After some "noise" appeared on social networks in recent days, one of the people involved in the leaked audio clip has officially spoken up to help clarify the incident.

On the afternoon of May 30, speaking with reporters about the clip circulating on social media involving Mr. NVS, Vice Chairman of the People's Committee of Phu Tan District ( Ca Mau Province), Mr. N (requesting anonymity), the contractor, is said to have had a conversation with Mr. S in the clip. Mr. N confirmed that he had a phone conversation with Mr. S a long time ago, but the nature of the incident was not as mentioned in the clip.

"I don't remember the exact time, but it was around 2020-2021. I called Mr. S, but there was no recording of the call and I don't understand why the call clip was released," Mr. N explained.

According to Mr. N, during the discussion on the negotiation of the measurement contract, compensation plan, and resettlement support for the Phu Tan Commune Cultural and Sports Center Construction Investment Project (Phu Tan District), he proposed a price of 80% according to the estimate approved by the competent authority, the rest belongs to the Compensation, Support, Resettlement, and Site Clearance Council for the construction of the Phu Tan Commune Cultural and Sports Center (referred to as the Compensation Council) established by the People's Committee of Phu Tan District under Decision No. 888/GD-UBND dated April 6, 2021.

“This is not a commission. Because if the negotiation is successful, it will be specifically stated in the contract. To put it simply, for example, the total cost estimate is 100 million, if you hire me to provide consulting services, measurement, compensation plan, resettlement support... then the price I offer is 80%, the remaining 20% is for the Compensation Council to carry out other tasks", contractor N mentioned in the clip explained.

According to contractor N, he himself cannot offer a lower price because the company's headquarters is far from the project site, travel costs are high, and if the price is reduced too much, it will not be effective.

Therefore, the negotiation with Mr. S was unsuccessful and the Phu Tan District Compensation Council chose another unit with a higher reduction.

Regarding the above incident, on the morning of May 30, relevant authorities invited and had a meeting with Mr. S so that he could clarify the related questions in the clip.

As reported, “Ca Mau directs to clarify suspicions of district leaders “bargaining” with partners for land clearance”, on May 27, Facebook account “Hai Nguyen” posted an audio clip with the content “rules of the game Vice Chairman of Phu Tan district…”.

The content shows the exchange between Mr. S, Vice Chairman of Phu Tan District People's Committee and a contractor.

In the discussion, the person believed to be Mr. S requested that the contractor leave 30% of the project value, instead of only 20-25% as the contractor offered. However, the contractor in the clip complained that it was difficult and that it would not make any profit, so the final "finalization" of the percentage was not successful.

Regarding the above incident, on the morning of May 29, Secretary of the Provincial Party Committee, Head of the Steering Committee for Anti-Corruption and Negativity of Ca Mau province Nguyen Tien Hai issued an official dispatch directing relevant units to urgently investigate and clarify the content of the clip related to the Vice Chairman of the People's Committee of Phu Tan district to handle it in accordance with the principles and regulations of the Party and the laws of the State...
