Proposing the goal of bringing our country into the group of 30 to 35 largest economies in the world

Prime Minister Pham Minh Chinh chaired a meeting between the Government Standing Committee and the Standing Committee of the Socio-Economic Subcommittee.

Attending the meeting were Deputy Prime Ministers Nguyen Hoa Binh , Le Thanh Long, Bui Thanh Son, Ho Duc Phoc; leaders of ministries, branches and localities who are members of the Socio-Economic Subcommittee.

At the meeting, delegates reported and discussed the reception, explanation and supplementation of the contents that the Politburo had commented on to further complete the draft Report on the assessment of 5 years of implementing the 10-year socio-economic development strategy 2021 - 2030, the direction and tasks of socio-economic development for the 5 years 2026 - 2030. In which, it clearly stated the leadership, direction and administration of the Party, State, National Assembly and Government for the process of socio-economic development of the country; the results achieved, especially the main targets and highlights of the term; difficulties and limitations; causes of the results and limitations. Along with that are the lessons learned; Main tasks, solutions, breakthroughs, and highlights to promote socio-economic development in the next 5 years to complete the goals set out in the 10-year Socio-Economic Development Strategy 2021 - 2030.

Concluding the session, Prime Minister Pham Minh Chinh, Head of the Socio-Economic Subcommittee, highly appreciated the enthusiastic, responsible, profound and comprehensive opinions of the delegates; requested the Standing Committee of the Subcommittee to absorb, explain and supplement the content that the Politburo had commented on and the opinions of the delegates to further perfect the draft Report; seek the Politburo's opinion, submit it to the upcoming 10th Central Conference to seek opinions of Party Congresses at all levels, and submit it to the 14th National Party Congress.

In particular, assessing the 5-year implementation of the 10-year Socio-Economic Development Strategy 2021 - 2030, the Prime Minister requested to deepen the achievements, in the context of the world with many difficulties, challenges, and complicated developments. Thereby, clearly seeing the mettle, confidence, solidarity, innovation, creativity, and grasp of the situation of the Central Executive Committee, the Politburo, the Secretariat, the National Assembly, and the Government in leadership, direction, and administration. From there, appropriate goals and solutions are set out, organized with high determination, great efforts, drastic actions, resource allocation, coupled with inspection, supervision, urging, removing difficulties, developing the country, and handling emerging issues.

Along with that, it clearly states a number of targets to strive for, such as the economic growth rate of our country's economy, which is a developing country, a transitional economy, highly open, and in the context of a global economic downturn and slow recovery.

Regarding the direction and tasks of socio-economic development for the 5 years 2026 - 2030, the Prime Minister requested to absorb the content of "stability for development"; innovate the thinking of synchronous development in all fields, ensure the pioneering and breakthrough in some fields, especially perfecting the socialist-oriented market economic institution; implement with focus, key points, allocate resources and organize implementation with feasibility. With the goal of bringing our country into the group of 30 to 35 major economies in the world, in the group of countries with high average income.

Regarding tasks and solutions, the Prime Minister pointed out the need to propose mechanisms and policies to mobilize social resources, especially public-private partnerships, foreign resources both directly and indirectly to develop the country; continue to promote 3 strategic breakthroughs. In particular, deepen the tasks of developing science and technology, innovation, especially emerging industries such as green economy, digital economy, circular economy, knowledge economy, cultural industry. Along with that is innovation, institutional reform, especially market economy institutions, social orientation, the State plays a creative role, enterprises are the center.

The Head of the Government directed to add a number of important, key, and breakthrough tasks, projects, and proposals. These include: Project on training high-quality human resources for digital transformation, green transformation, circular economy, and knowledge economy; development of railway industry; green energy industry, clean energy; Project on combating climate change in the Mekong Delta; regional connectivity projects, especially the North-South high-speed railway and connection with China, Ho Chi Minh City-Can Tho railway, urban railway; seaport and aviation projects; nuclear energy; digital infrastructure, national, regional, and industry data centers; financial centers, international trade centers, etc.
