Concluding the meeting, comrade Nguyen Duy Ngoc acknowledged and highly appreciated the progress of the work carried out by the Standing Committees of the two provinces, with much information meeting the operational requirements in the new period.

He said that currently, the workload is large, the time is short, and many tasks are unprecedented, so he suggested that the two provinces fully absorb the opinions of the delegation members to supplement the work plan in accordance with the content and the set roadmap. In particular, it is necessary to regularly update new documents of the Central Government and study them carefully to implement them appropriately, not wasting effort and money and ensuring work efficiency.
Comrade Nguyen Duy Ngoc requested the Standing Committees of the two provinces to focus on leading and directing a number of issues:
Regarding the organization of the apparatus to build a two-level government model, the two provinces need to urgently respond according to the roadmap. In particular, completing the implementation of projects to end the activities of district and commune-level party committees, establishing commune-level party committees directly under the provincial party committee; arranging agencies and units of the inspection, court, prosecution, and execution sectors.
For socio-political organizations and mass associations assigned tasks by the Party and the State, the two provinces need to arrange and promptly resolve policies and regimes in accordance with regulations; restructure to improve the quality of the staff of civil servants, public employees, and workers to best meet the requirements of tasks when decentralization, delegation of authority, and a two-level local government model.
Regarding personnel work, the Central's instructions are very detailed. The Standing Committees of the two provinces need to carefully study and arrange to create an effective and efficient apparatus. Most importantly, it is to handle work effectively, ensuring harmony, for the common good, for the development of the country.
In particular, priority should be given to arranging Party committees with scientific and technological qualifications to have enough human resources to promote the development of the new province. The Politburo decided to evaluate the quality of cadres through products, every three months, without waiting for the end of the term.

Commune-level documents need to be developed immediately, not waiting for provincial-level documents.
For issues that are too difficult to resolve, the Standing Committees of the two provinces need to report, discuss, and immediately ask the working group members to ensure the implementation roadmap, with the ultimate goal of consensus and solidarity for the development of the new Bac Ninh province, in accordance with the direction of the General Secretary to promote science and technology, socio-economic development, and improve the material and spiritual life of the people.
