Promote people's participation in social insurance and health insurance

Pu Sam Cap commune has more than 11,500 people, the poverty rate is still more than 35%. After the merger, the population review, data update and statistics on social insurance and health insurance participants encountered many difficulties. However, the Steering Committee for the implementation of social insurance, health insurance and unemployment insurance (BHTN) policies in the commune (Steering Committee) was soon established, operated in a disciplined manner and promoted its advisory and coordination role well.

Since the beginning of the year, the Steering Committee for Social Insurance coordination in Sin Ho has organized many propaganda conferences in villages, schools, and health stations; guided people to register, verify, and issue health insurance cards in a timely manner for groups supported by the budget. Regularly posted information, images, and new regulations on social insurance, health insurance, and unemployment insurance on the loudspeaker system and fanpage of the commune and villages.

Mr. Tran Chau Ngoc - Chairman of the Commune People's Committee, Head of the Steering Committee said: "We identify that social insurance and health insurance are not only social security policies but also pillars in sustainable development. Therefore, propaganda work must be one step ahead, innovate approaches so that people can easily understand, easily do and confidently participate."

Notably, the rate of synchronization of health insurance data with citizen identification cards according to Project 06 reached 95%, showing that people's sense of cooperation is increasingly high. Health examination and treatment activities using health insurance are of interest, creating conditions for people in mountainous areas to access medical services without worrying about the "burden" of costs.

The Steering Committee for implementing social insurance, health insurance and unemployment insurance policies in the commune met to discuss solutions for developing voluntary social insurance and health insurance.

Mr. Ly A Dong in Hong Quang 1 village shared: Since the Party and State have supported the health insurance card, my family and I have truly felt the practical benefits. Every time we go for medical examination and treatment, the cost is significantly reduced, helping us reduce the financial burden. This policy is especially meaningful for ethnic minorities and people in especially difficult villages. I hope the Party and State will continue to maintain and expand the support so that people can feel more secure in health care.

For students, the commune closely coordinates with schools to ensure that 100% of students have health insurance cards. Along with that, the commune actively reforms administrative procedures, supports people to install and use the VssID application - Social Insurance number... creating transparency and convenience in monitoring the participation process.

Because people mainly live on agricultural production and have unstable income, mobilizing people to participate in voluntary social insurance is still a big challenge. Increasing the income level as a basis for social insurance contributions according to new regulations also causes some people to temporarily stop participating. However, to help people understand and proactively participate in voluntary social insurance, the commune and the Sin Ho Social Insurance have implemented many flexible solutions, directly approaching each group of subjects.

Ms. Ta Thi Thanh Lap - Deputy Director of Sin Ho Social Insurance said: We often go with commune officials to each village, especially the villages far from the center to grasp the situation and meet directly with people to propagate, in which, clearly explain from how to participate, flexible contribution levels, to the regime when retired. There are families who have to come and discuss three or four times before they fully understand the benefits of voluntary social insurance. When they see specific benefits, people feel secure and proactively register.

In addition, mass organizations such as the Women's Union, Youth Union, and Farmers' Association are also assigned targets to mobilize members to participate and consider this as an annual competition criterion. Thanks to the participation of the entire political system, communication sessions in the village have become forums for people to exchange, ask and answer directly about policies, thereby gradually changing awareness, shifting from "mobilizing participation" to "voluntary participation".

Sin Ho Social Insurance propagates voluntary social insurance policy to the security force of Pu Sam Cap commune.

Up to now, the whole commune has 10,493 people participating in health insurance; 270 people participating in compulsory social insurance and 31 people participating in voluntary social insurance. Health insurance appraisal, social insurance and unemployment insurance payment are carried out promptly, ensuring the rights of beneficiaries.

In the coming time, Pu Sam Cap will strengthen inspection and supervision of the implementation of social insurance and health insurance policies at employers; ensure that there is no delay in payment or evasion of payment. At the same time, it will continue to improve the quality of medical services; reform health insurance examination and treatment procedures... to strengthen people's trust in social security policies. At the same time, it will focus on mobilizing and developing voluntary social insurance participants; improve the quality of communication sessions in the direction of "deep understanding - ability to do"; and link social insurance development targets with emulation assessments of organizations, unions and each village.

The initial results show that Pu Sam Cap's direction in propagating and mobilizing people to participate in social insurance and health insurance is correct and effective. When people understand, believe and voluntarily participate, social security policies will truly come into life, contributing to improving the quality of life and sustainable development of ethnic minority areas.
