Innovation in law-making thinking at the 8th Session, 15th National Assembly

National Assembly Chairman Tran Thanh Man emphasized that the 8th Session of the 15th National Assembly will work in the spirit of innovation in law-making thinking, not legalizing decrees and circulars, to gradually further improve the professionalism and quality of law-making work.

Continuing the 38th Session, on the morning of October 14, under the chairmanship of National Assembly Chairman Tran Thanh Man, the National Assembly Standing Committee gave opinions on the preparation of 8th session, 15th National Assembly.

The meeting is expected to last 28.5 days and be conducted in 2 phases, phase 1 from October 21 to November 13, phase 2 from November 20 to November 30, 2024.

After listening to the General Secretary of the National Assembly and Head of the National Assembly Office Bui Van Cuong briefly present the Report on preparations for the 8th Session of the 15th National Assembly, members of the National Assembly Standing Committee and representatives of leaders of relevant ministries and branches gave their opinions on this content.

Accordingly, members of the National Assembly Standing Committee highly appreciated the preparation work for the Session; at the same time, they gave some comments on the organization and arrangement of time to receive and revise the draft laws.

Regarding the preparation of documents and files, Minister and Head of the Government Office Tran Van Son said that the Prime Minister has issued 15 documents urging ministries and branches to promptly prepare documents and files to submit to the National Assembly at the upcoming 8th Session.

There are still some documents related to draft laws and investment projects that are included in the Law and Ordinance Development Program. The Prime Minister is directing relevant agencies to urgently complete the Submissions and drafts to soon submit to the National Assembly Standing Committee and the National Assembly.

Speaking at the meeting, National Assembly Chairman Tran Thanh Man assessed that the document preparation work has made much progress so far; the number of documents received is 120/150 documents, showing the efforts of relevant agencies.

Orienting some contents related to the addition to the proposed agenda of the 8th Session, the National Assembly Chairman emphasized the spirit of carefully prepared draft laws to be included in the proposed agenda of the Session. At the same time, he requested the Government and agencies according to their functions and tasks to promptly complete documents and properly implement the Session Regulations.

The National Assembly Chairman assigned the Delegation Affairs Committee to carefully prepare personnel work; the People's Petition Committee to coordinate with agencies to effectively perform the work of receiving citizens and handling petitions and complaints during the session; the National Assembly Secretary General urgently coordinates with the Ethnic Council and the National Assembly Committees to advise the National Assembly Standing Committee to consider and decide on the group of questions.

The Secretary General of the National Assembly receives comments and completes the proposed agenda for the session. For necessary content, consult at the meeting of the National Assembly Party Delegation with the Government.
