The Law on Support for Small and Medium Enterprises was passed by the National Assembly in 2017, along with other support policies that have contributed to promoting and forming an increasingly strong business community. However, over time, many issues have arisen in practice that need to be studied and adjusted so that the effectiveness of business support policies, especially for small and medium enterprises, is as desired.
Big goals for the private economy
In Dong Nai , the private economy and small and medium enterprises (SMEs) are given special attention by the locality, especially since the Law on Support for Small and Medium Enterprises was issued. After more than 8 years since this law took effect, Dong Nai has about 105,500 non-state enterprises, including 76,500 enterprises and 29,000 dependent branches with a total registered capital of 754 trillion VND. The private economic sector makes an important contribution to growth, employment and social security.
However, the private sector in the province still faces many barriers that hinder its development, including weak resources and access to capital, lack of breakthroughs in scale and competitiveness, limited financial potential and management level; low labor productivity, operational efficiency and competitiveness. Part of the reason is that the awareness of the position and role of the private sector in the economy is still inadequate and has not kept up with development requirements. Institutions and laws are still problematic and inadequate; leadership and direction have not received due attention; property rights and freedom of business have not been fully guaranteed. The private sector still faces many difficulties and obstacles in accessing resources, especially capital, technology, land, resources and high-quality human resources.
In the new period, especially in order to comply with and effectively implement Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on developing the private economy, Dong Nai Provincial Party Committee has issued an implementation plan. Accordingly, focusing on developing the private economy, creating a favorable environment, administrative reform and supporting enterprises.
At the Seminar on Law Enforcement to Support Small and Medium Enterprises organized by the Provincial Vietnam Fatherland Front Committee on November 26, Vice Chairwoman of the Provincial Vietnam Fatherland Front Committee Luu Thi Ha said: The province sets a target of establishing 36,000 new enterprises in the 2026-2030 period; of which over 40% are innovative enterprises. The private economy strives to grow by 10-12% per year, contributing 55-58% of GRDP, 35-40% of total budget revenue, and creating jobs for 84-85% of workers. These are very important targets that require great efforts, not only from the government and enterprises but also from the political system and organizations in the area.
Dong Nai aims to cut 30% of administrative procedure time, legal compliance costs and business conditions; and at the same time, enter the top 10 provinces/cities leading in technology, innovation and digital transformation, creating a strong impetus for the private economy.
Need effective support solutions for small and medium enterprises
According to lawyer Phan Van Chau, Chairman of the Dong Nai Province Bar Association, one of the current weaknesses is that businesses do not lack determination, but only lack legal knowledge. Many businesses, especially small businesses and startups, have not paid due attention to compliance with relevant legal regulations. Therefore, it is necessary to strengthen propaganda and dissemination of laws to help businesses grasp regulations, proactively protect their rights and move towards sustainable development. The Dong Nai Province Bar Association will propose the establishment of mobile legal advisory groups to provide support, avoiding the situation where laws are beautiful on paper but far from reality.
In the National Assembly, when discussing policies to support businesses, delegates suggested that the Law on Support for Small and Medium Enterprises should be amended soon. After 7 years, the 2017 Law on Support for Small and Medium Enterprises has revealed shortcomings such as: the criteria for determining small and medium enterprises are still general; the specific support policies on digital transformation, innovation and international integration are unclear; there are no clear priorities for groups of micro-enterprises, business households transformed into enterprises and creative start-ups...
According to National Assembly delegate Tran Hoang Ngan, National Assembly Delegation of Ho Chi Minh City, it is necessary to continue to build and perfect the legal system, with breakthrough mechanisms and policies, creating an open and transparent environment, encouraging the development of private economy, especially in terms of: land, infrastructure, investment, finance, credit, administrative procedures, science, technology, innovation, digital transformation, human resource training... to suit the development reality.
In Trang Dai ward, Mr. Phan Quang Tuan, Party Secretary and Chairman of the People's Council of Trang Dai ward, shared: The locality aims to develop private enterprises as a driving force for development. The policy of upgrading business households to enterprises is considered to be in the right direction, but in reality, many people are still hesitant. The ward has a very large number of business households, but the rate of business household registration is low. According to Mr. Tuan, there should be more policies to support legal and management knowledge, guide digital transformation, simplify administrative procedures and clarify support policies so that people can feel the real benefits, creating motivation to convert to the enterprise model.
