Dak Lak: Evaluation of the implementation results of Resolution No. 57-NQ/TW

On October 30, the Steering Committee for Science, Technology, Innovation and Digital Transformation (S&T) of Dak Lak province held its second meeting to evaluate the results of the first 10 months of the year and set out key tasks for the end of the year.

Strive to be in the top 10 provinces and cities in handling administrative procedures and providing public services.

The report at the meeting said that in recent times, the Provincial Party Standing Committee and the Provincial Steering Committee have been proactive and determined in implementing tasks on science and technology, innovation and digital transformation, especially in the context of provincial consolidation and implementation of the 2-level local government model.

Dak Lak province is one of the earliest localities in the country to establish a Provincial Steering Committee and assign specific tasks to its members, and establish a Working Group immediately after the province's merger; promptly and fully promulgate documents to concretize the resolutions, programs, plans, and conclusions of the Central Government.

The Provincial Steering Committee regularly works with agencies, units, localities, and support groups to promptly grasp issues arising in the process of performing tasks. Many solutions have been proposed to handle and remove bottlenecks, especially in the early days of merging provinces and implementing the 2-level local government model.

Thanks to that, Dak Lak is also one of the localities highly appreciated in serving people and businesses through public service platforms and administrative procedures - ranked 8th out of 34 provinces and cities in the third quarter of 2025.

In addition, many initiatives and solutions have been piloted and proven effective in leadership, direction, operation and socio-economic development such as: Project "Each commune and ward has a KOL - Bringing Dak Lak products and landscapes to the digital space", online monitoring Dashboard system, Zalo group directing and operating the province - commune, ward, Dak Lak digital application....

Dak Lak province strives to green all phase 2 targets of Plan 02-KH/BCĐTW by December 15, 2025; become one of the top 10 provinces and cities in the country in serving people and businesses in administrative procedures, providing public services, and be among the top 15 localities in the Digital Transformation (DTI) ranking and in the local innovation (PII) ranking.

Speaking at the meeting, Mr. Luong Nguyen Minh Triet, Secretary of Dak Lak Provincial Party Committee, Head of the Provincial Steering Committee on Science and Technology Development, Innovation and Digital Transformation highly appreciated the achieved results, affirming the efforts of agencies and units in the recent past.

Regarding the tasks in the coming time, the Secretary suggested thoroughly grasping and firmly implementing the new operating principle that was just agreed upon at the 13th Central Conference, which is "Discipline comes first - Resources go together - Results are the measure".

In that spirit, the Provincial Party Secretary directed to focus on a number of key tasks in the coming time, with the spirit of "clear people, clear work, clear responsibilities, clear progress, clear results, clear costs".

The main tasks include: Creating changes from the leader, considering the effectiveness of digital transformation as an important criterion for evaluating cadres; Overall review of the tasks assigned by the Central Government and the Provincial Steering Committee, statistics with tables to assign specific tasks to departments and branches; Prioritizing the improvement of the quality of public administration, the satisfaction level of people and businesses; Overcoming uneven limitations in the three areas of science and technology development, innovation and digital transformation; Proposing the organization and implementation of major problems of the province in the field of science and technology; Agreeing on the policy of establishing the Provincial Innovation Center, striving to put it into operation in the first quarter of 2026.

At the same time, the Provincial People's Committee reviews and consolidates documents and resolutions in the field of science and technology to submit to the Provincial People's Council for approval; Urgently build a data-based management and administration system, to be completed before December 31, 2025; Advise on building a provincial and commune-level digital architecture framework as a basis and platform for digital transformation; Review low indicators and find solutions to improve low indicators; Effectively implement the Dak Lak Digital Transformation Infrastructure Project for the period 2021-2025, with a vision to 2030.

In addition, build a budget estimate for science and technology development, innovation and digital transformation in 2026 to ensure compliance with the requirements of the Central Government; Focus on solving difficulties in human resources for science and technology development, innovation and digital transformation; Focus on editing and digitizing documents to ensure 30% by the end of 2025; Organize training and fostering of staff on digital skills and new working methods.

In addition, the Dak Lak Provincial Party Secretary also directed the review and completion of the criteria for phase 2 of Plan 02-KH/BCĐTW; the consolidation of the Provincial Cyber ​​Security and Safety Subcommittee headed by the Provincial Party Secretary; and the development of a comprehensive project to ensure information security and safety in the province in November.

Effectively organize and implement the "Digital Education for All" Peak Month in the province; focus on effectively implementing the Digital Transformation Project in Party agencies; periodically report and propose to the Provincial Party Standing Committee and the Provincial Steering Committee to lead and direct the timely implementation of tasks.

At the same time, it requires Party committees and authorities at all levels to shift from management methods based on paper reports to management based on real-time updated data, ensuring transparency and accountability.

The Dak Lak Provincial Party Secretary also requested the members of the Provincial Party Standing Committee and Provincial Party Committee members assigned to be in charge of communes and wards to strengthen their grasp of the situation, direct, urge and remind localities in implementing the tasks of Resolution No. 57-NQ/TW./.
