1- The trend of globalization, international integration, the Fourth Industrial Revolution, especially information technology, artificial intelligence (AI), digital technology, etc., has a strong impact on all areas of human life and all nations and peoples. Strategic competition between major countries continues to be fierce, is a key factor in shaping the regional and world order that is potentially threatening peace , security, stability, development in the region and national security. Non-traditional security challenges, such as terrorism, transnational crime, cyber security, maritime and aviation security and safety, climate change, etc., are evolving in a complicated manner; disputes and conflicts continue to take place in many forms and more fiercely, such as the Russia-Ukraine conflict; the Israel-Hamas conflict; Nuclear issue... This is a great risk and challenge to traditional and non-traditional security, affecting and increasing risks to the economic, political, military, defense, and international security environment; to the peace, stability, and development of each country, region, and the world. In addition, hostile forces have intensified their sabotage of the Vietnamese revolution with increasingly cunning, open, and direct plots and tricks. Many new forms of war have emerged, changing the strategic environment and new, modern warfare techniques.
2- In the context of a new, rapidly developing international situation, with many changes related to the building of a revolutionary, disciplined, elite army, strengthening and consolidating national defense and security, and the cause of building and protecting the Fatherland. Promoting the achieved results, thoroughly grasping and performing well the assigned tasks; innovating, improving the quality and effectiveness of training and fostering strategic cadres for the army in the era of national development, focusing on the following key tasks:
Firstly, closely following the viewpoints, guidelines, resolutions and policies of the Party, State, Central Military Commission, Ministry of National Defense , thoroughly grasping and implementing President Ho Chi Minh's advice to improve the quality of strategic cadres for the Army in the era of national development.
Closely follow the viewpoints, guidelines, resolutions and policies of the Party, the State, the Central Military Commission and the Ministry of National Defense on education and training, thoroughly grasp and well implement President Ho Chi Minh's advice: "Cadres are the root of all work", "success or failure of work depends on good or bad cadres", "cadre training is the root work of the Party" (1) . Firmly grasp and closely follow the spirit of the Resolution of the 9th Central Conference of the 11th Party Congress, on "Fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the conditions of a socialist-oriented market economy and international integration"; Resolution No. 1657-NQ/QUTW, dated December 20, 2022, of the Central Military Commission, on "Innovation of education and training to meet the requirements of the task of building the Army in the new situation"; Resolution of the 11th Party Congress of the Army, term 2020 - 2025; Resolution of the 13th Party Congress; Resolution No. 44-NQ/TW of the 8th Central Conference, term XIII, on "Strategy for protecting the Fatherland in the new situation"... Identifying this as the most important content and task, one of the mandatory requirements, a very important basis to ensure orientation and improve the quality and effectiveness of training and fostering strategic cadres for the Army in the era of national development; meeting the requirements and tasks of building a revolutionary, disciplined, elite, modern Army, developing the economy - society associated with strengthening and consolidating national defense, security, building and protecting the Fatherland in the new revolutionary period.
Second, actively innovate training programs, content, and methods in the direction of fundamental, systematic, unified, in-depth, and the development of modern education.
Training programs, contents and methods play a very important role in improving the quality and effectiveness of training and fostering strategic cadres for the Army; contributing to building a contingent of strategic-level cadres in the Vietnam People's Army, meeting the requirements and tasks of building and defending the Fatherland. Innovation, improving quality and effectiveness must closely follow the training subjects, requirements and tasks, linking theory with practice in building the Army, strengthening and consolidating national defense, security and defending the Fatherland. Well implement the Document of the 13th National Party Congress: "Continue to synchronously innovate the goals, contents, programs, methods and approaches of education and training in the direction of modernity, international integration, comprehensive human development, meeting the new requirements of socio-economic development, science and technology, adapting to the Fourth Industrial Revolution" (2) . Therefore, innovation in training programs, content and methods must originate from the goals and requirements of training and fostering strategic cadres of each training subject. Actively innovate programs, content and teaching methods in the direction of fundamental, systematic, unified, in-depth and the development of modern education in the era of national development; always closely follow the development of theory and practice, the tasks of the Army, the cause of national defense, security, building and protecting the Fatherland. Develop practical programs and content, suitable for the tasks and responsibilities after training of strategic cadres of the Army. Reasonable allocation between introducing theoretical topics and fostering skills and practical research in agencies, units and localities; research and organize for students to do practical research in the armies of some countries. Innovate training content and programs, improve comprehensive capacity in politics, military, national defense, security, foreign affairs, economics, culture, society... to train and foster strategic cadres for the Army who not only have good political qualities, good ethics, good leadership, direction and organization of practical activities in national defense and military work at the strategic level, but also must reach the level of "politicians", capable of handling issues at the regional and world levels. Regularly and proactively adjust and supplement training content and foster cadres according to each knowledge block, ensuring balance, comprehensiveness, depth, and no duplication. Research and forecast the world, regional and domestic situation; identify "partners and targets", update new developments on targets of combat; grasp the viewpoints and policies of the Party and State; New developments in defense theory and military art in the war to defend the Fatherland, especially new types and methods of combat in conditions of high-tech weapons warfare, taking place in six main environments: Air, land, sea, space, cyberspace and electronic fields; effective application of new science and technology, artificial intelligence (AI), digital technology... Improve the quality of training and fostering strategic cadres so that upon graduation, students have political qualities, promote leadership capacity, command level of agencies and units at the strategic level; improve the capacity to advise and propose to the Party, State, Central Military Commission, Ministry of National Defense to plan policies, strategies related to the military, defense, security and defense of the Fatherland. At the same time, it has the capacity to flexibly, creatively and effectively organize and deploy, successfully fulfill its responsibilities and tasks, and meet the requirements of building the Army, strengthening and consolidating national defense and security, and the cause of building and protecting the Fatherland in the new situation.
