Proposal to amend and supplement a number of articles of 16 laws in the fields of agriculture and environment

On the afternoon of July 16, Party Central Committee member and Deputy Prime Minister Tran Hong Ha chaired an online conference to propose adding the Draft Law on amending and supplementing a number of articles of laws in the fields of agriculture and environment to the National Assembly's 2025 legislative program. Provincial Party Committee member and Vice Chairwoman of the Provincial People's Committee Nguyen Thi Minh Thuy attended the conference at the An Giang province bridge.

According to the Ministry of Agriculture and Environment , implementing the major policy of the Party and State on reorganizing the two-level local government apparatus, the National Assembly allows the Government to issue documents to resolve or authorize the issuance of documents to resolve arising issues within its authority.

However, the application of temporary regulations is only allowed for a certain period of time, about 2 years. In 2 years, the number of documents that need to be issued by the right authority to handle temporary issues when implementing the policy of restructuring the apparatus is very large; in the fields of agriculture and environment, there are currently 17 laws that need to be adjusted.

Therefore, the proposal to develop a Law amending and supplementing a number of articles of laws in the fields of agriculture and environment is necessary and urgent, in order to ensure the completion and stabilization of a synchronous, unified, constitutional, and legal legal system, completed within the 2-year deadline according to the direction and requirements of the National Assembly and the Government; at the same time, in order to focus resources on socio-economic development, while ensuring the amendment and supplementation of regulations on simplifying administrative procedures, reducing investment and business conditions, and ensuring the amendment and supplementation of legal regulations in accordance with practical requirements.

Specifically, the Ministry of Agriculture and Environment proposed to amend and supplement a number of articles of 16 laws in the fields of agriculture and environment, including: Law on Animal Husbandry, Law on Veterinary Medicine, Law on Cultivation, Law on Plant Protection and Quarantine, Law on Fisheries, Law on Forestry, Law on Irrigation, Law on Dikes, Law on Environmental Protection, Law on Biodiversity, Law on Hydrometeorology, Law on Surveying and Mapping, Law on Water Resources, Law on Geology and Minerals; Law on Natural Disaster Prevention and Control; Law on Marine and Island Resources and Environment. The land sector will develop a separate law project.

Speaking at the conference, Deputy Prime Minister Tran Hong Ha highly appreciated the proactiveness and positivity of the Ministry of Agriculture and Environment in advising and proposing policies to remove difficulties and bottlenecks in the fields of agriculture and environment when implementing the organizational arrangement according to the 2-level local government model.

Deputy Prime Minister Tran Hong Ha emphasized that amending and supplementing laws in the fields of agriculture and environment is necessary to ensure consistency with reality. However, amending regulations must be carefully considered, with full impact assessment, to avoid the situation where removing one thing will only cause problems with another.

Based on the comments, the Deputy Prime Minister requested the Ministry of Agriculture and Environment to limit the scope of amendments and supplements, prioritizing bottlenecks such as inappropriate policies, unrealistic policies, and unfeasible policies for implementation.

The contents included in the draft law must be based on three bases: Systemic problems, existing in 34 provinces and cities; bottlenecks that have been identified, raised many times and have been directed by leaders at all levels; policies that have been piloted and proven to be correct, effective and positive. These contents need to be grouped according to each specific law for easy reference.

In addition to the group of contents included in the draft law, Deputy Prime Minister Tran Hong Ha requested the Ministry of Agriculture and Environment to prepare a draft resolution of the Government to immediately remove urgent difficulties and obstacles regarding institutions in the fields of agriculture and environment.

The Deputy Prime Minister requested the Ministry of Agriculture and Environment to coordinate with ministries and branches to review and re-evaluate the draft law, seriously absorb comments from ministries, branches and localities to edit, supplement and perfect the policy proposal to ensure consistency, uniformity and suitability with the practical situation.
