The Provincial People's Council's supervision delegation worked with the M'Drak District People's Committee on the Khanh Hoa

On April 2, the Provincial People's Council's Supervisory Delegation No. 9, led by Vice Chairman of the Provincial People's Council Tran Phu Hung, conducted a field survey and worked with the M'Drắk District People's Committee on "Proposing policies and implementing the change of forest use purposes to implement the Khanh Hoa - Buon Ma Thuot Expressway Project" through the district.

Component 2 project through M'Drắk district has a length of nearly 17 km, invested by Project Management Board 6 - Ministry of Transport . The project has a land acquisition area of 127 hectares, of which land belongs to individuals and households is nearly 51.4 hectares, land belongs to forestry companies is 61.6 hectares and land is managed by the People's Committee of Cu San commune is 14 hectares. The area of forest use purpose conversion is 59.42 hectares, of which natural forest is 5.36 hectares, planted forest is 54.06 hectares.

The project has been approved by the National Assembly in terms of investment policy, during the process of preparing a research report on the route in accordance with the Road Network Planning for the period 2021 - 2030, with a vision to 2050; the planning of relevant sectors, fields and localities has been agreed upon. However, due to the difficult and complicated terrain of the route through M'Drắk district, the Ministry of Transport has agreed to adjust some sections of the Component 2 project to suitably reduce construction costs, limit site clearance work, and minimize environmental impacts. Therefore, the project must be implemented on an area of 5.36 hectares of natural forest because other land cannot be arranged.

The implementation of the Project still faces many difficulties and problems such as: the dumping site has not been agreed with the people, leading to increased costs and slow project progress; the granting of land for project implementation is not timely; procedures for changing forest use purposes, determining forest prices, and reforestation involve many sectors and take a lot of time...

In addition, for the forest land area that originated from M'Drắk Forestry One Member Co., Ltd. managed by M'Drắk Forestry One Member Co., Ltd. but has been used by people for many years, it is difficult to determine the origin of the land, develop a compensation and support plan, and change the purpose of forest use...

Due to the urgency of the project, the M'Drắk District People's Committee has recommended to the Supervisory Delegation to pay attention to directing relevant agencies and units to speed up the approval process of the replacement forest planting value so that the investor can pay for replacement forest planting; promptly issue a decision to change the purpose of forest use to handle natural forest assets and hand them over to the investor to implement the project...

Speaking at the meeting, Vice Chairman of the Provincial People's Council Tran Phu Hung requested the People's Committee of M'Drắk district to continue reviewing and updating newly issued regulations and guidelines so that the project can be implemented promptly. At the same time, he requested the local Party committees and authorities at all levels of M'Drắk district to pay attention and closely direct relevant units to promptly carry out procedures to assess the current state of the forest, complete the dossier requesting adjustment of forest planning; develop a plan to handle assets, a plan to plant replacement forests, etc.
