On the afternoon of November 13th, the Standing Committee of the Nam Dinh Provincial Party Committee held a conference to announce the Politburo's decision on personnel matters. Comrade Le Minh Hung, member of the Politburo, Secretary of the Central Committee of the Party, and Head of the Central Organization Department, chaired the conference.

Also attending were Central Party Committee Secretary and Chief of the Central Party Office Nguyen Duy Ngoc; and members of the Central Party Committee: Deputy Head of the Central Organization Department Nguyen Quang Duong; Deputy Chief of the Standing Office of the Central Party Office Lam Thi Phuong Thanh; and Deputy Chief of the Central Party Office Pham Gia Tuc, former Secretary of the Nam Dinh Provincial Party Committee.
At the conference, the leaders of the Central Organizing Committee announced Decision No. 1668-QĐNS/TW dated November 8, 2024, of the Politburo, which decided to transfer and appoint Comrade Dang Khanh Toan, Deputy Chief of the Central Party Office, to relinquish his position as Deputy Chief of the Central Party Office; to transfer and appoint him to the Executive Committee and Standing Committee of the Nam Dinh Provincial Party Committee, to hold the position of Secretary of the Nam Dinh Provincial Party Committee for the 2020-2025 term, and to participate in the Party Committee of Military Region 3 for the 2020-2025 term.
Presenting the Politburo 's decision and congratulatory flowers to the new Secretary of the Nam Dinh Provincial Party Committee, Dang Khanh Toan, Head of the Central Organization Department Le Minh Hung emphasized that the Politburo recently decided to transfer and assign Comrade Pham Gia Tuc, Member of the Central Committee of the Party and Secretary of the Nam Dinh Provincial Party Committee, to the position of Deputy Chief of the Central Party Office. This is a recognition by the Politburo of Comrade Pham Gia Tuc in particular and of the Nam Dinh Provincial Party Committee in general. The Head of the Central Organization Department acknowledged and highly appreciated Comrade Pham Gia Tuc's contributions during his nearly four years as Secretary of the Nam Dinh Provincial Party Committee; thereby creating many positive changes that promoted the rapid and comprehensive development of Nam Dinh province.

Comrade Le Minh Hung stated that, to ensure the continuous leadership and guidance of the Provincial Party Committee, the Politburo has decided to transfer and appoint Comrade Dang Khanh Toan, Deputy Chief of the Central Party Office, to the position of Secretary of the Nam Dinh Provincial Party Committee for the 2020-2025 term. Comrade Dang Khanh Toan is a well-trained cadre who has held many important positions and directly assisted key leaders at the Central level; he has been entrusted with this task by the Politburo.
The Head of the Central Organizing Committee expressed his hope that the new Secretary of the Nam Dinh Provincial Party Committee would uphold the local traditions, be dynamic and creative; continue to lead and direct Nam Dinh's rapid and sustainable development; and live up to the expectations of the Central Committee. He requested that the comrades in the Standing Committee of the Provincial Party Committee, the Executive Committee of the Provincial Party Committee, and the Provincial Party Committee pay attention to and assist Comrade Dang Khanh Toan, the Provincial Party Secretary, in successfully fulfilling his assigned tasks; in the immediate future, successfully organizing the Party congresses at all levels for the 2025-2030 term, leading up to the 14th National Congress of the Party, and enabling Nam Dinh to rise even stronger in the new era - the era of national progress.
In his acceptance speech, the new Secretary of the Nam Dinh Provincial Party Committee respectfully expressed his gratitude to General Secretary To Lam and the Politburo, the Secretariat, and the Central Organization Committee for their attention, trust, and for assigning him this new responsibility. In his new position, the Secretary of the Nam Dinh Provincial Party Committee affirmed that he will continue to strive, wholeheartedly and impartially, upholding the spirit of pioneering and exemplary conduct, applying the knowledge, lessons, and experience gained from his previous work; being humble, open-minded, and wholeheartedly serving the Party and the people; working together with the Standing Committee of the Provincial Party Committee, the Provincial Party Committee, and the entire political system in unity and consensus, adhering to the Party's regulations and rules, and leveraging collective intelligence to focus on leading and directing the successful implementation of the Resolution of the Provincial Party Congress for the 2020-2025 term. Successfully organize Party congresses at all levels for the 2025-2030 term, leading up to the 14th National Congress of the Party. Continue to effectively carry out the task of building the political system and rectifying the Party; continue to decisively, synchronously, and effectively implement solutions for socio-economic development, especially key local and central projects in the province.

Comrade Dang Khanh Toan expressed his confidence that with the unity and solidarity of the entire provincial Party committee, and the support and participation of all sectors of the people, Nam Dinh will certainly continue to build upon its achievements and results, overcome difficulties and challenges, develop rapidly and sustainably, and make a commensurate contribution to the country in the new era – the era of national progress.
The Secretary of the Nam Dinh Provincial Party Committee expressed his hope to continue receiving the attention, leadership, and guidance of the Central Committee, directly and regularly from the Politburo, the Secretariat, the National Assembly, and the Government; the support and sharing of the Standing Committee of the Provincial Party Committee, members of the Provincial Party Committee, members of the Provincial Party Executive Committee, former leaders, veteran cadres of the province, and all levels of Party committees, the political system, cadres, and Party members in the province to successfully fulfill the tasks entrusted by the Party and the people. He respectfully thanked Comrade Pham Gia Tuc, his predecessor, for his many contributions to the development of Nam Dinh.
