Dong Phong implements the People-First Principle

Imbued with Uncle Ho's teaching "If you do mass mobilization well, everything will be successful", in recent years, Dong Phong commune (Nho Quan) has regularly propagated and educated, making everyone, first of all cadres and party members, clearly understand the purpose, meaning and importance of mass mobilization work, in order to apply it to the implementation of political tasks in the locality.

Comrade Bui Tran Du, Party Secretary and Chairman of Dong Phong Commune People's Committee shared: In order to promote the people's mastery, create conditions for people to exercise their rights and obligations in economic development, participate in Party and government building, and perform well the functions of social supervision and criticism, over the past many years, the Party Committee and People's Committee of the commune have focused on directing the Fatherland Front, associations and mass organizations to focus on innovating their methods of operation, truly "close to the people", "close to the people", and being a bridge between the people and the Party and government.

Along with that, the commune strictly implements citizen reception, increases contact, dialogue, listens to thoughts and aspirations, promptly resolves people's proposals and recommendations, removes difficulties for the grassroots, especially issues related to site clearance, new rural construction, and advanced new rural construction.

The legitimate requests and aspirations of the people have been taken care of and resolved, creating consensus in society and building a great national unity bloc. In particular, with the good implementation of administrative procedure reform and digital transformation, it has contributed to quickly and concisely resolving and reducing inconvenience for people in the administrative and legal fields.

In particular, in implementing the task of building new rural areas and model rural areas, the Party Committee and People's Committee of Dong Phong commune determined that it must first of all start from exploiting internal resources from the community itself, with the motto "People are the subject of building new rural areas and model rural areas"; people do, the State and local authorities support, villages and people must be proactive in implementing the criteria, not waiting for or relying on the support of the State.

In implementation, cadres and party members are exemplary pioneers. Therefore, Dong Phong has created a high consensus among the people from participating in contributing constructive opinions to mobilizing resources to complete the criteria for building new rural areas and model new rural areas.

Therefore, in 2014, Dong Phong was one of three communes in Nho Quan district that met the standards of a new rural commune. In 2017, Dong Phong was chosen as a pilot district to continue building a model new rural commune.

From experience in the previous stage, the commune has promoted and mobilized people to focus on investing in production development, increasing income, beautifying the environmental landscape to be "bright - green - clean - beautiful"; and building a synchronous essential infrastructure system.

In 3 years (2017-2020), the commune has mobilized over 385 billion VND, of which the State budget capital accounts for nearly 22%, credit loans over 12%, the rest is people's contributions, business capital and socialization to complete the criteria for building a model new-style rural commune. This is the first commune in Nho Quan district and the 7th commune in the province to achieve this title.

According to the Party Secretary and Chairman of the People's Committee of Dong Phong commune, what made the success in building new rural areas and model new rural areas in Dong Phong was that the commune had done a good job of mobilizing people in socio-economic development.

Accordingly, the Party Committee and People's Committee of the commune focused on leading, directing propaganda and mobilizing people to continue promoting the transformation of the agricultural economic structure towards commodity production, promoting the application of scientific and technological advances; actively converting the structure of crop and livestock varieties from low-yield and inefficient varieties to varieties with high productivity and economic value; actively mobilizing people to participate in collective economic development, establishing cooperatives and cooperative groups suitable for the industry. Up to now, the whole commune has 10 cooperative models producing in the direction of commodities.

Typical examples are livestock cooperatives with 37 farms, annual output of about 255 tons of commercial chicken for sale; safe fruit growing cooperatives including 17 households cultivating over 15 hectares, with an average income of 350 million/year (in 2022, Dong Phong guava products were certified to meet 3-star OCOP standards); 2 aquaculture cooperatives including 18 households with 20 hectares, annual output of about 250 tons of commercial fish, estimated to earn 12 billion VND/year...

Dong Phong implements the people-first approach — Village and hamlet cultural houses are invested in and built spaciously.

Along with economic development, Dong Phong pays special attention to improving the spiritual life of the people. Activities such as cultural exchange, arts, sports are regularly organized by the Associations and unions in the commune. Currently, in the commune, there are established art clubs, dance clubs, volleyball clubs, intergenerational self-help clubs, etc., attracting a large number of people from all walks of life to participate.

Through cultural, artistic and sports models, attract the masses to join the organization of mass organizations, and at the same time be a useful playground, a place to propagate the Party's guidelines and policies, the State's policies and laws, and local regulations to the people in a practical and effective way.

By carrying out mass mobilization work well, Dong Phong has mobilized resources from the people to invest in infrastructure construction, thanks to which the rural appearance has improved a lot, people's lives have been increasingly improved, social order and safety have always been maintained and stabilized, annual socio-economic goals have been completed, and national defense and security in the commune have been maintained.

In 2022, the average income per capita of the commune will reach 72 million VND/person, an increase of 44 million VND compared to 2014, the poverty rate will be 1.84%. This is also a typical unit of Nho Quan district in implementing Resolution No. 25 of the Party Central Committee (11th term) and Conclusion No. 43 dated January 7, 2019 of the Secretariat on "Strengthening and innovating the Party's leadership over mass mobilization work in the new situation".
