General Luong Cuong was elected President.

On the afternoon of October 21, at the 8th Session, the National Assembly carried out the personnel process for the position of President for the 2021-2026 term.

Accordingly, the National Assembly passed a resolution to elect Politburo member and Permanent Secretary of the Secretariat Luong Cuong to hold the position of President for the 2021-2026 term.

The resolution on electingthe President was passed by the National Assembly with 440/440 National Assembly deputies present in favor. This resolution takes effect from the time the National Assembly votes to pass it.

The oath-taking ceremony was performed by new President Luong Cuong immediately afterwards.

President Luong Cuong was born on August 15, 1957, in Duu Lau ward, Viet Tri city, Phu Tho province. He has a Bachelor's degree in Party building and state administration; and a senior degree in political theory.

Mr. Luong Cuong is a member of the 13th Politburo; Standing member of the 13th Secretariat (from May 2024); Secretary of the Party Central Committee, 12th and 13th tenures (from May 2024); Member of the Party Central Committee, 11th, 12th and 13th tenure; Delegate of the 15th National Assembly.

From a soldier, Second Lieutenant in 1979, Mr. Luong Cuong was successively promoted to the rank of Lieutenant in the following years: 1981 - Lieutenant; 1982 - Senior Lieutenant; 1985 - Captain; 1989 - Major; 1993 - Lieutenant Colonel; 1997 - Lieutenant Colonel and promoted to the rank of Colonel in 2001.

Mr. Luong Cuong started from the position of assistant officer, Deputy Regiment Commander of several units, then Deputy Director in charge of personnel, General Department of Politics of the Vietnam People's Army.

From 2003 to 2006, he held the position of Deputy Commander in charge of Politics and Secretary of the Party Committee of the 2nd Army Corps. In early 2006, he was promoted to the rank of Major General. After that, Mr. Luong Cuong served as Political Commissar of the 2nd Army Corps for more than a year.

He was promoted to the rank of Lieutenant General in 2009 and served as Political Commissar of Military Region 3 from January 2008 to May 2011.

At the end of 2014, Mr. Luong Cuong was promoted to the rank of Senior Lieutenant General. He held the position of Deputy Director of the General Department of Politics of the Vietnam People's Army for more than 4 years, from June 2011 to December 2015.

Mr. Luong Cuong was promoted to the rank of General in early 2019. During the period from May 2016 to January 2021, he was Director of the General Department of Politics of the Vietnam People's Army; Director of the Central Military Commission's Inspection Commission; Member of the Central Steering Committee on Anti-Corruption; Member of the Central Internal Political Protection Subcommittee.

In early 2021, Mr. Luong Cuong was elected as a member of the Politburo by the 13th Central Committee. In June of that year, he was elected as a delegate to the 15th National Assembly.

In May 2024, the Politburo assigned Mr. Luong Cuong to join the Secretariat and assigned him the task of being the Standing Member of the Secretariat.
