It is evident that administrative procedure reform over the years has significantly contributed to promoting socio-economic development in Quang Ninh province. To date, this work remains one of the key tasks that all levels and sectors of the province always prioritize.

The provincial authorities and departments continue to effectively implement resolutions and decisions of the central and provincial governments related to administrative procedure reform and digital transformation. The province focuses on directing departments, agencies, and localities to synchronously review, simplify, and reduce outdated and inappropriate administrative procedures, shortening processing times as prescribed; completing the review and publication of administrative procedures at all three levels of government; standardizing and implementing 100% of eligible provincial and district-level administrative procedures at the Provincial Public Service Center, district-level public service centers, and modern reception and results delivery units at the commune level, following the principle of "receiving, appraising, approving, and delivering results at the center," ensuring convenience, transparency, and openness.

To date, 1,419 administrative procedures are implemented at the Provincial Public Service Center, including 1,369 procedures belonging to provincial departments and agencies, 32 procedures from central government agencies located in the province, and 18 procedures from public service providers. 100% of administrative procedures at public service centers at all levels have had their processing procedures restructured to suit the digitization of documents, ensuring clarity of responsibilities, tasks, and processing times; linking them to the responsibilities of each department and officer. From 2021 to the present, units and localities have reviewed and reduced the processing time of administrative procedures by 40-60% compared to the time stipulated by the central government. 1,095 administrative procedures have implemented the "5-in-1" principle (receiving, appraising, approving, stamping, and returning results) for processing.

In addition, the province has provided 1,017 online public services on its public service portal, including 1,017 fully online public services and 445 partially online public services. Simultaneously, 1,244 online public services have been integrated into the national public service portal. According to statistics from the province's administrative procedure processing system, in May 2023 alone, the Provincial Public Administrative Service Center, district-level public administrative centers, and modern reception and results delivery departments at the commune level received a total of 70,465 procedural dossiers, of which 51,787 were processed, with the remainder still under processing. The on-time processing rate reached 99.53%.

As one of the provinces that proactively reported and proposed to the Government to be selected as a pilot area for implementing the Project on developing data applications on population, electronic identification and authentication to serve national digital transformation in the period 2022-2025, with a vision to 2030 (Project 06), the province's e-Government system has now completed its connection with the National Population Database.

100% of eligible administrative procedures are provided as full-process online public services. The province has also implemented the digitization and data extraction for 20 administrative procedures from 5 departments and agencies (Education and Training, Labor, Invalids and Social Affairs, Information and Communications, Justice, and Health ), including 6 essential public services using the province's database information system to receive and process applications; 19 essential public services using specialized software systems of agencies and units to receive and process applications; and 25 essential public services and 100% of administrative procedure applications are processed according to the "5-step process in an electronic environment" at public administrative centers.

Accordingly, the Provincial Public Administrative Service Center has digitized 37,030 input files (reaching 100%), and returned 27,214 electronic results to organizations and citizens (reaching 73.5%); district-level public administrative centers have received and digitized 59,412 out of 97,692 files, and returned 35,857 out of 99,530 electronic results to organizations and citizens. Medical facilities (hospitals, health centers), schools, public administrative centers, electricity and water services have all implemented cashless payment solutions. The tax sector has successfully implemented electronic invoices; 100% of businesses use and utilize electronic invoices; 2,325 individual business households have registered to use electronic invoices. The entire province has approximately 1.6 million active accounts with cashless payment functionality…

Thanks to the acceleration of administrative procedure reform and digital transformation, socio-economic development in the province has been promoted. In the first six months of 2023, Quang Ninh achieved high economic growth, estimated at 9.46%, 0.24 percentage points higher than the growth rate in the same period last year, and 0.66 percentage points higher than the six-month growth scenario, ranking second in the Red River Delta region and fourth nationwide. For six consecutive years (2017-2022), Quang Ninh ranked first nationwide in the Provincial Competitiveness Index (PCI); for five years (2017-2020 and 2022), it led the Public Administration Reform Index (PAR Index); and for four years (2019-2022), it ranked first in the Satisfaction Index of Citizens with the Services of State Administrative Agencies (SIPAS). For two consecutive years (2020 and 2022), it topped the ranking of the Provincial Public Administration and Governance Performance Index (PAPI).
