of the Vietnam Trade Union, Mr. Nguyen Dinh Khang stated that during the past term, in the context of many unfavorable factors, especially the negative, direct, and prolonged impact of the Covid-19 pandemic on union members, workers, and trade union levels, the Vietnam Trade Union, building on its nearly 95-year tradition of accompanying the country, under the wise leadership of the Party, the support and coordination of state agencies, organizations in the political system, and employers, and with the dynamism, responsiveness, and adaptability of trade union officials, members, and workers, continued to make important strides, especially in fulfilling its role of representing, caring for, and protecting the legitimate rights and interests of union members and workers.
Trade unions at all levels, especially the Vietnam General Confederation of Labor, have proactively and actively innovated and improved the quality of participation in the development of policies and laws related to workers; discovered and proposed many recommendations and contributed ideas to the development of laws to better care for and protect the rights of workers, made valid recommendations at the National Wage Council, contributing to increasing the regional minimum wage by 25.34% compared to the beginning of the term.
The National Assembly successfully organized the annual Prime Minister's Dialogue with Workers program, the "Workers' Forum" chaired by the National Assembly Chairman, and thematic meetings between National Assembly deputies and workers, contributing to resolving many issues of concern and grievances of workers; it is an important channel for improving policies and laws.
During the Covid-19 pandemic, trade unions at all levels implemented numerous solutions for propaganda and mobilization; coordinated production according to the "3-in-1" and "one route, two destinations" models; issued five policies to support union members, workers, and their children affected by Covid-19; and provided support to frontline forces with a total amount of nearly 6 trillion VND, benefiting 10 million workers. They also participated in proposing, coordinating, organizing, and monitoring the implementation of government support packages for workers and businesses.
The dissemination of the Party's guidelines and policies, and the State's laws and regulations among union members and workers has seen many innovations in content and form, especially the widespread application of digital technology. Union members and workers actively study and follow the ideology, ethics, and style of Ho Chi Minh, resulting in the emergence of many exemplary individuals and effective models, contributing to the growth of each agency, unit, and enterprise.
The annual "Workers' Month" is widely implemented, focusing on the grassroots with many practical programs and activities, becoming an important highlight with widespread influence, creating motivation and strongly inspiring workers nationwide, contributing to strengthening the relationship between the Party, the State and the working class and the working masses...

In particular, according to Mr. Nguyen Dinh Khang, the work of protecting the Party's ideological foundation and combating erroneous and hostile viewpoints has been widely implemented, contributing to minimizing acts of sabotage against the Vietnam Trade Union, the Party, and the state regime. The work of developing union membership, establishing grassroots trade unions, building strong trade union organizations, and participating in building the Party, the State, and the political system has achieved many results...
At this morning's solemn session, after listening to presentations from representatives of trade unions at all levels in provinces, cities, ministries, agencies, and units across the country, General Secretary Nguyen Phu Trong delivered a speech providing guidance on continuing to build the Vietnamese working class and trade union organization into an increasingly strong and comprehensive force, worthy of being the pioneering force in the cause of renovation, construction, and defense of the country.

In the afternoon of the same day, the Congress will continue its work with the following agenda items: presenting the personnel plan for the Executive Committee of the Vietnam General Confederation of Labor for the 13th term; guiding discussions on personnel matters within the delegate groups; and group discussions on the criteria and personnel for the Executive Committee of the Vietnam General Confederation of Labor for the 13th term.
