Expedite the construction of the rubber processing plant in Dien Bien.

The northern mountainous region currently has 9 companies located in the provinces of Dien Bien, Lai Chau, Son La, Ha Giang, Lao Cai, and Yen Bai that are involved in planting, harvesting, and processing rubber latex. Of these, Dien Bien province has 2 companies; Lai Chau province has 3 companies; and Son La, Ha Giang, Lao Cai, and Yen Bai each have 1 company. The companies' raw latex production reached 21,000 tons (achieving 95% of the Group's assigned plan). However, the processed latex production at the factories in the cluster only reached over 56% of the region's total latex production; 29% of the latex had to be sent for processing elsewhere; and the sale of raw latex accounted for only 13%. This situation not only creates difficulties for companies in managing processing, increases transportation costs, and reduces production and business efficiency, but also forces some units to sell raw latex, reducing the volume of processed latex and failing to maximize the Group's overall profit.

To enhance the value of output products and increase their competitiveness in the market, representatives from nine rubber joint-stock companies in the northern mountainous region proposed strengthening the management of raw latex quality for processing; prioritizing the management, maintenance, and replacement of machinery according to regulations; monitoring and rationally assigning labor; and strictly controlling and classifying the quality of input materials with tripartite supervision.

The Vietnam Rubber Industry Corporation (VJIC) requests that its companies proactively develop their own production and processing plans. During implementation, they should regularly update information on domestic, regional, and global rubber industry production to provide appropriate advice and recommendations. To reduce the need to outsource raw material processing to factories outside the region, which increases production costs, the Corporation requests that Dien Bien Rubber Joint Stock Company expedite the construction of its processing plant in Dien Bien, ensuring it can process the entire latex output of both Dien Bien Rubber Joint Stock Company and Muong Nha Rubber Joint Stock Company. Furthermore, the Corporation requests that its affiliated units support Dien Bien Rubber Joint Stock Company in training workers and technicians to ensure readiness for processing operations once the plant is completed and operational.
