Speeding up site clearance for the 500kV Lao Cai - Vinh Yen transmission line project

The leaders of the Department of Industry and Trade reported on the progress of project implementation in Phu Tho province.

Attending the conference were relevant ministries and branches; units under the Ministry of Industry and Trade , Vietnam Electricity Group and representatives of local leaders where the power line passes. Leaders of the Department of Industry and Trade chaired at the Phu Tho bridge point.

The Lao Cai - Vinh Yen 500kV Transmission Line Project has a total length of 229.5km, passing through the provinces of Lao Cai, Yen Bai, Phu Tho and Vinh Phuc. Compensation and site clearance work is being actively implemented. Up to now, the site clearance work for the column foundation has been 100% completed with 468 locations; the counting work for 238/242 anchor intervals has been completed; the approval of compensation, support and resettlement plans for 120/242 anchor intervals has been completed, reaching 49.59%.

The results of the entire linear construction so far, the contractors have completed the opening of public roads for 449/468 locations, cast foundations for 206/468 locations, erected columns at 22/468 locations and are currently constructing at 24 other locations... During the implementation of the Project, there are still some difficulties and problems in site clearance work, the investor has only been handed over 2/242 anchoring spaces, equivalent to 0.83%. Localities have not yet completed the official plan for approving compensation, support and resettlement...

The 500kV Lao Cai - Vinh Yen transmission line project, the section passing through Phu Tho province, is 41.16km long. The whole province has completed site clearance for 94/94 column foundation locations; is reviewing and developing a resettlement plan for 126 affected households in the direction of on-site resettlement, resettlement in existing resettlement areas, and construction of new resettlement areas...

Currently, the site clearance work for the Project is still being actively implemented but facing some difficulties such as: The districts have not approved specific land prices; the work of preparing compensation plans, supporting compensation for the corridor area and organizing payment for the corridor part is progressing slowly; the corridor site has not been handed over to the investor; some locations the contractor still has difficulty borrowing the road for construction...

To ensure the progress of the Project, it is recommended that the Project Investor continue to closely coordinate with localities and Phu Tho province to complete compensation, site clearance, and resettlement. Phu Pho province will actively direct the site clearance of the route corridor to ensure progress according to the set plan...

Speaking at the conference, the Deputy Minister of Industry and Trade requested that localities where the project passes through urgently complete procedures and hand over the entire corridor to the investor before May 25, 2025. In addition, propagate and mobilize households to collect trees in the corridor, complete before May 25, 2025 so that the investor can organize the wire pulling construction. Direct relevant agencies and units to develop plans and approve resettlement plans for households in the corridor that are eligible for resettlement to ensure the safety of the project's power supply.

Vietnam Electricity Group and Power Project Management Board 1 continue to coordinate with localities to complete documents and procedures related to compensation, site clearance, payment to people and mobilize people to hand over the site. Urging and requesting contractors and construction units to increase human resources, materials and equipment to promptly start construction as soon as the site is available and construction conditions are met.
