Stuck in site clearance
The project of the road connecting the North-South Expressway with National Highway 1 and Ca Na General Seaport has a total investment of more than 689 billion VND, divided into 2 component projects. Component project 1 (the section from the North-South Expressway to National Highway 1) is 10.14 km long, with an investment of more than 428 billion VND, and has completed construction. Component project 2 (the section from National Highway 1 to Ca Na General Seaport) is 12.86 km long, started on May 15, and is expected to be completed in December 2025. However, the implementation of the project has encountered many difficulties in site clearance, causing the progress to not meet requirements.

According to the report of the Provincial Construction Investment Project Management Board (project investor), at the intersection with National Highway 1 (Thuan Nam commune), there are still 2 households that do not agree to receive compensation and resettlement support. The People's Committee of Thuan Nam district (old) has mobilized and explained legal regulations many times, the Inspectorate of Ninh Thuan province (old) has concluded the investigation in August 2024, the Provincial People's Court has mediated and tried on October 2, 2025, but the households still firmly oppose not receiving money and not handing over the site. In Ca Na commune, there are 3 households with houses and auxiliary works on agricultural land that have not received compensation or support, so they do not agree to hand over the site; 16/42 households representing 191/324 graves have not agreed to receive money and have not relocated because they believe that the compensation price for grave relocation is low compared to the actual relocation. In addition, the project also has 6 households that have received 70% advance payment, but have not yet handed over the construction site because they want additional compensation and support.
Mr. Pham Minh Tan - Director of the Provincial Construction Investment Project Management Board said that problems also arose in the Eo Ngua cemetery area, causing the project to be behind schedule. According to the site clearance documents, the above route section has a route going through Eo Ngua cemetery with 230/324 graves within the construction area that must be relocated (surrounding graves outside the construction area cannot be relocated). However, the construction unit reported that digging down the roadbed with the volume of rock that needs to be broken by blasting method of up to 57,000m3 will cause cracks and subsidence for the surrounding adjacent graves. If applying the small blasting method, the surrounding affected area will be at least 30m. Therefore, the construction unit proposed to additionally relocate the surrounding graves.
Resolutely implement solutions
To speed up the progress of Component 2 of the Project, the Provincial Construction Investment Project Management Board has reported and recommended that the Provincial People's Committee direct the People's Committee of Ca Na Commune to consider supporting and organizing the mobilization of 3 households with houses and auxiliary works on agricultural land so that the households can soon hand over the site to the construction unit. At the same time, direct the People's Committee of Thuan Nam Commune to urgently organize and thoroughly handle according to regulations for 2 households at the intersection of National Highway 1, not to delay, prolong, seriously affecting the progress of the project and the disbursement of public investment capital.
Talking to reporters, Mr. Le Huyen - Vice Chairman of the Provincial People's Committee said that the project of connecting the North - South Expressway with National Highway 1 and Ca Na General Seaport, once completed, will contribute to perfecting the traffic network in the region, creating smooth connections, contributing to the effective exploitation of Ca Na General Seaport and Ca Na Industrial Park, creating a driving force to promote economic development in the southern region of the province. The project plays a very important role, contributing to the effective implementation of the strategy of developing logistics and seaport systems in the spirit of Resolution No. 36, dated October 22, 2018 of the Party Central Committee on the Strategy for sustainable development of the marine economy; at the same time, concretizing the major goals in the Provincial Planning for the period 2021 - 2030, with a vision to 2050. Therefore, the two communes of Thuan Nam and Ca Na need to urgently mobilize the entire political system to organize and mobilize people to hand over the site; The Provincial Construction Investment Project Management Board needs to actively coordinate with local authorities to remove obstacles, complete construction soon, and promote the project's role in socio-economic development in the region.
The Cam Lam - Vinh Hao Expressway Project passing through the southern area of the province has 3 traffic connection points to National Highway 1, of which the Du Long interchange and the Phan Rang interchange were completed and put into operation in April 2024. The Thuan Nam interchange (the starting point of the North - South Expressway Connection Project with National Highway 1 and Ca Na General Seaport) was just started in August 2025, with a total cost of nearly 100 billion VND. Project Management Board 85 (Ministry of Construction) is speeding up the progress, striving to complete the project by the end of this year. The completion of the Thuan Nam interchange plays an important role in synchronously connecting the expressway - national highway - seaport to transport goods to the southern provinces, the South Central region and the Central Highlands via the North - South expressway.
