Ensuring safety for people in areas at risk of landslides

The landslide occurred in Ca village, Ban Cong commune (Ba Thuoc).

On April 22, 2025, the Department of Agriculture and Environment coordinated with the Department of Finance, the People's Committee of Ba Thuoc district, and the People's Committee of Ban Cong commune to inspect the actual scene of the landslide at Ma Lao mountain, Ca village, Ban Cong commune.

Through the actual inspection and based on the opinions of the Department of Finance, the People's Committee of Ba Thuoc district, and confirmation from the locality, the Department of Agriculture and Environment informs as follows:

At about 3:00 a.m. on February 26, 2025, a landslide occurred in Ca village, Ban Cong commune. There were 5 large rocks with a volume of each about 3m3 or more; the volume of landslide was about 80m3, causing a stilt house and an outbuilding to collapse; 2 motorbikes and belongings of Mr. Bui Van Hanh's family were damaged (the family has 4 members, at the time of the incident, 2 members were at home), there were no human casualties.

Immediately after the incident, the People's Committee of Ba Thuoc district directed the People's Committee of Ban Cong commune and functional forces to evacuate households in the landslide area to safe places and ensure all essential living conditions for the households arriving at the evacuation site; organize forces to stand guard, install warning signs, ensure security and order in the area; organize the handling of all the rock that slid down the roadside to ensure smooth traffic; and continue to monitor the incident.

Thus, the content of Thanh Hoa Newspaper reflecting the landslide situation in Ban Cong commune is true to reality.

According to the Department of Agriculture and Environment, to accurately determine the factors causing landslides, it is necessary to have a comprehensive assessment project and long-term monitoring. However, based on the current status, geology and actual situation, the cause of the landslide and rockfall is preliminarily determined, because behind the affected households is a mountainous area with complex terrain, the boulders are located on steep slopes, some locations are interwoven with thin layers of soil, over a long period of time, under the impact of harsh weather, prolonged natural disasters, the geological layers are broken, causing the above landslide phenomenon.

The Department of Agriculture and Environment confirmed that among the 9 households in the incident area, Mr. Bui Van Hanh's family has been supported by the Thanh Hoa City Fatherland Front Committee with funds to relocate to a new safe place; 3 households are staying with relatives, 5 households are temporarily staying at a separate location in Ca village, belonging to Ban Cong Primary School.

To ensure the safety of 8 households whose houses are in the area at risk of being unsafe, the Department of Agriculture and Environment will advise the Provincial People's Committee to direct the People's Committee of Ba Thuoc district and related units to immediately deploy necessary measures to ensure the safety of people and property of households living in the area affected by landslides... Prepare necessary conditions for households that must evacuate.

At the same time, update and add 8 households/33 people to the Project on arranging and stabilizing residents in areas at high risk of flash floods, landslides in mountainous districts of the province in the period of 2021 - 2025, submit to competent authorities for research and financial support to relocate households to safe places according to regulations.

Previously, on April 10, 2024, Thanh Hoa Electronic Newspaper published an article: "The fear of landslides on Ma Lao mountain" reflecting: Since the horrific landslide at Ma Lao mountain in late February 2025, the haunting fear has not yet subsided in the minds of many households in Ca village, Ban Cong commune (Ba Thuoc). Up to now, people have not been able to return to their old homes, because the risk of landslides is always lurking, causing their lives to fall into a prolonged state of temporary helplessness.
