Ensure timely completion of transportation projects

Comrade Nguyen Manh Tuan, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee spoke at the conference.

The meeting was held in a combined online and in-person format between the Government Headquarters and 27 centrally-run provinces and cities with important national projects and key transport sector works and projects.

Attending the meeting at Tuyen Quang bridge were comrade Nguyen Manh Tuan, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; leaders of a number of departments, branches and sectors.

At the meeting on July 31, 2025 to review the first 6 months of 2025 of the State Steering Committee for important national projects and works, key to the transport sector, and to review the peak emulation period of "500 days and nights of emulation to complete 3,000km of expressway", the Prime Minister , Head of the Steering Committee, assigned 33 tasks to ministries, branches and localities.

To date, the units have completed 12 tasks on time. The Ministry of Construction has coordinated with ministries, branches and localities to successfully organize the inauguration and groundbreaking ceremonies of 250 projects and works with a total investment of nearly 1.3 million billion VND. The whole country has 2,476 km of expressways.

Investors and contractors are making efforts to implement projects in line with the set plan, however, progress in some projects is still slow. The main reason is due to difficulties in site clearance and construction material sources.

In Tuyen Quang, the Tuyen Quang – Ha Giang Expressway Phase 1 project is currently behind schedule due to unfavorable weather conditions. The province has basically resolved the problems in site clearance. Contractors are focusing on speeding up the progress to speed up the construction progress of the project.

At the meeting, the Steering Committee focused on evaluating the results of the Steering Committee's work in the first 8 months of 2025 and proposed measures for implementation in the coming time; evaluating the results of the peak emulation period "500 days and nights of emulation to complete 3,000 km of expressway" and the plan to summarize the emulation period.

In particular, delegates discussed in depth the contents related to site handover and relocation of technical infrastructure; the situation of supplying construction materials; the situation of project construction; advantages and difficulties in construction investment management when implementing the 2-level local government model...

Speaking at the meeting, Permanent Vice Chairman of the People's Committee Nguyen Manh Tuan reported to the Prime Minister: The Tuyen Quang - Ha Giang Expressway Project (Phase 1) through Tuyen Quang has now basically completed the main route of site clearance work.

The construction work is being carried out continuously with 6 construction packages with 114 construction sites, a total of over 1,058 pieces of machinery, over 2,000 workers, and a total construction value of 45%. The section passing through Ha Giang (old) is implementing 3 construction packages with over 300 pieces of equipment, over 600 workers, with a total construction value of over 70%.

The Standing Vice Chairman of the Provincial People's Committee pointed out that the common difficulty is the heavy rain. The province has a solution to buy tarpaulins for construction but it is not feasible with the adverse weather. Currently, the weather is favorable, the province has determined to focus all resources to complete the 64 km long 2-lane section before December 19, 2025 according to the direction of the Prime Minister.

Specifically, the province strives to complete the construction of roadbeds and bridges before September 30; the construction of asphalt concrete road surface strives to be completed before November 30; and the lighting and auxiliary works strive to be completed before December 15, 2015. For the 27 km section in Ha Giang (old), it strives to be completed by early December 2025. For the newly opened 8.1 km section, the province strives to start construction in November 2025.

The Prime Minister requested the province to be determined to speed up the construction progress, put the project into use, and serve the needs of the people. The Prime Minister agreed and supported the need to ensure funding so that Tuyen Quang province can have the best conditions to ensure the set progress.

Concluding the meeting, Prime Minister Pham Minh Chinh requested that with the spirit of speed, efficiency, acceleration and breakthrough, localities need to resolutely implement site clearance work, direct investors and contractors to develop reasonable and scientific construction plans; increase human resources, machinery and equipment; overcome adverse weather conditions during the rainy season to speed up construction progress; promptly accept and make payments to ensure the completion of public investment disbursement according to the set plan, especially in the last months of 2025.

At the same time, it is necessary to proactively take measures to prevent storms and floods, ensuring absolute safety for people and construction machinery, especially projects in the northern and central mountainous regions. The Prime Minister emphasized that key traffic projects being put into use early will contribute to accelerating the pace of socio-economic development, meeting people's expectations.
