Dai Tu District currently has 181,800 people, of which ethnic minorities account for 32.9%. The 4th Congress of Ethnic Minority Representatives of Dai Tu District continues to affirm and acknowledge the great contributions of ethnic minorities in uniting, implementing ethnic policies, poverty reduction, and building new rural areas in the period 2019 - 2024.
The congress also serves as an opportunity to honor and commend outstanding collectives and individuals among ethnic minority communities, to encourage and promote the strength of national unity, patriotism, self-reliance, and to uphold the fine traditional cultural values of ethnic minorities in the district.
The report presented at the Congress showed that, in recent years, thanks to the effective implementation of ethnic affairs work and ethnic policies, the socio-economic situation, security, politics , and social order in ethnic minority areas of the district have always been ensured; social welfare policies and ethnic policies have been fully, promptly, and effectively implemented.
During the period 2021-2025, under the National Target Program for socio -economic development in ethnic minority and mountainous areas, Dai Tu district implemented 7 out of 10 projects with a total investment capital of nearly 80 billion VND. Many infrastructure projects have been invested in to meet the living and production needs of people in ethnic minority areas.
In the sustainable poverty reduction efforts in ethnic minority areas, many poor and near-poor households have benefited from poverty reduction policies; the most basic issues for poor households, such as vocational training, job placement, housing support, health insurance card issuance, and educational support, have been addressed promptly and in accordance with regulations. According to the multidimensional poverty standard applied for the period 2022-2025, there are 1,272 poor ethnic minority households out of 16,592 households in the district, accounting for 7.67%; In the two years of 2022 and 2023, Dai Tu district reduced the number of multidimensional poor ethnic minority households by 638, corresponding to 3.91%, an average reduction of 1.95% per year ( exceeding the set plan of 1.3 % per year) . During the period 2024-2029, Dai Tu district strives to reduce the poverty rate among ethnic minorities to below 6.5% according to the new criteria.
Furthermore, in line with the Party and State's policies and guidelines, the New Rural Development (NRD) program has been vigorously implemented in communes and towns. In 2019, 15 communes in the district were recognized as meeting the NRD standards. To date, all 27 communes in the district have met the standards, including 5 communes that have achieved advanced NRD standards (Tien Hoi, La Bang, Ha Thuong, Hoang Nong, and Ky Phu communes) . Dai Tu district achieved NRD standards in 2023, one year earlier than the target set in the Resolution of the Dai Tu District Party Congress for the 2020-2025 term.
Thanks to the effective implementation of ethnic affairs work and ethnic policies, to date, all 29 communes and towns in Dai Tu district have asphalt or concrete roads leading to their centers; 100% of communes have hardened main roads connecting communes and inter-communal roads according to the regulations of the Ministry of Transport; the system of schools, health stations, and hospitals in the area is gradually being built and completed; the power grid and transformer stations are regularly renovated and upgraded; 100% of households in the district have access to the national power grid and other power sources, telephone and internet coverage; and over 99% of people have access to clean drinking water.
The material and spiritual lives of ethnic minority people are increasingly improving, and the appearance of ethnic minority and mountainous areas is constantly changing and flourishing. Through the effective implementation of the district's socio-economic development policies and guidelines, the material and spiritual lives of the people have been improved, political security and social order have been maintained, and socio-economic development has been promoted in the locality.
On this occasion, the Provincial People's Committee, the Provincial Ethnic Affairs Committee, and the Dai Tu District People's Committee awarded commendations to many collectives and individuals for their achievements in ethnic affairs work during the 2019-2024 period. The Congress also adopted a Resolution and proceeded to elect delegates to attend the Thai Nguyen Provincial Congress of Ethnic Minorities.
