The Standing Committee of the Provincial Party Committee met to review and discipline Party organizations and Party members with violations and shortcomings.
On October 26, at the Provincial Party Committee Headquarters, the Provincial Party Committee Standing Committee met to review and discipline Party organizations and Party members with violations and shortcomings; the meeting was attended by representatives of a number of Central Party agencies monitoring the Provincial Party Committee.
After reviewing the proposals of the Inspection Teams according to Decision No. 563, 564, 565, the Standing Committee of the Provincial Party Committee found that:
Mr. Nguyen Cong Thang, Member of the Provincial Party Standing Committee, Chairman of the Provincial Party Inspection Committee: When defending his thesis and receiving his PhD degree, he used a Master's degree recognition certificate not issued by the Ministry of Education and Training (fake degree recognition certificate) and used his PhD degree to take the promotion exam.
Mr. Nguyen Cong Thang violated Party regulations and State laws in illegally using the Certificate of Recognition, violating what Party members are not allowed to do and the responsibility to set an example; this violation has affected the reputation of the Party organization and Mr. Thang personally.
The Party Committee of the Department of Natural Resources and Environment for the 2010-2015 term was irresponsible in developing and implementing the Working Regulations; lax in leadership and management, lack of inspection and supervision, allowing cadres and party members to make mistakes in submitting to the Provincial People's Committee for approval of the land use rights auction plan for the Dong Sen residential service infrastructure construction project, Tu Son Town, violating the Land Use Rights Auction Regulations, causing losses to the State budget.
The case has been prosecuted, the defendant has been prosecuted, affecting the reputation of the Party organization and Party members.
The Party Committee of the Department of Natural Resources and Environment for the 2015-2020 term was irresponsible in developing and implementing the Working Regulations; was irresponsible in advising leaders and directing the implementation of the State management function for public investment projects and non-state budget projects using land; advised the Provincial People's Committee to build a database on land prices in an untimely manner; lacked determination in checking and urging the putting of land into use in a number of projects; led and directed the implementation of recommendations in the Inspection Conclusion with content that was still slow; determined land use fees of a number of projects in an untimely manner; advised the Provincial People's Committee to direct and organize the implementation of a number of projects with shortcomings and violations in a number of stages of the implementation process).
Some projects that have allocated land to investors must be reclaimed, causing damage to investors, affecting the socio-economic development of the province, creating bad public opinion, and affecting the reputation of the Party organization and Party members.
Bac Ninh Provincial Party Committee
The Party Committee of the Department of Construction for the 2015-2020 term has not strictly implemented the Working Regulations; has been lax in leadership and management of cadres and party members; has not closely monitored and supervised party organizations and party members, leading to violations of regulations in advising, proposing, appraising and approving the planning of a number of projects that are not in accordance with the provincial planning.
The State management of public investment projects and non-state budget projects using land by the Department of Construction still has some shortcomings and violations that have been pointed out in the Conclusions and Conclusion Notices of Central agencies, the Provincial People's Committee and the Provincial Inspectorate, affecting the reputation of the Party organization and Party members.
Mr. Truong Tien Yen, Party member of Zone 2 Party Committee, Dap Cau Ward Party Committee, Bac Ninh City, Provincial Party Committee member for the 2010 - 2015 term, Secretary of the Party Committee of the Department of Natural Resources and Environment for the 2010 - 2015 term, former Director of the Department of Natural Resources and Environment: Violations of the Party Committee of the Department of Natural Resources and Environment for the 2010 - 2015 term, with the responsibility assigned by the Standing Committee of the Provincial Party Committee to comprehensively lead and direct the Party Committee of the Department of Natural Resources and Environment, responsible for the head of the Party Committee and the Department of Natural Resources and Environment, Mr. Truong Tien Yen failed to check the performance of the tasks of his subordinates, allowing his subordinates to perform incorrectly.
As a member of the Provincial Land Valuation Council, he is partly responsible for the shortcomings and violations of the Council in determining the starting price for auctioning land use rights for 79 land lots belonging to the project of constructing technical infrastructure for Dong Sen Service Residential Area, Dong Nguyen Ward, Tu Son Town, affecting the reputation of the Party organization and Mr. Yen personally.
Mr. Dao Quang Khai, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, Member of the Provincial Party Committee for the 2015 - 2020 term, former Director of the Department of Natural Resources and Environment: Violations of the Party Committee of the Department of Natural Resources and Environment for the 2015 - 2020 term, with the responsibility assigned by the Provincial Party Standing Committee to comprehensively lead and direct the Party Committee and the Department of Natural Resources and Environment, comrade Dao Quang Khai lacked inspection and supervision in performing professional work and performing the tasks of the Department, he was partly responsible for the shortcomings and violations of the Party Committee, the Department and individuals of the Department of Natural Resources and Environment.
Mr. Cao Van Ha, Party member of Zone 5 Party Cell, Dai Phuc Ward Party Committee, Bac Ninh City, Provincial Party Committee member for the 2015-2020 term, Party Secretary of the Department of Construction for the 2015-2020 term, former Director of the Department of Construction: Violations in the performance of the planning approval task of 04 out of 05 projects that were not in accordance with the provincial construction planning, violated the 2013 Land Law and advised the Provincial People's Committee to add housing functions to 04 land plots owned by state-owned enterprises after equitization in violation of regulations.
The State management of public investment projects and non-state budget projects using land by the Department of Construction still has some shortcomings and violations that have been pointed out in the conclusions of Central agencies, the Provincial People's Committee and the Provincial Inspectorate, affecting the reputation of the Party organization and Mr. Ha personally.
Mr. Le Tien Nam, Party member of Phu Loc Quarter Party Cell, Phu Chan Ward Party Committee, Tu Son City, Standing Committee Member of the Party Committee of the Department of Construction for the 2015-2020 term, former Deputy Director of the Department of Construction: Violations in performing duties, allowing shortcomings and violations to occur at 02 construction investment projects in Bac Ninh City, leading to petitions and complaints to go beyond the level, causing public outrage, negatively affecting the reputation of the Party organization and Mr. Nam personally.
Mr. Do Xuan Thuy, Deputy Director of the Institute for Socio-Economic Development Research: Incomplete declaration of political characteristics and personal history in the personnel file; the comrade's violations have affected the reputation of the Party organization and Mr. Thuy personally.
Based on the content, nature, level, consequences, and causes of the violation; according to the Party's regulations on disciplining Party organizations and violating Party members, the Standing Committee of the Provincial Party Committee decided to impose disciplinary action of Reprimand on: Party Committee of the Department of Natural Resources and Environment for the 2010-2015 term, Party Committee of the Department of Natural Resources and Environment for the 2015-2020 term, Party Committee of the Department of Construction for the 2015-2020 term.
No discipline, serious review and profound experience required for Mr. Dao Quang Khai.
Vote to consider disciplinary action against Mr. Nguyen Cong Thang, member of the Provincial Party Standing Committee, Chairman of the Provincial Party Committee's Inspection Committee, report to the Central Inspection Committee; disciplinary reprimand against Mr. Truong Tien Yen, Mr. Cao Van Ha, Mr. Le Tien Nam, Mr. Do Xuan Thuy.
