Committed to take legal responsibility for any violations

On the evening of December 9, the "Raising Children" project, founded and coordinated by Mr. Hoang Hoa Trung (born 1990), released information about receiving and answering some questions and feedback from philanthropists and the community related to the project's financial transparency.

"The project commits to not shirking responsibility, accepting comments and feedback with an open mind, and at the same time having an action plan to revise and upgrade the quality of the project," the "Raising Children" project stated.

Regarding financial transparency and publicity, the "Nuoi Em" project said that the commitments have been made public at taichinh.nuoiem.com and have not changed yet. The project acknowledged some limitations in financial reporting and will seek and cooperate with specialized units to supplement and improve the quality of reports and increase transparency.

The project also emphasized that the students are still receiving daily meals. The reason for maintaining the meals is due to the nature of the money transfer in installments, and freezing the account does not affect the support for the children's meals from the donors who have joined the project.

At the beginning of the school year, the project received a list of 71,761 students, including 67,996 students needing support for 1 meal and 3,765 students needing support for 2 meals (converted to 75,526 codes).

"The project commits and affirms not to spend any money contributed by benefactors outside the purpose of supporting local children and teachers," said the "Nuoi Em" project, while clearly stating the revenue and expenditure figures shown in the bank over the years.

Over the years, the funding has been transferred to the children and teachers through the school or the education department. All expenditures are accompanied by official documents and records from the local authorities receiving the money. The unused amount is still fully kept in the account or savings and is clearly stated in the monthly balance report. The project management team also emphasized that they will be fully responsible before the law if there is any violation of these commitments.

Philanthropists' money is saved to earn interest.

Recently, donors have also raised the issue of how the untransferred donations will be saved and used. The project said that the unused money from 2019 to now has been saved, and the interest is used for operating and logistics costs such as communication, surveys, travel, and volunteer support. The project believes that the lack of full communication of this information has caused many doubts from the community.

The project is currently summarizing the total amount of money from savings and will update it in the near future. The project said that because the cash flow from income and expenditure is evenly distributed throughout the year, the savings deposit only accounts for a part of the total amount received.

In response to the feedback that founder Hoang Hoa Trung and his team had inappropriate behavior, communication, and conduct, the project side admitted their mistakes and accepted them.

In recent days, many suspicions have been raised that a student was adopted by many benefactors, which goes against the project's principle that a student can only be adopted by one person. The project side affirmed that it did not cut corners, did not perform tricks to match many sponsors but only pay one portion, or create virtual characters. Errors may occur such as inaccurate information, not updated, duplicated... due to operational and handover errors.

The project believes that it is not possible to make public the entire list of names and classes of students due to the policy of protecting children's rights, according to international practice. However, the project proposes a number of parallel implementation options for comparison, including: Option 1: Comparison through total revenue - expenditure (with expenditure records), account balance; Option 2: Synthesize the list of students through official documents of schools; Option 3: A group of representatives trusted by the community to access and compare how the project is managing the children; Option 4: An independent third party.

The "Fostering Children" project was initiated by Mr. Hoang Hoa Trung in 2014 and has been operating in many provinces and cities across the country, connecting and supporting boarding meals for tens of thousands of students in mountainous areas. Recently, the project has received many complaints about lack of financial transparency, duplicate "foster child" codes, and substandard behavior of the project management team and volunteers.
