On the morning of September 8, Prime Minister Pham Minh Chinh chaired the Government's special meeting on law-making in September (first session) to review and give opinions on nine important draft laws.

The draft laws put forward for discussion include: the Personal Income Tax Law (amended); the High-Tech Law (amended); the Law amending and supplementing the Technology Transfer Law; the Intellectual Property Law; the Law on International Treaties; the Law amending and supplementing 10 laws related to security and order; the Law on Protection of State Secrets (amended); the Law amending 15 laws in the fields of agriculture and environment; and the Press Law (amended).

In his directive speech, Prime Minister Pham Minh Chinh emphasized: Resolution 66-NQ/TW of the Politburo clearly defines the requirement for strong reform in the work of drafting and implementing laws, setting the goal of basically removing institutional and legal obstacles hindering development by 2025; contributing to achieving the GDP growth target of 8.3% - 8.5% by 2025 and breakthroughs in the following years.

Since the beginning of the term, the Government has held 42 thematic sessions on lawmaking, reviewing approximately 80 draft laws and resolutions. In August and September alone, it is expected that around 113 dossiers will be finalized and submitted to the National Assembly, including 47 draft laws and resolutions for the 10th session of the 15th National Assembly.

The Prime Minister requested that ministries and agencies, especially their leaders, uphold their political responsibility, directly lead the legislative process, allocate sufficient human resources, time, and resources, and ensure the quality of each draft law, particularly those to be submitted to the 10th session of the 15th National Assembly.

Notably, the Prime Minister requested a focus on decentralization and delegation of power, linked to resource allocation, improving implementation capacity, and strengthening inspection, supervision, and output control. At the same time, he requested a review and reduction of at least 30% of administrative procedures, time, and compliance costs. For issues where there are differing opinions, the submitting agency must clearly state its position and proposed solutions to ensure consensus when submitting to the National Assembly for consideration.