Faced with the strong development of science and technology, in the era of national development, it is necessary to focus on applying modern science and technology in training and fostering strategic cadres for the Army. Strongly innovate and popularize active teaching methods in line with modern educational trends, suitable for each short-term and long-term course subject. Promote active teaching methods, focusing on students, focusing on research orientation, exchange with students; focus on innovating methods of lecturing, discussing, practicing exercises, and drills. Highly promote students' self-study and self-research ability, aiming to create initiative, positivity, and creativity in the teaching and learning process. Organize joint combat exercises of military services and arms at campaign and strategic levels; mainly focus on the form of "Dao theo do" exercises, promote the thinking capacity of lecturers and students; improve students' organizational level and handling of strategic situations.
In the process of training and fostering strategic cadres for the Army, it is necessary to always focus on linking theory with practice; the school is closely linked with the unit. Organize delegations of cadres, lecturers, and students to study and conduct practical research at military units, production facilities, and localities; conduct practical research abroad, conduct research in key strategic areas, border areas, seas, islands, etc. At the same time, combine inviting leaders of central and local departments, ministries, branches, heads of the Ministry of National Defense, agencies, and units throughout the army to participate in teaching and exchanging practical experiences with students. The process of training and fostering cadres must always thoroughly grasp and well implement the guiding motto of the Minister of National Defense: "The quality of training of the school is the combat readiness of the unit"; Theoretical knowledge imparted to students in training and development at school always closely follows the reality and requirements and tasks of strategic agencies and units, of the Army, and the cause of strengthening and consolidating national defense, security, and protecting the Fatherland.
Promote the good implementation of the training motto "Basic, systematic, unified, in-depth"; "Substantial teaching, substantial learning, testing, assessment of substantial results" in training and fostering strategic cadres for the Army in the era of national development. Focus on innovating the examination work and ensuring the quality of education and training; resolutely implementing the policy of "three substantiations" associated with "two practicalities", which is one of the important contents, ensuring transparency, impartiality, objectivity, and assessment of results according to regulations and rules. Continue to research and innovate the content, form, and methods of testing and assessing the learning outcomes of students and the teaching quality of lecturers; resolutely overcome negative manifestations in testing, graduation exams, and in assessing students... At the same time, regularly do a good job of summarizing and drawing experiences from the work of training and fostering strategic cadres for the Army; promote advantages, overcome limitations and disadvantages. From there, there are policies and measures to lead and direct the implementation of the task of training and fostering strategic cadres for the Army in the following years. Contributing to improving the quality and effectiveness of training and fostering strategic cadres for the Army in the era of national development.
Third, promote scientific research, linking the improvement of the quality of scientific research with the improvement of the quality of training and fostering of strategic cadres for the Army.
Thoroughly implement the Resolution of the 13th National Party Congress on "Closely linking education and training with scientific research, deploying and applying new scientific and technological achievements; forming excellent research centers and strong innovation groups" (3) ; always linking the improvement of the quality of scientific research with the improvement of the quality and effectiveness of training and fostering cadres in general, especially training and fostering strategic cadres for the Army in the era of national development. Scientific research work is highly valued, prioritized "one step ahead" and through scientific research provides arguments, summarizes and generalizes practices into theories; newly built and appropriate theories will meet the practical training and fostering of strategic cadres for the Army. The results of quality scientific research will help advise the Central Military Commission and the Ministry of National Defense in a timely and effective manner to propose to the Party and State to formulate policies and strategies on military, national defense and national defense. At the same time, through scientific research, compiling a system of textbooks and teaching materials to achieve quality and effectiveness; meeting the requirements and tasks of improving the quality and effectiveness of training and fostering strategic cadres for the Army in the era of national development.

Fourth, improve the quality of staff and lecturers to meet the requirements of training and fostering strategic cadres for the Army.
