On the afternoon of October 13th, Mr. Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, chaired a working session with a high-level delegation from Asan City, South Korea, led by Mayor Park-Gyeong-gwi, during their official visit to the province.
Also attending were Comrade Tran Song Tung, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee; and leaders of several provincial departments and agencies.
In his welcoming remarks to the delegation, Chairman of the Provincial People's Committee Pham Quang Ngoc expressed his pleasure in welcoming and working with the high-level delegation from Asan City, South Korea. He noted that this was the Mayor's first visit after taking office and immediately following the upgrading of Vietnam-South Korea relations to comprehensive cooperation.
The Chairman of the Provincial People's Committee also gave a general overview of the province's geographical location, historical value, and natural conditions. He emphasized that since 2016, Ninh Binh province and Asan city have signed a memorandum of agreement, leading to numerous visits and exchanges in various fields, contributing to the socio -economic development of the people of both countries and localities.
Ninh Binh highly values and cherishes its relationship with Asan city, and wishes to further strengthen the good relationship between the two localities.
The Chairman of the Provincial People's Committee also expressed gratitude for the special affection shown by the Asan city government towards the Ninh Binh provincial government over the years. He expressed confidence that the strategic cooperation between the two countries and two localities will continue to develop, bringing many benefits to both localities and countries.
We also hope that the mayor will introduce and connect us with Hyundai Group of Korea to increase investment in automobile manufacturing and supporting industries in Ninh Binh province. We look forward to welcoming the delegation during the 2nd Ninh Binh Festival.
The Mayor of Asan City also expressed gratitude for the warm and respectful welcome from the leaders of Ninh Binh Province. He affirmed that over the past seven years, Asan City has been twinned with Ninh Binh City, and based on this, there have been many comprehensive cooperation, exchanges, and collaborations in the fields of industry, culture, and labor, achieving certain successes. This is also an important foundation for Asan City to continue implementing projects with Ninh Binh Province in the future, contributing to making Ninh Binh a leading automobile manufacturing locality in Vietnam.
Highlighting some similarities between Asan city and Ninh Binh province, especially in industry and exports, the Mayor of Asan city affirmed that he would actively introduce and connect with Hyundai Group of South Korea to implement more manufacturing investment projects in Ninh Binh province.
At the same time, the Mayor of Asan City also expressed his desire to further promote exchanges and cooperation with Ninh Binh province not only in the fields of industry and agriculture but also in the fields of culture and art.
In particular, the Mayor of Asan City also expressed his desire for Ninh Binh Province to support Asan City with labor resources, and to promote more cooperation models to create more jobs for workers on both sides, effectively utilize the freelance labor force, and thereby contribute to the stable development of businesses in both localities.
Providing specific information on the socio-economic situation of Ninh Binh province, its policies, opportunities, and potential for attracting investment, Vice Chairman of the Provincial People's Committee Tran Song Tung emphasized: With the strategic viewpoint of developing the socio-economic sector "quickly and sustainably," Ninh Binh province's economic growth rate has consistently been relatively high over the years, reaching nearly 9.07% per year during the 2016-2020 period. In the first six months of 2023, the GRDP growth rate reached 7.56%, ranking 12th nationwide and 6th in the Red River Delta region. The economic structure has shifted positively towards industry and services. The province's budget revenue has grown significantly, achieving budget self-sufficiency in 2022, ranking 15th out of 63 provinces and cities nationwide.
In particular, with its focus on green and sustainable tourism development, Ninh Binh province has become a bright spot on the Vietnamese tourism map (ranking among the top 15 destinations and the top 10 provinces with the highest number of visitors nationwide).
Over the past seven years of cooperation, the two localities have had numerous contacts, exchanges of delegations at all levels, and collaborations in many fields, achieving significant accomplishments and contributing to the socio-economic development of each locality.
Notably, in 2017, Ninh Binh province completed the investment procedures for the construction of the Sejung Auto Parts Manufacturing Plant. The plant has been operating stably, contributing to job creation for hundreds of workers and increasing local revenue. Currently, over 2,770 workers from Ninh Binh province have gone to work in South Korea, mainly in the manufacturing sector.
Ninh Binh province hopes to continue cooperating with the Asan city government in the fields of agriculture, especially seasonal agricultural labor; tourism, and education in order to promote and develop the bilateral relationship in a deeper and more substantive way, becoming a driving force for socio-economic development and bringing benefits to the governments and people of both localities.
During the meeting, the two sides signed a memorandum of understanding, agreeing to expand cooperation in the agricultural sector through exchanges and collaborations. Specifically, this will include promoting agricultural development training programs, providing seasonal labor for rural areas of South Korea, and distributing distinctive agricultural products from each side.
Later that evening, the Ninh Binh Provincial People's Committee also hosted a grand reception for the high-ranking delegation from ASAN city.
Attending the reception were: Mr. Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; Mr. Tran Song Tung, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee; Mr. Nguyen Thanh Cong, Member of the National Assembly's Economic Committee, Vice Chairman of the Vietnam-Korea Friendship Parliamentary Group, and Member of the 15th National Assembly; Mr. Nguyen Anh Tuan, Chairman of Thanh Cong Group, and his wife; representatives from several provincial departments and agencies; and representatives from several Korean businesses that are investing and operating effectively in Ninh Binh.
