Xuan Truong Enterprise requests to expand 415 km of North-South Expressway with capital of 59,632 billion VND

Currently, there are at least 6 domestic investors proposing to participate in investing in expanding the North-South expressway in the East from 2-4 lanes to 6 lanes under the PPP method.

Xuan Truong Company is constructing the Cao Bo - Mai Son expressway.

Xuan Truong Construction Company has recently sent a document to the Prime Minister regarding the investment in expanding sections of the North-South Expressway in the East using the PPP (Public-Private Partnership) method.

Specifically, Xuan Truong Construction Company proposed that the head of the Government allow investment in expanding several sections of the North-South expressway using the PPP method, with a total length of 415 km and a total investment of 59,632 billion VND.

There are 9 component projects of the North-South Expressway included in the expansion proposal by Xuan Truong Construction Enterprise, namely: Mai Son - National Highway 45, National Highway 45 - Nghi Son, Nghi Son - Dien Chau, Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Vung Ang - Bung, Bung - Van Ninh, and Van Ninh - Cam Lo.

These component projects, ranging in length from 35 km to 66 km, currently have a scale of 4 lanes and a roadbed width of 17 m, and are proposed to be expanded to 6 lanes.

Mr. Nguyen Van Truong, Director of Xuan Truong Construction Enterprise, proposed implementing projects using the PPP method, BOT contract, combining equity capital and commercial loans (without using state budget support).

The enterprise commits to allocating financial resources, personnel, and equipment to implement the project in accordance with regulations and the completion schedule required by competent authorities; closely coordinating with the Ministry of Construction , the People's Committees of localities, and relevant agencies during the preparation and implementation of the project; and fully complying with all legal regulations on investment, construction, environmental protection, and traffic safety.

Reportedly, at least six domestic investors have proposed participating in the expansion of the North-South Expressway in the East, including: Deo Ca Group, Son Hai Group, Phuong Thanh Transportation Construction Company, VIDIFI, VEC, and Rang Dong Joint Stock Company.

Previously, the Ministry of Construction proposed two investment options for expanding 15 component projects using public investment capital under the Project to invest in some sections of the North-South Expressway in the East, giai đoạn 2017 - 2020, and the Project to invest in the North-South Expressway in the East, giai đoạn 2017 - 2020.

Under Option 1, the Ministry of Construction combines the Eastern North-South Expressway routes into a single investment project (comprising 15 expressways) with a total length of approximately 966 km and a total investment of approximately 128,292 billion VND (excluding interest on loans during the construction period).

Under Option 2, the Ministry of Construction proposes splitting it into two projects (one project for each area). Project 1 comprises eight sub-projects from Mai Son to Cam Lo, with a total length of approximately 415 km and a total investment of approximately 54,182 billion VND (excluding interest during the construction period).

Project 2 comprises 7 sub-projects from Quang Ngai to Dau Giay with a total length of approximately 551 km and a total investment of VND 74,110 billion (excluding interest on loans during the construction period).
