The investigation decision was issued based on the appraisal results according to the provisions of the law on trade defense for the Dossier requesting investigation to apply anti-dumping measures, fully and validly submitted on June 6, 2025 by enterprises representing the domestic manufacturing industry, including 4 companies: Chu Lai Float Glass Joint Stock Company, Ha Long Float Glass Joint Stock Company, Phu My Super White Float Glass Company Limited and Vietnam Float Glass Company Limited.

The domestic manufacturing industry has accused colorless float glass products originating from Indonesia and Malaysia of being dumped into the Vietnamese market, causing significant damage to the domestic manufacturing industry.

According to legal regulations, after initiating an investigation, the Ministry of Industry and Trade will send an investigation questionnaire to relevant parties to collect information to analyze and evaluate the allegations, including dumping by exporting enterprises of the investigated countries; damage to the domestic manufacturing industry; and the causal relationship between dumping and damage to the domestic manufacturing industry.

If necessary, based on the results of the preliminary investigation, the Ministry of Industry and Trade may apply temporary anti-dumping measures to prevent dumping from continuing to cause significant damage to the domestic manufacturing industry. The Ministry of Industry and Trade will conduct an examination and re-verification of the information provided by the relevant parties before completing the official investigation conclusion on the case. At the same time, the Ministry of Industry and Trade will also organize public consultations for the relevant parties to directly exchange, provide information, and express their views on the case before making a final conclusion on the case.

The Ministry of Industry and Trade recommends that all organizations and individuals currently importing, exporting, distributing, trading, and using investigated goods register as related parties and provide necessary information to the Ministry of Industry and Trade to ensure their rights and interests in accordance with the law.

Organizations and individuals register as related parties according to the Related Party Registration Form and send it to the Investigation Agency via the Trade Remedies Online Filing System (TRAV ONLINE) at: https://online.trav.gov.vn within sixty (60) working days from the effective date of the Decision issued with this Notice. At the same time, the Related Party Registration Form can be sent to the Investigation Agency by one of the following two methods: post or email. The deadline for registering as related parties is October 14, 2025.
