Pilot assessment of the effectiveness of legal dissemination and education work at ministries and localities

(Chinhphu.vn) - On the morning of September 18, in Hanoi, the Department of Legal Dissemination, Education and Legal Aid (Ministry of Justice) organized a seminar on "Evaluating the pilot effectiveness of legal dissemination and education" in both in-person and online formats.

Speaking at the opening of the seminar, Deputy Director of the Department of Legal Dissemination, Education and Legal Aid, Ministry of Justice Phan Hong Nguyen said that the pilot assessment of the effectiveness of legal dissemination and education is an important step to perfect state management tools in this field.

Carrying out the assigned tasks in Decision No. 979/QD-TTg dated August 12, 2022 of the Prime Minister approving the Project "Piloting innovation in activities to evaluate the effectiveness of legal dissemination work", up to now, the ministries and localities selected to implement the pilot have issued their own criteria to evaluate the effectiveness of the pilot legal dissemination work of their ministries and localities.

Based on Decision No. 979, the Ministry of Justice also signed and issued Decision 1666/QD-BTP in 2024 on General criteria for evaluating the effectiveness of piloting legal dissemination work. Compared with Circular 03/2018/TT-BTP, this general criterion has many innovations in the approach associated with the legal field, form, object, and specific location; quantifying the criteria; and having verification tools.

Immediately after the General Criteria were issued, the Ministry of Justice directly worked and gave written comments to each ministry, branch, and pilot locality in researching and developing its own Criteria, ensuring consistency in the approach and implementation of the pilot assessment.

Through counting, currently 03 ministries including: Ministry of Home Affairs, Ministry of Agriculture and Environment, Ministry of Ethnic Minorities and Religions and 06 localities including provinces and cities: Hanoi, Quang Ninh, Thanh Hoa, Khanh Hoa, Dong Nai and Can Tho have all issued implementation plans as well as separate criteria to evaluate the effectiveness of piloting the work of PBGDPL.

However, in recent times, implementing the policy of provincial level consolidation, streamlining the apparatus, and the 2-level local government model have affected and impacted the implementation and assessment of this task.

In that spirit, Mr. Phan Hong Nguyen asked the delegates attending the Dialogue to frankly share the current situation of the pilot implementation of Project 979, the fluctuations and changes in the team of officials in charge of legal dissemination in general, and in charge of implementing Project 979 in particular; at the same time, point out the difficulties, obstacles and recommendations for this issue.

At the Seminar, delegates listened to representatives of the Ministry of Agriculture and Environment, the Ministry of Ethnic Minorities and Religions, and the Ministry of Home Affairs share the results of implementing legal dissemination and education work in their units, and at the same time reflect on difficulties, obstacles, recommendations, and proposals to the Central agencies and the Judiciary in implementing solutions to improve the quality and effectiveness of legal dissemination and education work in the coming time. The merger of provincial level, the implementation of 2-level government in the past time, and the rotation of cadres have also significantly affected the implementation of the Project at the local level.

Delegates from pilot localities also raised difficulties and obstacles in implementation such as lack of human resources and staff in the field of legal dissemination; some evaluation criteria in Decision 1666/QD-BTP are still difficult to quantify...

Thereby, it is recommended to supplement funding for PBGDPL work according to population or key areas; departments, branches and localities need to apply information technology, have channels to propagate PBGDPL such as via Zalo, Facebook, Viber...; strengthen training and fostering, and train human resources to continue to implement this assessment work in a practical and effective manner...

As one of 6 localities selected as a pilot unit to organize the implementation of the assessment of the effectiveness of legal dissemination work, Deputy Director of the Thanh Hoa Department of Justice Le Ngoc Minh said that to implement Decision No. 979 of the Prime Minister and Decision No. 1666 of the Ministry of Justice, the province has issued its own set of criteria and selected 10 local agencies and units to pilot the assessment of the effectiveness of legal dissemination work in the province, with the motto of honesty, objectivity and accurate measurement; at the same time, it has built a survey form for the units to refer to.

However, during the implementation process, the pilot units encountered some difficulties and problems such as the implementation of the policy of arranging and merging provincial and commune-level administrative units, which changed the names, functions, tasks and management scope of many selected pilot units, directly affecting the progress; the rotation and change of working positions of some responsible officers caused difficulties for coordination.

Besides, implementation resources are still limited, factors related to location and funding are also major obstacles; survey subjects and some criteria are not suitable to reality...

Due to the above limitations, the assessment results are at risk of not reflecting the true effectiveness of the work of disseminating legal education. Therefore, Thanh Hoa province proposes to research and redefine the assessment methods and approaches to ensure feasibility, practicality, and suitability to actual conditions, avoiding overlap with annual assessment activities. For the separate set of criteria, it is necessary to research and apply other methods to collect assessment opinions in addition to the survey method...

The representative of the Department of Legal Dissemination, Education and Legal Aid acknowledged the reflections from the implementation practice as well as the difficulties and obstacles of the ministries, branches and localities subject to the pilot and evaluation. At the same time, he emphasized that the time from now to the deadline for completing the 2025 self-assessment report is not much, while the workload is large. To ensure the timely completion of the 2025 self-assessment report, ministries and localities need to quickly complete the staff in charge of legal dissemination and education and implement Project 979 after the merger; organize training and provide professional and technical guidance to improve implementation capacity; review and evaluate the Project implementation plan.

Strengthening coordination between the People's Committees at the commune level, departments and branches with the Department of Justice; need to develop an implementation roadmap suitable to the practical conditions of the ministry and locality. In addition, it is necessary to increase the application of information technology, allocate resources reasonably...

Coordinate with the Ministry of Justice to research and propose the development of criteria for evaluating the effectiveness of legal dissemination work in the process of summarizing and perfecting the general institution on legal dissemination.

The results of the pilot assessment at ministries, agencies and localities are an important basis for the Ministry of Justice to propose solutions to improve the effectiveness of state management and legal dissemination activities for people and businesses, while also serving the revision and improvement of institutions on this work.
