Regulations on installing cameras in the passenger compartment of cars
On the morning of December 10, with 425/433 delegates in favor, the National Assembly passed the Law amending and supplementing a number of articles of 10 laws related to security and order. Including the Law on Security Guards; Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam; Law on Exit and Entry of Vietnamese Citizens; Law on Residence; Law on Identification; Law on Forces Participating in Protecting Security and Order at the Grassroots Level; Law on Road Traffic Order and Safety; Law on Roads; Law on Management and Use of Weapons, Explosives and Support Tools; Law on Fire Prevention, Fire Fighting, and Rescue.
Notably, the Law on Road Traffic Order and Safety has been adopted and revised in the direction of removing the mandatory regulation of installing child safety seats for passenger transport vehicles such as taxis and buses , while still maintaining the requirement that vehicles carrying children under 10 years old or under 1.35 m tall must have appropriate safety equipment.
Previously, in the report explaining, accepting and revising the draft law, the Government stated that there were opinions suggesting that the regulation should only be applied to family cars and passenger vehicles traveling on highways... For taxis and service vehicles in the city, exemptions should be considered to suit the reality. The Government has accepted and revised as above.
Besides removing the safety seat requirement for commercial transport vehicles, the law still requires stricter vehicle management through monitoring technology.
Specifically, cars used for transporting goods, transporting passengers with less than 8 seats, tractors, ambulances, and internal transport vehicles must be equipped with journey monitoring devices and devices to record images of the driver. Cars used for transporting passengers with 8 seats or more must be equipped with additional devices to record images of the passenger compartment.
Data collected from these devices must be managed and used in accordance with the provisions of the law on personal data protection and relevant regulations.
The government said the total cost of installation nationwide is estimated at VND360-540 billion, equivalent to an average of VND1.2-1.8 million/vehicle. This level is considered low, not creating great financial pressure for businesses because the equipment is easy to install, does not change the vehicle structure and does not incur significant operating costs. Installing cameras is also expected to help businesses control risks, support incident handling, and improve safety for drivers and passengers.

Remove the regulation limiting driving hours to no more than 48 hours per week.
The law also maintains the regulation that driving time must not exceed 4 hours continuously, except in cases of force majeure or objective obstacles. Drivers' working hours during the day and week are implemented according to the provisions of the Labor Code. The Government will provide specific guidance on traffic jams and incidents to ensure compliance with reality.
According to current regulations, the driving time of a car driver is not more than 10 hours in 1 day and not more than 48 hours in 1 week; driving continuously is not more than 4 hours and ensuring the relevant regulations of the Labor Code. Thus, the new law has removed the regulation that the driving time of a car driver is not more than 10 hours in 1 day and not more than 48 hours in 1 week.
In the report on receiving feedback, explaining, and revising the draft law, the Government clearly stated that the regulation on continuous driving time not exceeding 4 hours inherits the regulation that has been implemented stably for many years.
At the same time, it aligns with international experience, is based on scientific evidence, and takes into account the psychological and physiological conditions and health of drivers, especially those engaged in long-distance freight and passenger transport.
Currently, the law only regulates drivers of commercial transport vehicles because they pose a higher risk of traffic accidents than personal vehicles if a traffic accident occurs.
For private drivers, the immediate recommendation should be to limit driving to no more than 4 hours; it shouldn't be mandatory yet, as many countries around the world do not have such regulations for private drivers...
The Law amending and supplementing a number of articles of 10 laws related to security and order takes effect from July 1, 2026.
