At the conference, the Ministry of Finance reported on the implementation of national target programs and some key tasks and solutions for the coming period. Accordingly, by the end of March 2025, the National Assembly, the Government, the Prime Minister, and ministries and agencies had issued 43 legal documents and more than 100 ordinary documents to regulate and guide the implementation of national target programs.
Local authorities have proactively implemented specific mechanisms and policies as stipulated in Resolution No. 111 of 2024 of the National Assembly to overcome difficulties and obstacles, accelerate the implementation of national target programs, and complete the issuance of management and operational documents within their authority.
Regarding the National Target Program for socio-economic development in ethnic minority and mountainous areas, out of the 9 target groups assigned by the National Assembly, 6 have been completed, while 3 have not yet been achieved. These include: improving technical and social infrastructure in particularly difficult communes and villages in ethnic minority and mountainous areas; the number of communes and villages removed from the list of particularly difficult areas; and the work of settled farming and resettlement, addressing the shortage of housing and production land for ethnic minorities.
Regarding the National Target Program for Sustainable Poverty Reduction, by the end of 2024, the poverty rate according to the multidimensional poverty standard was 1.93%, the poverty rate in poor districts was 24.86%, and the poverty rate among ethnic minorities was 12.55%, achieving the targets set by the National Assembly and the Government.
Regarding the National Target Program for New Rural Development, by March 2025, 78% of communes will have met the new rural development standards; 6 out of 15 districts will have been removed from the list of districts with "no new rural communes"; 47.6% of district-level units will have met the new rural development standards; and 6 provinces will have completed the task of building new rural areas, achieving 40% of the target for the 2021-2025 period.
Regarding the balance and allocation of central government budget funds for the 2021-2025 period, the medium-term public investment plan from the central government budget for the three programs is 102,050 billion VND, of which 100% has been allocated in the annual plan. As of the end of March 2025, the amount of capital allocated to central and local agencies reached 97%.
The total budget for the three programs from the central government for the period 2021-2025 is 91,956.848 billion VND, of which 97,889.823 billion VND has been allocated in the annual budget, exceeding the projected amount by 6%.
Regarding the balance, allocation, and assignment of the 2025 budget and plan, the total central government budget and capital plan for the three programs approved by the National Assembly is 53,528.871 billion VND.
Concluding the conference, Deputy Prime Minister Tran Hong Ha emphasized that 2025 is the final year of the 2021-2025 five-year plan. Therefore, ministries, sectors, and localities should focus on reviewing the targets and tasks for the entire five-year period to better achieve and surpass the goals and targets already met, while also focusing on directing and managing the synchronized implementation of solutions to complete the three national target programs.
During the period of implementing the revolution to reorganize and streamline the administrative apparatus, especially the merger of communes and the abolition of districts, localities ensured that there were no disruptions that would affect the implementation of these three national target programs.
Deputy Prime Minister Tran Hong Ha instructed the Ministry of Agriculture and Environment to promptly propose solutions for the Government to direct the acceleration of the implementation of the National Target Program for building new rural areas, addressing the obstacles currently faced by localities, and ensuring that the program is implemented according to the set plan.
The ministries in charge of these three national target programs are tasked with promptly evaluating the implementation process, achievements, shortcomings, and limitations in order to conduct a comprehensive review of these three programs before June 30, 2025.
