Speed up investment preparation
Director of the Quang Nam Traffic Construction Investment Project Management Board (under the People's Committee of Da Nang City), Mr. Nguyen Van Thuong said that the project to renovate and upgrade National Highway 14D was approved for investment in Decision No. 1509, dated June 4, 2025. The project has a total investment of 4,518 billion VND; of which the central budget is 4,513 billion VND, the local budget is 5 billion VND. The project implementation period is from 2025 to 2027.
The investor is continuing to survey, prepare a feasibility study report, and assess the environmental impact. It is expected that the feasibility study report will be completed in September 2025. The project is expected to be approved in October; a consulting unit will be selected in November to prepare the construction drawing design and estimate; and the construction drawing design and estimate will be approved in February 2026. The investor is striving to bid for construction, sign contracts, and start construction in April 2026.
Currently, the project is assigned a capital plan from the city budget to carry out investment preparation of 2 billion VND. On July 19, 2025, in Decision No. 1566, the Prime Minister assigned to supplement the central budget estimate from the 2024 revenue increase with an amount of 500 billion VND.
The investor showed great determination, because this is a key project with large investment capital, the Government and the Prime Minister are interested in allocating resources, this strategic project is also located on the East - West Economic Corridor 2, connecting Laos. However, the project has a length of 74.4km, in which it is necessary to expand and adjust locally at locations to ensure the technical standards of the route, affecting forest land, leading to a very large volume of investment procedures and site clearance.
Completing the feasibility study report and appraisal will take a lot of time, affecting the project implementation progress and disbursement of capital plan in 2025. According to the approved investment policy, the project will be completed in 2027. In addition to site clearance, the current traffic volume (large in size and load) on the route, through Nam Giang International Border Gate is quite large, continuously affecting traffic safety during construction. Therefore, it is necessary to have a specific implementation plan to speed up the completion progress.
Need to remove difficulties
Recently, the investor reported to the City People's Committee to agree to submit to the People's Council to add the project to the list of projects to be implemented before investigation, survey, measurement, counting, and verification of land origin and assets attached to land according to the provisions of Point a, Clause 5, Article 11 of Resolution No. 136, dated June 26, 2024 of the National Assembly. Establish a working group to direct the acceleration of compensation and site clearance work to promote the progress of approving the plan in 2025 to disburse the allocated central budget capital plan.
Specialized departments support coordination in project appraisal and approval; organize appraisal of each item in parallel with the process of completing the dossier. The City People's Committee agreed on the policy of applying the EC bidding form (design and construction of works). The investor explained that the project is large-scale, stretching 74.4km, and this is a unique route, so traffic is very complicated.
Applying EC contracts will allow contractors to undertake both design and construction, self-control and take responsibility for the entire process, helping to synchronize work, minimize conflicts between stages and increase project implementation efficiency. EC contracts also clearly define the contractor's overall responsibility for quality and progress; shorten investment preparation time because the selection of design and construction contractors is implemented simultaneously in the same package.
With the current situation of National Highway 14D, traffic regulation during construction is not feasible. Therefore, the Management Board of Economic Zones and Industrial Parks needs to work with relevant agencies to consider a suitable plan for customs clearance of goods and vehicles passing through Nam Giang International Border Gate to ensure continuous construction and speed up the completion progress. Moreover, people and businesses will proactively have appropriate production and business plans.
National Highway 14D has a scale of class III-IV road according to TCVN 4054-2005, with a scale of 2-4 lanes approved by the Prime Minister in Decision No. 1454, dated September 1, 2021 on the Road Network Planning for the period 2021 - 2030, with a vision to 2050.
The starting point of the route intersects with Ho Chi Minh road at km1,332+610 in Ben Giang commune; the end point of the route at km74+376 is adjacent to the Nam Giang international border gate in La Dee commune.
