Dong Phong implements the principle of putting the people first.

Imbued with President Ho Chi Minh's teaching, "Skillful mass mobilization leads to success in everything," over the years, Dong Phong commune (Nho Quan district) has regularly propagated and educated people, especially cadres and Party members, to understand the purpose, meaning, and importance of mass mobilization work, so that they can apply it to the implementation of political tasks in the locality.

Comrade Bui Tran Du, Secretary of the Party Committee and Chairman of the People's Committee of Dong Phong commune, shared: In order to promote the people's right to self-governance, create conditions for the people to exercise their rights and obligations in economic development, participate in building the Party and government, and effectively perform the functions of social supervision and criticism, for many years, the Party Committee and People's Committee of the commune have focused on directing the Fatherland Front and other organizations and associations to innovate their methods of operation, truly being "close to the people," "close to the people," and acting as a bridge between the people and the Party and government.

In addition, the commune strictly implements the process of receiving citizens, strengthening contact and dialogue, listening to the thoughts and aspirations of the people, promptly resolving proposals and requests from the people, and removing difficulties for the grassroots level, especially those related to land clearance, new rural construction, and advanced new rural development.

The legitimate demands and aspirations of the people have been addressed, creating social consensus and building national unity. In particular, the effective implementation of administrative procedure reforms and digital transformation has contributed to the quick, efficient, and less burdensome resolution of administrative and legal matters for the people.

In particular, in implementing the task of building new rural areas and model new rural areas, the Party Committee and People's Committee of Dong Phong commune determined that it must first start from exploiting the internal resources of the local community, with the motto "The people are the subjects of building new rural areas and model new rural areas"; the people do the work, the State and local authorities provide support, and the villages and people must be proactive in implementing the criteria, not waiting for or relying on support from the State.

In the implementation process, cadres and Party members served as exemplary leaders. As a result, Dong Phong created a high level of consensus among the people, from contributing ideas to mobilizing resources to fulfill the criteria for building new rural areas and model new rural areas.

Therefore, in 2014, Dong Phong was one of the three communes in Nho Quan district that achieved the standards of a New Rural Area. In 2017, Dong Phong was selected as a pilot commune in the district to continue implementing the construction of a model New Rural Area.

Based on experience from the previous phase, the commune has propagated and mobilized the people to focus on investing in production development, increasing income, improving the environmental landscape to be "bright - green - clean - beautiful"; and building a synchronized system of essential infrastructure.

Over the three years (2017-2020), the commune mobilized over 385 billion VND, of which state budget funds accounted for nearly 22%, credit loans over 12%, and the remainder came from people's contributions, enterprise capital, and social mobilization to complete the criteria for building a model new rural commune. This is the first commune in Nho Quan district and the seventh commune in the province to achieve this title.

According to the Party Secretary and Chairman of the People's Committee of Dong Phong commune, the key to the success in building new rural areas and model new rural areas in Dong Phong is the commune's effective implementation of skillful mass mobilization in socio-economic development.

Accordingly, the Party Committee and People's Committee of the commune focused on leading and directing the dissemination of information and mobilizing the people to continue promoting the shift in the agricultural economic structure towards commodity production, promoting the application of scientific and technological advancements; actively transforming the structure of crop and livestock varieties from low-yield, inefficient types to those with high productivity and economic value; and actively encouraging people to participate in the development of the collective economy, establishing cooperatives and cooperative groups suitable to their respective industries. To date, the entire commune has 10 cooperative models producing goods in a commodity-oriented manner.

Notable examples include a livestock cooperative with 37 farms, producing approximately 255 tons of commercial chickens annually; a safe fruit-growing cooperative with 17 households cultivating 15 hectares, generating an average income of 350 million VND per year (in 2022, Dong Phong guava products were certified as OCOP 3-star); and two aquaculture cooperatives comprising 18 households with 20 hectares, producing approximately 250 tons of commercial fish annually, with an estimated revenue of 12 billion VND per year…

Village cultural centers have been invested in and built to a high standard.

Along with economic development, Dong Phong commune places special emphasis on improving the spiritual life of its people. Activities such as cultural exchanges, arts and culture events, and sports are regularly organized by associations and organizations in the commune. Currently, the commune has established various clubs including arts clubs, dance clubs, volleyball clubs, and intergenerational self-help clubs, attracting a large number of people from all walks of life.

Through cultural, artistic, and sports activities, the mass is drawn into the organization of associations and groups, while also serving as a beneficial platform for disseminating the Party's guidelines and policies, the State's laws and regulations, and local regulations to the people in a practical and effective way.

By effectively carrying out mass mobilization work, Dong Phong has successfully mobilized resources from the people to invest in infrastructure development. As a result, the rural landscape has improved significantly, people's lives have been increasingly enhanced, social order and security have been maintained, annual socio-economic targets have been achieved, and national defense and security in the commune have been upheld.

In 2022, the average per capita income of the commune reached 72 million VND/person, an increase of 44 million VND compared to 2014, and the poverty rate was only 1.84%. This is also a model unit of Nho Quan district in implementing Resolution No. 25 of the Central Committee of the Communist Party of Vietnam (11th term) and Conclusion No. 43 dated January 7, 2019 of the Party Secretariat on "Strengthening and renewing the Party's leadership over mass mobilization work in the new situation".