In education and training, cadres and lecturers play a particularly important role, directly determining the quality of education and training. To lead the education and training work, build a team of teachers and educational managers of the Army in the new situation, the 13th National Party Congress determined: "Taking care of building a team of teachers and educational managers is the key step... synchronously implementing mechanisms, policies and solutions to improve living standards, enhance the qualifications and quality of the team of teachers and educational managers" (4) ; The Central Military Commission issued Resolution No. 109-NQ/QUTW, dated February 11, 2019, on "Building a team of military cadres, especially at the campaign and strategic levels to meet tasks in the new situation". On that basis, military academies and schools always adhere to the spirit of the Resolution of the 11th National Defense Academy Party Congress, term 2021 - 2025, clearly defining tasks, proposing breakthrough leadership policies and measures, attaching importance to building a team of leading lecturers and scientists with reasonable quantity and high quality; doing a good job of creating sources and selecting cadres and lecturers; training to improve the quality, qualifications, and ability to use foreign languages and information technology according to prescribed title standards. This is a very important task, deciding the work of building a team of cadres and lecturers and improving the quality of education and training of military academies and schools. The Party Committee, Board of Directors of the Academy and schools lead and direct the Party committees, unit commanders, and training departments to develop plans, assessment criteria, classify, train, and plan the team of cadres and lecturers. Implement well the policy of attracting and using talents of the State and the Ministry of National Defense, create all conditions for good and experienced scientists and lecturers to promote their talents, contribute to education - training, scientific research, forecasting research, and strategic consulting. Build a team of cadres and lecturers with a streamlined, compact, strong organization, with reasonable quantity, structure, standardization and high quality; have political courage, pure moral qualities, capacity, intelligence, enthusiasm; have academic qualifications, strategic thinking; have comprehensive knowledge of politics, economics, culture, society, military, national defense, security, foreign affairs; have pedagogical skills, foreign language and IT proficiency; have experience in leading and commanding strategic-level agencies and units, in accordance with assigned positions, responsibilities and tasks. Building a team of cadres, lecturers, and scientists with "heart, vision, talent, and virtue", meeting high criteria and standards in terms of titles and degrees; undertaking good communication for training classes, fostering strategic cadres; improving the qualifications of cadres and lecturers who are fluent in English, applying modern science and technology, artificial intelligence (AI), digital technology... in training. Building a team of cadres and lecturers who meet the requirements and tasks of training and fostering senior cadres for the Party, State and strategic cadres for the Army in the era of national development.
At the same time, always pay attention to inviting leaders of central agencies, departments, ministries, branches, leaders, commanders of strategic agencies and units of the Ministry of National Defense, and scientists with a lot of experience to participate in teaching and reporting on topics related to military, national defense, security, and national defense for the training course, fostering strategic cadres for the Army. That will contribute to improving the quality of teaching, always linking theory with practice on the tasks of the Army, strengthening and consolidating national defense, security, and national defense in the new situation.
Fifth, build a regular, exemplary military school with modern facilities to meet the requirements of training and fostering strategic cadres for the Army.
Faced with the strong development of science and technology, the National Defense Academy focuses on building a regular, exemplary, modern facility and equipment system, closely following the spirit of the Resolution of the 11th National Defense Academy Party Congress, term 2021 - 2025 in building a modern information technology infrastructure system, gradually approaching and applying advances of the Fourth Industrial Revolution to serve training - education and scientific research. Fostering and improving the level of use and mastery of modern equipment for the staff, lecturers and employees in the Academy. Strengthening leadership and direction of training units and faculties to exploit, manage and effectively use existing facilities and technical equipment; actively investing in purchasing modern technical equipment; preserving, maintaining, repairing, economically and safely using teaching and learning technical equipment, effectively using the "Campaign and strategic combat simulation center"; Specialized lecture halls, modern electronic libraries; building infrastructure, LAN connection systems, internet, military network systems linked with warning systems, ensuring information security, network security...; by 2030, striving to build military academies and schools into "smart" academies and schools, effectively applying modern information technology, digital transformation... to meet key requirements and tasks, including the task of training and fostering strategic cadres for the Army.
Sixth, carry out well training at school combined with self-training, fostering and improving leadership, command and direction capacity for strategic cadres in the People's Army.
This is an important task for the school to closely follow and connect with agencies and units in the entire army. Implement the integration of theory with practice, the integration of training and fostering of strategic cadres at the school with the self-training and fostering of cadres at strategic-level agencies and units in the entire army. Through the knowledge learned at school, cadres can grasp the situation, apply it to practical work, and superiors can train, disseminate, supplement and improve their capacity, knowledge, and military and defense thinking for themselves and their subordinates in effectively performing their tasks. At the same time, from practical work, lessons on successes and limitations can be drawn so that the Academy can develop and supplement training programs and communication methods that are more effective and realistic. On that basis, the viewpoints, guidelines, policies, resolutions and policies of the Party and State are acquired by the team of strategic cadres and promptly and effectively implemented in agencies and units in the entire army; contribute to building a revolutionary, disciplined, elite, and modern army in the era of national growth.
Grasping the new international context, closely following the viewpoints, guidelines and policies of the Party and State, directly under the leadership and direction of the Central Military Commission and the Ministry of National Defense, thoroughly grasping and well implementing President Ho Chi Minh's advice; promoting the results and achievements to improve the quality and effectiveness of training and fostering strategic cadres; making an important contribution to building a team of strategic cadres for the Army in the era of national development, meeting the requirements and tasks of strengthening and consolidating national defense and security, successfully carrying out two strategic tasks: building and firmly protecting the socialist Fatherland of Vietnam in the new situation . /.
